Roster may have a minimum of 8 players and maximum of 10 players. Players may be added at the discretion of the Youth Sports Coordinator and/or Recreation Supervisor. No player may be added without the consent of the Youth Sports Coordinator and/or Recreation Supervisor. a) Roster names and payments must match the actual players. Any players not officially registered for the team they are playing on will cause that team to forfeit. b) Players can only play on one team. Both teams will forfeit all games the player has been involved with if teams are found to be using a player that is on multiple teams. c) Players are eligible to play for only one team and division during the basketball league for Parks & Recreation. 2.) Only coaches that have completed the “volunteer application” and turned in all 2014 Coaching Clinic paperwork through Pueblo Parks & Recreation and have been approved by the Pueblo Parks & Recreation may coach. ALL COACHES must have a current Pueblo Parks & Recreation Coaches I.D. Assistant Coaches: can only coach if they have been cleared through the Pueblo Parks & Recreation and have completed the above requirements. Please plan ahead!! It may take up to two weeks for approval. 3.) Coaches will be responsible for their spectators (parents) and their player’s attitudes and behaviors during practice and games. Should attitudes and/or behaviors become unmanageable; the Site Supervisor will ask the spectators/player’s to leave the gym. The Youth Sports Coordinator and/or Recreation Supervisor will be notified and spectators/participants will not be allowed to return until a meeting has been held in the Parks & Recreation office. 4.) Practices: Teams are limited to one 1-hour practice sessions a. Teams are not allowed to practice till after the school district winter break is over. Teams can schedule practices with the PPRD and the Youth Sports Coordinator. Once the practice slot has been scheduled you must go through the Youth Sports Coordinator to change practice slots if any slots are available. 5.) Warm-up times before game will be 5 minutes. 6.) Half time will be 3 minutes or less. 7.) Time between quarters will be 1 minute. 8.) Timeouts: All teams will be given 3 timeouts per game. Timeouts do not carry over into overtime. If overtime applies each team will be given 1 timeout. 2 9.) Coaches will be allowed on the court while the game is in progress. Coaches could be on the outside of the lines on either side of the court. Coaches are allowed on the court setting up players and placement of children during timeouts and each quarter. 10.) Game play a) Stealing of the ball while controlled by an offensive player is not allowed. No slapping or reaching in at the ball. b) There will be no “swatting” for a blocked shot. To defend a shot attempt, hands will be straight up in the air. c) Players may not run with the ball; dribbling must be emphasized. d) Possession will alternate each quarter 4-5 Age Division-Coed Where: TBD When: Saturdays Quarter Length: 4 (seven-minute quarters) Flex Court Goal Height: 6-foot Basketball size: Junior Size Defense: Man-to-man defense only, no pressing, no double teams or traps. Overtime: When overtime occurs, it will consist of a 3-minute quarter with the clock stopping the final minute of play on dead-ball situations. If the tie still exists after first overtime, a second overtime will consist of sudden death with the first team to score winning. 23.) Coaches will not be allowed on the court while the game is in progress. 24.) Two illegal defense warnings will be issued per game. After the warnings have been issued each violation thereafter will result in a team technical foul (2-points awarded and possession of the ball). 25.) Substitution Rule: Each player must play equal time for the first three quarters. The fourth quarter is open substitutions. Officials will check the scorebooks to ensure all players have played equally in the first three quarters. 26.) Forfeit Rule: If a team has not shown up by their scheduled game time, they will have a fiveminute grace period in order to play with a regular game clock. If the team shows up ready to play after the five-minute grace period and up to ten minutes after the scheduled start, the game will still be played but with six-minute quarters and a running clock. If the team has not shown up by ten minutes after scheduled game time, the game is then forfeited. We would like to give the teams every opportunity to play, but if we delay games more than ten minutes, the rest of the scheduled games will start late also, therefore the reason for this new forfeit rule. COACHES EXPECTED BEHAVIOR All youth coaches are required to conduct themselves in a respectable manner. Being a role model for our youth is a task that should be thoughtfully considered. Therefore, it is paramount that the behavior and attitude of our coaches be scrutinized to promote a healthy and rewarding atmosphere for our youth. Remember if the score becomes too high for one team and the team is winning by a substantial margin, the coaches MUST put PLAN B into effect. If PLAN B is not used the coach with the winning score will be held accountable. This year will be recognizing all coaches in all divisions. A coach will be chosen by our basketball staff, parents, and administrative staff. The chosen coach of the week will receive a plaque with their picture on it and recognition on our websites and gyms. We will also be choosing 2 overall coaches of the year. They will also be receiving recognition on our website. We want to thank all the coaches for volunteering their time and dedication to our youth and program. Section 1.01 DISCIPLINARY ACTIONS Official(s) and/or PPRD staffs at all recreation program sites have the authority to reprimand, eject, and/or suspend coaches for misconduct. An ejection of any type will result in a minimum of a 2-game suspension from any PPRD program and/or facility (the ejection game is not included in the suspension period); suspensions may carry over to the next season. If a coach is ejected on another 5 occasion that coach may be suspended from all PPRD programs for a minimum of one year from the date of the second offense. If an individual coaches multiple teams, the suspensions apply to all teams. All disciplinary actions administered by the official(s) and/or PPRD staffs are at their discretion. WHAT IS PLAN B?? Plan B stresses the following: Good Sportsmanship Opportunity for all children to receive playing time Players will get the chance to experience all positions Who enforces Plan B? The unique thing about the concept is that it is enforced by the coaches. They hold each other accountable. Officials are also aware of Plan B and will remind the coaches. It is tough to keep running up the score in our program because of this. During your game, if an official or the opposing coach keeps saying “Plan B,” it’s time for “Plan B.” You should make an effort to do something about it. Score sheets are checked, each week by the Youth Sports Coordinator and any blowouts are followed up on. Will the team who is getting blown out know the other team is in Plan B? How will that make the teams feel? Only the coaches know about Plan B. They will tell their team about it only if necessary. After the first few games, coaches will know if they need to make Plan B part of their game plan. For the most part, an average or below average team will never even know what Plan B is. If during the fourth quarter there is a 10-point or more margins in the score, the clock will not stop. 7 Hoopsters Elite Competitive Basketball Rules 2015 1) Game a) The clock will stop on all official time outs and the official’s whistle the last two (2) minutes of the last quarter. (Unless there is a 10 point lead – then clock continues to run) b) Each team receives 3 – “45 second” time-outs per game and cannot be carried into overtime. c) Overtime: 1st overtime will consist of a 2 minute period. If a 2nd overtime is necessary, the “sudden death” format is used: the 1st team to score a single point wins the game. One timeout is issued to each team for use in overtime periods. d) If there is a 30 point lead by a team, the score will not be kept until the gap is narrowed by 15 points by the opposite team. e) Game must begin with 5 players within 5 minutes of scheduled game time. f) Teams may finish a game with 4 players. g) Teams are responsible to clean up all trash from their bench area after the game. Post game talks must be held in a different area so as to not impede the next game. h) Coaches will be responsible for their spectators (parents) and their player’s attitudes and behaviors during practice and games. Should attitudes and/or behaviors become unmanageable; the Site Supervisor will ask the spectators/player’s to leave the gym. The Youth Sports Coordinator and/or Recreation Supervisor will be notified and spectators/participants will not be allowed to return until a meeting has been held in the Parks & Recreation office. i) Coaches who receive a technical foul will be expected to be seated for the duration of the game. If the coach is assessed a second technical, the coach will be asked to leave the gymnasium. If the particular coach has another game that day, the coach will start the next game with a clean slate. Remember our commitment to sportsmanship and the example we set for the athletes. The season is about the kids, not us. 2) Coaches must be wearing their badges during games and practices. Coaches have up to the third game of the season to have your badge.
