LAU RA CARPEY’S RECIPE OF THE MON TH
Rustic Garlic Chicken
I have made this a few times and it
is great! The only changes I make
are that I use peeled garlic cloves.
I actually cheat and buy a bag of
peeled fresh garlic cloves and use
most of the bag. And rather than buy
a whole chicken, I use breasts and
thighs on the bone.
It is delicious! I serve it with mashed
potatoes and a salad, and some good
bread for dragging through the gravy
isn’t a bad idea!
INGREDIENTS:
n 2 tablespoons cooking oil
n 1 chicken (about 3 to 3 1/2
pounds), cut into 8 pieces
n 1 teaspoon salt
n 1/4 teaspoon fresh-ground black pepper
n 3 heads garlic, cloves separated
n 2 tablespoons flour
n 1 cup dry white wine
n 1 cup canned low-sodium chicken broth or
homemade stock
n 2 tablespoons butter
n 2 tablespoons chopped fresh parsley
INSTRUCTIONS:
1.Heat the oven to 400°. In a Dutch oven, heat the
oil over moderately high heat. Sprinkle the chicken
with 1/2 teaspoon of the salt and the pepper. Cook
the chicken until well browned, turning, about 8
minutes in all, and remove from the pot. Reduce the
heat to moderate, add the garlic, and sauté until it is
starting to brown, about 3 minutes. Sprinkle the
flour over the garlic and stir until combined. Return the chicken to the pot, cover, and bake for
15 minutes.
2.Remove the pot from the oven and put it on a
burner. Remove the chicken pieces from the pot.
Over moderately high heat, whisk in the wine
and simmer for 1 minute. Whisk in the broth
and the remaining 1/2 teaspoon salt and simmer
until starting to thicken, about 3 minutes. Turn
the heat off, whisk in the butter, and pour the
sauce over the chicken. Sprinkle with the parsley.

Question: How is a personal injury settlement
different for children than it is for adults?
Answer: The court acts as a protector of a child’s
financial interests. To that end, once the parties reach a
settlement agreement, the court will require a special
“petition” to be filed to review and approve settlements pertaining to minors. In addition, the court will require the
child’s funds be placed in a restricted and federally
insured bank account to ensure that the money will not
be used inappropriately by a parent or anyone else acting
on the child’s behalf.

Jersey’s Novel
Approach
To Distracted
Driving
Don’t text and drive.
In the age of the mobile communications, this
all-too-important phrase has taken its rightful
place in the pantheon on vehicular warnings.
Just as you should never drink and drive, you
should never send a text message while behind
the wheel.
While this admonition has become axiomatic,
a significant part of the equation has always
been missing. Drivers are repeatedly told to
refrain from texting while driving, but what
about the text messages they receive? It
takes two to text, but little has been done to
curb the actions of the other party - that is,
until recently.
In August, a New Jersey state appeals court
decided to extend prohibitions against
distracted driving to those individuals who
knowingly text a driver. Reasoning that the
sender of a text message - though physically
remote - is ‘electronically present’ in the
driver’s car, the court determined that the
sender could be held liable for damages arising
from the driver’s accident. In so holding, the
court made sure to limit the rule to those
situations in which the ‘sender knew or had
special reason to know that the recipient
would view the text while driving and thus
be distracted.’
Moving forward, it will be fascinating to see not
only how this rule is implemented, but how the
citizens of New Jersey will adapt. Surely, the
ultimate responsibility falls on the driver, but
rules such as this may play an important role in
curtailing distracted driving. While ultimately
proving that an individual knowingly texted
someone in the act of driving should prove
difficult, the mere threat of liability should be
enough to make the sender think twice. If the
court’s ruling manages to have that simple
affect, New Jersey’s novel approach to
distracted driving will prove to be an
indelible success and could prompt neighboring
states, like Pennsylvania, to follow the approach
established by the New Jersey courts..
