Introduction
National data show that poor and minority students, English Language Learners and students with disabilities continue to be taught more
often than their peers by inexperienced, out-of-field or ineffective teachers. As a result, the United States Department of Education (USDE)
required states to develop equity plans and use evidence based strategies to address this issue. Kentucky’s plan is focused on teacher
preparation; recruitment, hiring and placement of teachers; providing supports for on-going, job-embedded professional learning; and
strategies to retain teacher and leaders.
All districts and schools in Kentucky are required to identify barriers and develop strategies to address these issues to achieving equitable
access to effective educators for students most at risk. This is being incorporated within the Comprehensive District and School Improvement
Plans. This diagnostic should be used as tool for identification of barriers and a catalyst for development of strategies that will result in novice
reduction for gap closure. Strategies will be incorporated into the Comprehensive School Improvement Plan.

Provide a brief analysis the school data from the chart. Include any trends, note-worthy data points or perceptions the data has
provided related to equitable access to effective educators.
Data shows that we have 10% minority students, of that 1.34% are Hispanic. When looking at their KPREP and PAS data they are scoring
comparable to non-minority students. They are included in all core programs (scheduling like all students) and receive interventions and
enrichment's as needed.
Students with disabilities are at 18.43%, our school houses the district units for behavior and autism which has students from the other
elementary school. The other elementary school has the FMD unit. We also have a high number of speech students.
80% of our teachers have 4 or more years experience. This is good in the fact that they have developed their skills, however in the future
there will be high numbers of 1-3 year teachers due to retirement.
Our self report goal is based on the local growth goal with is at 40% of our teachers having expected growth.
After the data analysis is complete, the school will then identify the barriers (challenges) for some of the identified trends. An
identified barrier, for example, could be higher teacher turnover in priority schools as compared with non-priority schools. Once
the barriers have been identified, then root causes of why the barriers exist will be included.
We identified that 80% of our teachers have 4 or more years of service. We see the challenge in this to raise the level of effectiveness
among our tenured staff. Some of those have mediocre level of skill. This is also identified with the self-reported goal of local growth goals
of expected growth with 40% of our teachers.
We also need to look to the future as these teachers retire, to have supports in place for highly the best qualified teachers and providing them
with the support they need.

Improvement Planning Process
Describe the process used to engage a variety of stakeholders in the development of the institution's improvement plan. Include
information on how stakeholders were selected and informed of their roles, and how meetings were scheduled to accommodate
them.
The process begins with looking at data from the school report card during team meetings and school PLCs to identify the areas we need to
improve.
At a schoolwide PLC we reviewed the csip from the previous year to determine what we need to continue, keep or change. Ideas were also
brainstormed to help identify goals, activities and strategies for the areas we need to improve.
The CSIP was reviewed at a district network meeting.
The council reviewed the plan in November and will approve it in Dec.
Describe the representations from stakeholder groups that participated in the development of the improvement plan and their
responsibilities in this process.
All certified staff are part of the improvement planning process. The council reviews the plan and the plan is presented to the PTO,

We take the data from KPREP along with local measures to help us pinpoint what areas we need to work on. We use the data to help us
research and reach out to others to find what is working in other places. We compare what high performing schools are doing with what we
do, to see if we need to make adjustments.
Data analysis includes outcome from the Unbridled Learning system, the Tell Ky Survey along with data such as common assessments and
progress monitoring. Local assessments include Predictive Assessment Scales, Benchmarking, SNAP, Lexia, Moby Max, Accerelated Math,
STAR reading and math in grades 2 - 5, Journey's materials and teacher developed materials.
Our current data indicates that we are moving forward academically overall in reading and math, but we need to focus on 3rd grade
performance as it is much lower than the other grade levels. We also have identified the need to focus on novice reduction strategies across
all grade levels and content areas.

cause to celebrate?
The school has shown a trend in improvement academically over the last 4 years. This show us that we are doing the right things with our
core instruction. All subject areas have had improvements. The biggest improvement the past year was in language mechanics were we
scored 100. The gap has been reduced, but has been stagnate for the past 2 years. With the implementation of the new way to identify and
figure growth we had a reduction overall. We have worked to identify practices that have helped and are sustaining those. We are
developing protocols and procedures to make sure we have implementing RTI correctly.

Opportunities for Improvement
What were areas in need of improvement? What plans are you making to improve the areas of need?
Writing has improved greatly however we would like to continue with practices we have in place and to look for other things that can help the
school wide writing program. We are also focusing on student growth and gap reduction. We have developed a school wide writing plan
which is addressed in the CSIP. The school adopted a reading program to help with alignment of grammar and writing skills across grade
levels.
Gap reduction is another area we are addressing. We are monitoring students scoring novice on PAS and common assessments. Plans are
then developed for those students needing additional help during RTI time. Additional help has been hired through Title 1, ESS and Rural
School Funds to assist in implementing intervention
The staff is working on learning and using novice reduction strategies.

Description of the School
Describe the school's size, community/communities, location, and changes it has experienced in the last three years. Include
demographic information about the students, staff, and community at large. What unique features and challenges are associated
with the community/communities the school serves?
Abraham Lincoln Elementary School is a Pre-K to grade 5 building with approximately 563 students. Our school serves the rural areas of
LaRue County in Central Kentucky. We have 20.44% of our students qualifying for special education services. Currently 9.8% of the
student population is minority. Hispanic is the largest minority population at 5.9%. 1.29% of our students are English Language Learners.
The school currently has a mobility rate of 5.47%. Our building is home for the county elementary EBD/Autism Highly structured classrooms.
Abraham Lincoln Elementary has approximately 65% of students qualifying for free and reduced lunch. Our school is part of the Community
Eligibility Provision, therefore all students receive free breakfast and lunch daily. Students eat breakfast in the classroom each morning.
The school receives Title 1 funds to implement a school wide program to assist students academically. The funds are used for reducing
class size and providing a math intervention teacher. It also partially funds the Reading Recovery/CIM teacher.
100% of our teachers are highly qualified. 19 teachers have completed their masters degree and ha17 have completed their Rank 1. We
have 4 National Board Certified teachers. Kindergarten and first grade classes are self-contained. Second grade works in two person teams
and grades 3-5 are departmentalized.
LaRue County does not provide many job opportunities. The largest employers in LaRue County are the school system and a sewing
factory. Many of our parents must commute to work which limits the amount of time they can be involved with their children at school. Our
school does have an active PTSO which meets one evening a month.

school embodies its purpose through its program offerings and expectations for students.
The mission of Abraham Lincoln Elementary School in partnership with our families is to teach and nurture every child in a safe and positive
environment.
The school is striving to become a top 10 elementary in the state. The school has procedures in place for all common areas of the building
and each teacher has classroom expectations and procedures in place. The procedures are taught at the beginning of each school year and
retaught throughout the year as needed. Students are given a "Be Blue in All You Do" award when they are following procedures. Those
"caught" doing the right thing have their name entered into a drawing each Friday to see who will receive a small gift from the guidance
counselor. Conscious Discipline is encouraged and books are read on the morning announcements by the principal to encourage good
character. The guidance counselor uses the Second Step Program in each classroom to also encourage good character.
Abraham Lincoln Elementary values students and the efforts they put forth each day to be their best. "Shout Outs" are given daily during
morning and afternoon announcements to recognize those students demonstrating academic achievements. The school has a Facebook
page that is regularly used to celebrate student accomplishments. Several classroom have begun having Victory Lunches to celebrate
students and their efforts. Students earning a certain number of Accelerated Math objectives and/or a certain number of Accelerated
Reader points are invited to a sleepover at the end of the school year. The school has a wall of fame for students scoring proficient and
distinguished on the KPREP test . Each spring, students attend a ceremony to recognize them for their efforts on KPREP tests. Students
scoring Proficient or Distinguished are each awarded a engraved medal celebrating their accomplishment.
Students are provided with several activities after school that provide enrichment in a variety of areas. This year, the school has offered
archery, chorus, percussion ensemble, art club, math club, STLP, cross country and wrestling clubs.

Notable Achievements and Areas of Improvement
Describe the school's notable achievements and areas of improvement in the last three years. Additionally, describe areas for
improvement that the school is striving to achieve in the next three years.
Abraham Lincoln Elementary earned the Proficient- Progressing rating for the 2015-16 school year. T. Gap showed a slight improvement
from the year before and Growth dropped one tenth of a point. The areas of reading, social studies and writing improved this year. Writing
improved 17.5 points from 2014. The addition of a 4th teacher in 5th grade that focused on writing is proving to be beneficial. Math
achievement scores dropped 3.4 points. The school is focusing this year on improving math instruction kindergarten through 5th grade.
Teachers are attending trainings that focus on standards studies and conceptual understandings. Vertical team meetings are being held for
each content area to ensure alignment and consistency. Test results indicated the need for improvement in our instruction for our Disability
students. This year, emphasis is being placed on meeting the needs of those students.
Notable achievements for the school include the addition of United Way After-school Clubs, Artsonia, and a strong Academic Team. Our
Artsonia program holds a Top 10 overall ranking in Kentucky. We have had 5 students nominated for Artist of the Week with 1 of those
students winning the award. As a team, they earned Region Runner Up Champions, missing first place by only 3 points.

Abraham Lincoln Elementary School operates as a Professional Learning Community. Teachers meet every Friday in either grade level
PLC's or Content area Vertical Team meetings. The staff dedicate themselves to building a learning centered school. We provide a
challenging curriculum with clear learning targets. We are committed to monitoring student achievement through formative and common
assessments. The master schedule includes time each day to provide appropriate interventions based on individual student needs. Our
goal is to have every student reading on grade level and proficient in math problem solving when they exit our building. Differentiated
strategies are intentionally planned and implemented. Our school has a strong PTO and volunteers are in the building daily helping teachers
meet the needs of all students. One such program is the LaRue County Reads program which pairs community volunteers with students
needing extra support in reading.
