V IDEO P OKER
IN I LLINOIS
IMPACT ON SLOTS AND TABLE GAMES
CENTER FOR GAMING RESEARCH, DECEMBER 2014
This report explores the impact of the 2012 legalization of video poker in Illinois.
We examine the performance of table games and slot machines in the periods before, during, and after
video poker’s legalization. We also compare video poker directly against table games and slots as a
percentage of total gaming win.
Data from Louisiana, where video poker has been legal since the 1990s, is featured as a baseline for
comparison. The historical performance of video poker, riverboat casinos, land-based casinos, and slots
at the track is included in this report.
While casino slot machine revenue in Illinois has remained relatively stable since 2010, revenue from
video poker and table games has trended upward. This may explain the decline in total adjusted gross
revenue share for slot machines since January 2010.
Compared to Illinois, slot machine win share in Louisiana is much more stable. This may be due to the
relative maturity of the video poker market in Louisiana. As the market for video poker in Illinois
matures, it may follow a similar pattern. Thus, an eventual decline in video poker growth will likely
stabilize slot machine win share in Illinois.

Conclusions
Video poker growth is on the rise. From September 2013 to September 2014 alone, video poker’s share
of total gaming win increased by 71%. Since its peak in March 2013, casino win decreased by 20%
through September 2014. Though slot machine win decreased by 25% from March 2013 to September
2014, table game revenues have remained steady with an increase of almost 2% within the same
interval. As video poker growth stabilizes and reflects the Louisiana market, slot machine win may gain
a greater percentage of total gaming win.
