1.
Introduction
This update is for the March quarter 2016. There is a complete set of data available for the December
quarter 2015 for all building data and Engineering construction data. All years are in fiscal years so,
for example, 2015 would refer to the 2014-15 fiscal year.

Revisions to data and price base
It should not be assumed that just because the data is available to the December quarter that this will
represent the final estimate. Preliminary estimates are continually being revised, especially over the
next two to three quarters and, from time to time, the historical data can be significantly revised.
It should also be noted that the price base is the 2013-14 year.
1.2
The world, Australian and Queensland economies
The latest updates of the world economic outlook bring one to two year ahead projections in line with
what has been assumed in these reports over the past year. That is, a growth outlook of around 3%
per annum or less.
The factors explaining this subdued outlook have been explained in these pages a number of times and
are largely due to the consequences of, and the response to, the GFC. They include:
(i)
political/ideological (not economic) constraints on the use of fiscal policy to drive demand;
(ii)
the introduction of, and the withdrawal from, quantitative easing triggering firstly capital
outflow to emerging economies and then (as is currently happening) a capital outflow from
emerging markets. This is currently having negative implications for emerging market growth
rates with the most impacted country at this stage being Brazil;
(iii)
the scale of excess liquidity in the US banking system will force rises in interest rates out of all
proportion to the state of the economy; and
(iv)
the shifting of the Chinese growth drivers from export expansion to import replacement
reducing its dependence on world supply chains and thereby reducing the potential growth rates
in the economies which have most heavily relied on China for export demand.
Also unchanged from the view adopted in these reports over the last year is the outlook for the
Australian economy. This is for a growth rate of 2.6% per annum over the next 18 months to 2 years.
Acceleration in private consumption expenditure to around 3% per annum in dwelling construction
will be offset by falls in mining investment.
However, the contribution of private consumption expenditure and government consumption
expenditure to economic growth will be 40% or 50% below the contribution over the 2000 to 2012
period. This is due to household debt saturation and high, by recent historical standards, public sector
deficits.
The positive contribution of dwelling investment to economic growth will end in 2017 and the
contribution of total private investment will be near zero (that is, growing in line with GDP growth) for
the post-2018 period.

The main driver of growth will be net exports flowing from the production flow-on effect from the
recent mining boom and the general expansionary effects of a low exchange rate. However, the
stimulatory effects of a low exchange is likely to be considerably less than what Australian policy
authorities currently expect.
Population growth will slow to between 1.3% and 1.4% per annum as foreign immigration is cut back
to 200,000 per year as a result of the lagged response to the relatively high unemployment rates of
the recent past.
For the 2014-15 fiscal year, the growth rate in Queensland’s gross state product was 0.5%. The recent
indicators suggest that between the June and December quarters there will be a 2% growth in the
economy, partly as a result of the realisation of the long predicted, in these reports, recovery in
dwelling construction.
Nevertheless, the outlook for the Queensland economy over the next two years is for a growth of
between 2.0% and 2.5%. The fall in private investment from the scaling back in LNG and coal
investment will make a significant negative contribution to economic growth.
1.3
Queensland construction forecasts
Based on the latest data, total Queensland construction activity decreased by 21.8% over 2015.
In the December quarter 2015 Queensland construction expenditure declined by 1.6% compared to
the September quarter 2015 there had been almost no growth in the September quarter. The last
quarter to exhibit significant positive growth was the September 2013 quarter. The projection for the
March quarter 2016 indicates total construction expenditure of $11.4 billion, an increase of 4%
compared to the December quarter 2015.
The sector breakdown of growth in expenditure for the March 2016 quarter compared to the
December quarter 2015 is that Residential construction increases by 4.8%, non-residential
construction expenditure declines by 8.5% and engineering construction increases by 7.5%. The
projection for the June quarter 2016 shows residential construction growing at 4.0%, non-residential
construction declines at 6.1% and engineering construction increases by 2.4%.
Non-residential expenditures are projected to decline by $200 million over 2016, for 2017 nonresidential expenditures remains steady compared to 2016. For private residential construction an
increase of $2.7 billion in 2016 is followed by a further increase of $1.1 billion in 2017. An $8 billion
decrease in engineering construction expenditure for 2016 is followed in 2017 by an increase of $2
billion.
Over the 2016 fiscal year Queensland construction activity is projected to decline by $5.5 billion. This
will be partially offset with a $3.0 billion rise in the level of construction activity in 2017. The average
annual growth rate for total construction from 2013 to 2017 is projected at a decline of 6.1%,
significantly lower than the average annual growth of 6.0% for the 1993 to 2012.
Compared to the previous report there is a 0.3% downward revision to the level of Queensland
construction activity in 2016, this was partially due to an upward revision in the ABS figures for dwelling
investment and non-residential construction for the September 2015 quarter, off-setting a downward
revision in regard to engineering construction. There is a 1.5% downward revision to the level of
construction activity in 2017, whilst the overall change in the growth rates over 2016 and 2017 is a
downward revision of 1.9%.

Table 2 outlines the contribution of the various construction sectors to construction growth. The main
driver for construction decline over 2015 was engineering construction with a $14.7 billion decrease
in expenditure. This represents 104% of total construction decline. Dwellings increase total
construction expenditure by just under $1.3 billion and Non-residential construction decreased total
construction growth by almost $0.7 billion in 2015. In 2016 dwelling construction increases total
construction by $2.7 billion whilst engineering construction reduces total construction by $8 billion.
For 2017 dwelling construction contributes over $1.1 billion to total construction growth whilst
engineering construction has a positive contribution of $2.0 billion, resulting in a total increase of $3.0
billion in 2017
Construction prices increased by 0.9% over the December quarter 2015. Prices will not vary much over
the remainder of 2016. From September 2016 prices are projected to increase by an average of just
0.2% per quarter through to the end of the projection period. Construction prices for housing
decreased by 0.1% for the September quarter 2015 and rose by 0.8% for the December quarter 2015.
Over the projection period prices for residential construction will rise by an average of 0.4%. Nonresidential construction prices increased by 0.9% for the December quarter 2015, the average decline
in non-residential prices over the projection period is 0.1%. Engineering construction prices declined
in the December quarter 2015 by 1.2%, on average over the projection period a slight decline of 0.1%
is projected.
Queensland population has been growing at an average of 18,500 persons per quarter over the last
five years. In contrast over the last 10 years quarterly growth has been in the order of 21,300 persons.
Current Queensland Government projections are for an average of 23,000 persons per quarter over
2016 and 2017. Queensland population is projected to grow by 1.8% from June 2016 through to June
2017. The fastest growing regions are Gold Coast Sunshine Coast, Fitzroy and Mackay and Northern all
at over 2%. However the regions with the largest increase are Brisbane with 43,000 and Gold Coast
with a 13,000 increase in population from 2016 to 2017.

Private residential construction
2.1
Dwelling investment
The latest data indicates that for 2015 total private Queensland residential construction activity
increased by 8.7%. For 2014 private dwelling investment growth rate was 4.7%. In contrast the
previous two years 2012 and 2013 averaged a decline in private dwelling expenditure of 6.9%.
For the September quarter 2015 private dwelling expenditure increased by 5.6% over the June quarter
2015. The September quarter level was $4.4 billion, this is $544 million higher than for the same
quarter in 2014. For December quarter 2015 there was an increase of 4.7% compared to the
September quarter. The value of private dwelling expenditure in the September quarter was just under
$4.6 billion.
In 2016 total private dwelling activity is projected to exhibit growth of 16.9%. This is followed in 2017
with growth of 5.7%. The Reserve Bank has again left the cash rate target at 2%. These low rates and
pent-up demand from historical population growth are driving the current growth in private dwelling
expenditure. There is an upward revision in projected level of dwelling activity in Queensland for 2017
of 1.5%. For the projection years 2016 and 2017 the growth rate Queensland dwelling activity has been
revised upwards by 1.7%. In the September quarter 2015 new private dwelling construction increased
by 5.2% compared to the June quarter 2015, however when compared to the level for September 2014
new private dwelling construction has increased by 16%. For the December quarter new private
construction increased by 7.8%.
Other work done grew by 6.5% for the September quarter and decreased by 1.4% for the December
quarter 2015. Overall for 2015 other work done showed growth of just 0.9% and the outlook for 2016
is growth for renovation expenditures of 11% and for 2017 continued growth of 6.3% is projected. The
profile for new dwelling construction shows growth of 19.9% for 2016. The strong growth of 44% in
dwelling approvals over the March quarter 2015 has not been sustained the June quarter showed a
decline of 18.5% and the September quarter approvals grew at 5.9%, December quarter approvals
declined by 7.7% the outcome from this oscillating approvals profile is growth in new private dwelling
expenditure of 5.5% for 2017.

Non-residential building
Based on the most recent data for 2015, total Queensland non-residential construction activity
declined by 9.9%.
For the December quarter 2015 the level of activity for the total sector was 4.7% above the September
quarter 2015, for the December quarter 2014 the decline was 5% when compared to September
quarter 2014. September quarter 2015 was the first quarter since June 2014 in which non-residential
construction activity increased. The short term outlook is one of continued low levels of non-residential
building expenditure. This is indicated by the low levels of approvals in this sector. The value of Nonresidential approvals in the year to December 2015 was just over $6.3 billion. Two years ago the value
for the year ended December 2013 was $8.1 billion. Queensland’s total non-residential building
activity is projected to decline by 3.0% over 2016. Non-residential building expenditure in 2017 will be
at similar levels to 2016.
Revised estimates from the ABS indicate that private non-residential construction grew by 2.1% over
the September quarter 2015, for the December quarter 2015 private non-residential building
expenditure rose by 9.3%.
Private sector non-residential construction expenditure will average $5.3 billion over the next two
years to 2017. Public Sector non-residential construction expenditure was $970 million in 2015. For
2016 this is projected to fall by 14.0% to $830 million before increasing by 22% in 2017. The average
expenditure over the next two years is just under $1 billion.
There has been a downward revision to the level of non-residential total building activity of 0.5% in
2017. For the projection years 2016 and 2017 the growth rate for Queensland non-residential
construction activity has been revised downwards by 0.7%. The timing of major projects that are
currently committed and under consideration could alter the outcomes of these projections.
Major projects currently under construction are; the $1.9 billion Sunshine Coast University Hospital in
Moreton, the $1 billion ICON Ipswich - Ipswich CBD renewal in Brisbane, the $970 million Jewel
development, Surfers Paradise in Moreton, and the $815 million Parklands Commonwealth Games
Village construction, in Gold Coast.
In real terms over the last six months the value of non-residential building projects under construction
or committed have risen by 0.3% or $5 million, projects under consideration have risen by 7.5% or $43
million.
Over the three months to December the value of non-residential projects listed as completed was $666
million. There were no new projects under construction, giving a net increase of $666 million in
projects currently under construction.
The major non-residential projects completed over the December quarter were the $179 million
construction of the new regional cancer centres at Townsville, Rockhampton, Bundaberg, Hervey Bay
and Toowoomba.

4.
Engineering construction
Based on the latest data, total Queensland engineering construction activity decreased by 34.3% over
the 2015 financial year.
For 2016 it is projected that there will be a decline of 28.6% followed by growth of 9.6% in 2017. There
is a downward revision in expenditure of 5% for 2017 compared to the level of activity expected in the
previous bulletin. The growth rates for 2016 and 2017 were revised downwards by a cumulative 3.9%.
The Gladstone LNG is now operational after approximately $19 billion of construction work, this is a
large part of the $21 billion in construction projects that have finished recently. Just over $4.4 billion
have moved to the construction phase. Mining leases have been approved for the Carmichael Coal
project and Adani hope to resume construction in 2017, however further approvals are required before
they can proceed and it is not likely that this deadline will be met, particularly as lower commodity
prices across the mining sector in general and in particular coal mining are dampening investment.
In the December quarter 2015 the level of private engineering construction expenditure was $3.9
billion. For the 2015 year there was a decline in private engineering expenditure of 36.2%. In 2015
public sector engineering expenditures declined by 18%. The profile over the next two years is one
where private engineering expenditure is projected to decrease by 32.1% for 2016 and increase by
9.5% over 2017, and public sector engineering expenditure is projected to decrease by 4.8% over 2016
and increase by a further 9.7% over 2017.
The major new projects that have moved into the construction phase are the $1.8 Byerwen Coal
Project, in the Bowen Basin, the $32 million Mackay Substation Replacement and the $30 million
Labrador-Carrara Road and Ashmore Road intersection upgrade. Some other major projects currently
under construction are; the $25 billion ‘Australia Pacific LNG' at Gladstone, the $1.7 billion Grosvenor
coking coal deposit near Moranbah and the $1.3 billion New Parallel Runway project at Brisbane
Airport.
In real terms over the last six months the value of engineering projects under construction or
committed have declined by 40.3% or $4961 million, projects under consideration have declined by
0.9% or $71 million.
The major engineering projects that have been completed or cancelled over the December quarter
are; the $19 billion Gladstone LNG, and the $1 billion Moura Link-Aldoga Rail.

Total construction activity and the regional pattern
Total construction activity was $50.7 billion in the 2015 fiscal year and is projected to average $46.6
billion per annum over the next two years.
Over 2016, total construction activity in Brisbane is projected to decline by 0.6%, another modest
decline of 0.5% is projected for 2017. In the Gold Coast there is a projected 4.8% increase for 2016,
followed by growth of 4.0% in 2017. For the Sunshine Coast growth of 6.7% over 2016 is followed by
2.6% over the following year. West Moreton shows an average annual decline of 3% for the next two
years, while Wide Bay-Burnett is projected to decline on average 7.1% per annum over the next two
years. The decline over the next two years for the Darling Downs averages 14.3%, whilst South West,
Central West, Northern and Mackay regions are projected to exhibit a decline over the two fiscal years
to 2017. The Fitzroy and Far North and North West regions are projected to average positive growth
over the next two years.

6.
Prices and labour shortages
The construction labour surplus for December 2015 was 48,000. The declines in total construction
activity over 2016 will mean that there will continue to be a construction labour surplus over the
projection period, becoming less severe over the projection period. All regions are currently in surplus.
The labour surplus projected for 2017 is on average around 43,000. This is apparent in the number of
construction industry unemployed which is projected to average 15,600 over the projection period.
Low levels of construction activity into 2016 will continue to keep prices low. Engineering and nonresidential construction will both show declining prices, whilst residential construction will continue
flat over the projection period.
On average over 2014 228,000 were employed in the construction industry. The average for 2015 is
around 215,000. The average for the first three quarters of 2016 is 204,000. The derived
unemployment rate for the construction industry for December quarter 2015 is 6.7%.

7.
The regional dimension
The previous annual report gave a detailed analysis of the regional dynamics of Queensland
construction activity. This update summarises those findings.
7.1
Regional construction activity profile – Brisbane
Table 16 indicates that, for the Brisbane region, from 2009, total dwelling construction fell by a
cumulative total of $1.91 billion by 2013. Over 2014 and 2015 the cumulative increase was just over
$1.94 billion, hence over the period 2009 to 2015 dwelling construction rose by just $35 million. The
next two years to 2017 should see a cumulative increase of $1.7 billion.
Over the projection period, from Table 6, Brisbane's population is expected to increase by an average
of 9,800 per quarter. This accumulating pressure on the existing housing stock plus the fact that the
Brisbane region is in balance in terms of housing affordability (defined as the ability of the average
household to generate income from work sufficient to support a mortgage on new dwelling
construction) has enabled the sharp increase in dwelling expenditure. Hence, the increase in dwelling
expenditure for 2015 was $1.6 billion. For 2016 dwelling expenditure will increase by $1.7 billion,
however, towards the end of the projection as pent up population pressures are eased dwelling
expenditure will decrease by $83 million.
The average contribution of total dwelling construction to Brisbane’s total construction growth rate
will be 4.7 percentage points over 2016 and 2017.
Over the five fiscal years 2009 to 2013, Brisbane’s non-residential building expenditures fell by a
cumulative $1.3 billion. The fall would have been greater if not for the public sector non-residential
stimulus. In 2014 and 2015 non-residential construction in Brisbane grew by a cumulative $540 million,
adding an average 1.6 percentage points to total Brisbane construction growth over the last two years.
The average contribution of non-residential construction to total construction in Brisbane over the
next two years is -0.8 percentage points.
Engineering construction in Brisbane has been in decline since 2010, with a cumulative total fall of $3.3
billion to 2015, reducing total construction growth by an average 3.0 percentage points per year.
Looking forward it is projected that the continued decline in engineering construction will lead to a
further cumulative fall of $1.6 billion over 2016 and 2017.
7.2
Regional construction activity profile – Gold Coast
From Table 17, for the Gold Coast it can be seen that the average annual decline in total dwelling
construction expenditure over 2009 to 2013 was $0.38 billion. This reduced Gold Coast construction
growth by an average of 7.0 percentage points per year. By 2015 the Gold Coast population was over
550,000, this pressure has resulted in an average increase of $223 million in dwelling expenditure over
2014 and 2015. Dwelling construction expenditure will increase by an average of $460 million over
final two years of the projection, contributing 15.0 percentage points to total construction growth in
2016 and 5.7 percentage points in 2017.

Over the last three fiscal years to 2015, total non-residential construction grew by a cumulative $460
million, contributing an average 4.0 percentage points to total construction in the Gold Coast. However
the previous two years showed significant declines in non-residential construction growth, the
cumulative loss for 2011 and 2012 was $910 million. For 2016 and 2017 the cumulative total decline
for non-residential construction will be in the order of $138 million reducing total Gold Coast
construction growth by an average 1.6 percentage points per year.
Engineering construction reduced total construction activity by $460 million over the 2010 to 2013
period. In 2014 and 2015 engineering construction reduced total construction growth by an average
of 2.0 percentage points, a cumulative loss of $171 million. Engineering construction declines over the
2016 and 2017 fiscal years, engineering expenditure reduces total growth by 7.1 percentage points for
2016 and by 1.7 percentage points in 2017.
Total expenditure increased by 7.6% in 2015, as the increases in dwelling expenditure and nonresidential building expenditure countered the decline in engineering construction. In 2016 the growth
in dwelling construction is large enough to outweigh the declines in the other sectors, leading growth
in total construction of 4.8% for the 2016 fiscal year. In 2017 residential building shows positive growth,
whilst the other two sectors stagnate, leading to a 4.0% increase in total construction expenditure in
the Gold Coast.
7.3
Regional construction activity profile – Sunshine Coast
Similar to Brisbane and the Gold Coast, dwelling construction in Sunshine Coast has now had two
concurrent years of positive growth, contributing an average of 5.3 percentage points per year to total
construction for 2014 and 2015.
Non-residential construction grew by $860 million in 2014, which was almost offset by a decline of
$802 million in 2015. The average contribution for 2014 and 2015 of non-residential construction to
total construction growth was an average of 6.6 percentage points. Non-residential construction will
grow by a cumulative $160 million over 2016 and 2017, contributing and annual average of 3
percentage points to total construction growth.
The profile for engineering construction in the Sunshine coast is that for 2014 and 2015 engineering
construction declined by $10 million, contributing an average 0.7 percentage points to total
construction for Sunshine Coast. The next two years will see on average further declines in engineering
expenditures with a cumulative $276 million decline for 2016 and 2017.
For 2016 total construction for the Sunshine Coast will grow by 6.7% and for 2017 residential and nonresidential sectors will grow resulting in growth of 2.6% in total construction.

7.4
Regional construction activity profile – West Moreton
Population growth in West Moreton has historically been small in comparison to the rest of the state,
with an average annual growth of just under 2000 per annum for the period 2009 to 2013. Similar
growth levels are expected throughout the projection period. Consequently dwelling expenditures will
grow by a cumulative $73 million over the 2016 to 2017 period.
In non-residential construction the growth in 2014 was $11 million this was the first year of positive
growth since the stimulus year of 2009. For 2015, however non-residential construction declined by
$29 million. The cumulative growth over the next two years is $17 million. This contributes an average
of 1.6 percentage points to total construction for the region over 2016 and 2017. Engineering
construction fell by $13 million in 2015, contributing -2.1 percentage points to total construction
decline of 7.4%. The average contribution of engineering to construction growth over the next two
years is -11.5 percentage points.
In spite of the large contribution of the stimulus package in 2009, total construction in West Moreton
declined by a cumulative total of $14 million over the 2009 to 2013 period. For 2014 and 2015 the
cumulative declines in total construction expenditure was $42 million. The next two years will average
a decline of around 3.0% per annum owing to declines in the engineering sector.
7.5
Regional construction activity profile – Darling Downs
The Darling Downs, in comparison with the other regions, has a unique profile, both in terms of the
immediate past and the immediate future. The dwelling and private non-residential building cycle has
been, and will be to 2014, more stable than the larger neighbouring regions. All sectors average
positive growth over the 2009 to 2013 period.
Dwelling construction expenditure fell by $3 million in 2014 and was steady in 2015. The contribution
of dwelling construction to total construction in the Darling Downs over this period was negligible. For
2016 and 2017 the average contribution is 0.5 percentage points.
Non-residential construction will have an average annual percentage point contribution of -1.3 to total
construction in the darling Downs over 2016 to 2017. The cumulative decline in non-residential
expenditure over this period is $66 million.
The construction of LNG infrastructure has impacted heavily with an average contribution to total
construction growth of 22.1 percentage points for 2011 to 2014, adding a cumulative $2.8 billion to
construction activity. For 2015 engineering construction contributed -47.3 percentage points to the
decline in total construction. The contribution to the total construction decline for the final two years
is an average of 13.4 percentage points
Total construction in Darling Downs declined by 45.9% in 2015 and is projected to decline by an
average 14.3% over 2016 and 2017.
7.6
Regional construction activity profile – Northern region
Unlike Darling Downs, the impact of the dwelling cycle has been severe. The seven years to 2015 have
resulted in a cumulative decline of $358 million. The cumulative fall in total dwelling construction over
2009 to 2015 period has resulted in an average of -2.1 percentage points of total Northern region
construction decline. However a return to growth in dwelling expenditure occurs in the two projection
years with a cumulative growth of $172 million.

The completion of engineering projects lead to an average 2.5 percentage point contribution to the
decline in total Northern region construction activity over 2013 to 2015 from engineering construction.
The cumulative decline in engineering construction expenditure over 2016 and 2017 is in the order of
$409 million. This reduces total construction expenditure growth by 11.3 percentage points per
annum.
In the 2015 fiscal year non-residential construction contributed -2.8 percentage points to the total
construction decline in the Northern region. For 2016 and 2017 an average of 0.5 percentage point
contribution to the total growth rate is projected both 2016 and 2017 exhibiting positive growth
resulting in total non-residential construction activity growth of $18 million to construction levels over
those two years.
Total construction in the Northern region declined by 9.4% in the 2015 fiscal year, for 2016 there is a
decline of 13.5% and for 2017 as the dwelling sector improves, there will be an increase of 2.2% in
total construction expenditure.

Regional construction activity profile – the Far North region
Dwelling construction grew by $3 million in 2015 increasing total construction by 0.2 percentage
points. Over the next two years dwelling construction will grow by a cumulative $329 million,
contributing an average 11.5 percentage points to total construction growth. Non-residential
construction declined over 2015 reducing total construction by 0.6 percentage points. Non-residential
construction will grow by a total of $28 million over 2016 and 2017.
Engineering construction declined by a total of $124 million in 2015, contributing 8.0 percentage points
to the total construction decline in the Far North region. The next two years, will have an average
annual decline of $103 million. In 2016 and 2017 engineering is the only sector to decline.
Total construction declined by 8.4% over 2015 in the Far North region, as major engineering and nonresidential projects wound up. The projection years 2016 and 2017 should see growth of 0.8% and
9.6% respectively, or a cumulative total of $150 million.

Regional construction activity profile – Wide Bay Burnett
region
Cumulatively, construction activity in Wide Bay Burnett declined by $643 million from 2009 to 2015.
Falls in dwelling construction contributed an average of -4.6 percentage points, whilst non-residential
construction made a negligible positive contribution to total construction activity. Engineering
construction over this period declined by a cumulative $72 million and further reduced the overall
decline by an average of 0.6 percentage points per annum.
In 2015 there was a 5.7% decline in total construction expenditure. Dwelling construction was the only
sector to show growth in 2015 and contributed just 1.6 percentage points to counter the declines in
the other sectors. Over the projection period of 2016 and 2017, dwelling construction contributed a
cumulative $118 million dollars to construction growth. For the same period, non-residential
construction has a negative contribution of $16 million to the construction growth.
The total decline in engineering construction activity over 2016 and 2017 is in the order of $189 million.
The consequences of this profile for total construction is that there will be a decline over the projection
period.

Regional construction activity profile – Fitzroy region
Table 16 indicates that, for the Fitzroy region, over 2014 and 2015, total dwelling construction fell by
a cumulative total of $325 million. The average contribution per annum of dwelling construction to
total construction over this period was -1.8 percentage points.
The population of Fitzroy is currently over 240,000. Population growth is slowing over the next two
years, and should reach 246,000 by 2017, hence not until 2017 will the annual change in dwelling
expenditure return to positive figures.
The average contribution of total dwelling construction to Fitzroy’s total construction growth rate will
be 1.1 percentage points over the two years to 2017.
Over the five fiscal years 2009 to 2013, Fitzroy’s non-residential building expenditures increased by a
cumulative $762 million. Slowing non-residential building approvals in 2013 heralded a cumulative
$751 million decrease in non-residential building expenditure in 2014 and 2015. This will be followed
by a $32 million cumulative increase over 2016 and 2017.
Engineering construction contributed over $13.5 billion to total construction activity in Fitzroy over the
2009 to 2014 period. However this has largely been associated with the construction of the LNG related
facilities. These projects are nearing or have reached completion and hence in 2015 the contribution
was negative at $4.7 billion. The average contribution of engineering construction to total construction
growth over the six years to 2014 was 41.7 percentage points. In contrast the contribution of
engineering construction over the 2015 financial year -27.5 percentage points.
Over the two projection years, total construction activity will increase by $1.2 billion. The average
growth over the final two years of the projection will be 13.1% per annum.
