Minutes of the Special Meeting of the Board of Education
of the South Euclid-Lyndhurst City School District
held on September 13, 2016 at 6:30 p.m.
Administration Building
Mrs. Cassandra Jones called the meeting to order at 6:33 p.m. with the following
members present:
Mr. Ori Akrish
Mrs. Cassandra Jones
Ms. Erin Lee-Harris
Mrs. Lisa Marko
Mrs. Stefanie Rhine
Dr. Veronica Motley, Assistant Superintendent and Mr. Ron Johnson, Academic
Assessment Coordinator presented 2015-2016 State Report Card information to the
Board of Education. Mr. Johnson presented the attached powerpoint presentation
and explained the nuances regarding this year’s report card data.
Superintendent Linda Reid discussed the proposed new Excel Tecc offering related to
the new health and wellness fitness facility located at Brush High School. The
superintendent explained that we would be hosting the next Superintendent’s Meeting
of the schools which participate in the Mayfield Excel Tecc Consortium. This meeting
will be located at the health and wellness facility and a tour of the facility will be given
to those in attendance. It is anticipated that “Excercise Science & Sports
Rehabilitation” will be an offering for the 2017-2018 school year and will be taught at
Brush High School.
Mr. Dana Stearns, Director of Business Affairs provided the Board with an update
regarding the Transportation Center. Mr. Stearns provided the most recent draft
(revision 8A) of the proposed layout of the facility. Mr. Stearns indicated that he has
been approached by a resident on Dorsh Road, located next to our current vacant
property, who has interested in selling her property to the district. Although the
property is not necessary in order to move forward with the project, having the
property might be of benefit to the district in a number of ways.
Mr. Stearns shared the plan moving forward and the anticipated timeline regarding
the design, approval and building of a transportation facility. In a perfect world, by
this time next year, it is entirely possible that the transportation facility will exist. Mr.
Stearns shared that the preliminary anticipated costs associated with building the
facility will be about $2.1 million which includes a contingency of about $200,000.
Additionally, architectural fees are estimated to add about 10% or another $200,000
to the cost of the project.
Mr. Paul Pestello, Treasurer indicated that the district current has approximately $1.1
million set aside for this project and it would appear as though we would need at least
$2.5 million in order to complete the project. Mr. Stearns mentioned again that there
has been some outside interest to purchase the Bolton Road property from the district.
The property has recently been appraised at $1.25 million. Mr. Stearns requested of
the Board and the Board granted said request to hold a public auction on September
30th to sell the Bolton Road property with an opening bid of $1.25 million.

Mr. Pestello explained that with the potential sale of the Bolton Property and the
anticipated contribution to the Transportation Facility Reserve Fund expected at the
end of this fiscal year and utilization of the current Permanent Improvement Fund, it
would appear as though we could reach our target of $2.5 million. Should there not
be a sale of the Bolton Property, Mr. Pestello explained that we still have an option to
sell Tax Anticipation Notes (TAN’s) like we did in 2007 in which the district was able to
pay for renovations to many of our buildings.

SECTION 5705.412 OF THE OHIO REVISED CODE
It is hereby certified that the amount of the appropriation measure attached hereto,
together with all other appropriation measurers in effect for the current fiscal year
(July 1, 2016 to June 30, 2017) is $73,978,235.30 and that such aggregate
amount does not exceed the amount authorized by the most recent Official Certificate
of Estimated Resources or Amended Certificate issued by the County Budget
Commission pursuant to O.R.C. Section 5705.36 and at the South Euclid-Lyndhurst
City School District has in effect for the remainder of the current fiscal year (July 1 to
June 30) the authorization to levy taxes, including renewal of levies only which have,
in fact, been renewed by the voters, which, when combined with the estimated
revenue from all other sources available to the district at the time of certification, are
sufficient to provide the operating revenues necessary to enable the district to operate
an adequate educational program on all days set forth in its adopted school calendar
for the current fiscal year (July 1 to June 30).
