Welcome to participants, thanking partners including local NGOs and CBOs for attending, reiterated importance of attending FSL cluster meetings and need to rejuvenate cluster co‐ordination. 2. Partner introductions and organizations (See Annex 1 for list of participants) 3. Key agenda points for discussion: Flood assessments and response, 3Ws and FSMS support to ensure Unity FSL needs conveyed to Juba 4. Partner updates will not be done due to time limitations. Agenda Item 2: Outstanding information from partners to FSL • 3Ws has only been received for a few organizations in FSL cluster. All partners (INGOs) to send 3Ws by email to Mercy Corps and copy FAO, and local partners to meet Mercy Corps representative directly in the office to provide. Mercy Corps will support to compile this information. Agenda Item 3: FSMS and partner inputs needed Food Security Monitoring System data collection to commence from Oct 1st for 2 to 2.5 weeks. Training will be provided on 26th and 28th September. Lazarus Nhial will circulate training dates and details. Partners volunteered at least 1 staff, if not 2, who can support assessment at counties. Local partners expressed financial constraints of sponsoring staff food, accommodation and water in locations. WFP to revert if it is possible to provide some support for LNGO / CBO staff food, also can acco be arranged in these locations with local authorities. WFP said it would check if budget allows and revert. WFP to circulate list of participants and participating organizations to FSL cluster Agenda Item 3: Flood assessments and partner actions • • • FSLC monitoring tool for hh food security following flood reports –to be done and circulated to partners YACI requested support for Dar es Salaam community displaced to Census Hall. • Mercy Corps is assessing Dar es Salaam as potential location, to be confirmed next week (w/b Sep 17th) but response will not include food aid. WFP stretched and unable to support OCHA requested that partners in counties provide realistic reporting of FSL / other needs so • • • • • • resources can be properly allocated. Number of hh affected, rainfall monitoring (rain gauges needed. Who can provide?) FSL to develop basic monitoring tool and send to partners Mayendit Progressive Society able to support monitoring for Mayendit UNDP implementing in Koch, Mayendit, Leer and Payinjar – able to support information collection WFP is providing food assistance which will be extended until end September; WFP also reported that immediate food urgency is not evident from assessment reports. Partners to stay focused on monitoring and to provide preventive actions for future flood mitigation; FSL to co‐ordinate with WASH cluster if they can provide technical assistance on construction of canals / dykes / bunds as preventive measures which FSL partners will implement in counties. Agenda Item 4: AOB 1. WFP changing country strategy from relief to conditional food assistance; relief will only be for very limited and severe emergencies; 2. WFP piloted FFA, but not very successful, as community capacity still lacking; 3. UNDP stated that they have provided tractors to county authorities in Koch, Mayendit, Leer and Panyinjar a. Tractors rely on fuel, which is in short supply. How can we over come this? Animal traction technologies? b. Mercy Corps to discuss with UNDP and WFP on this. 4.
