Kamala Harris Plays Politics With Rape Definition as Violent
Crime Increases in California
Summary for Prop 57 Written by AG Harris Misleads Voters, Allows for Rapists to be
considered for Early Release
November 1, 2016 – Today, U.S. Senate candidate Rep. Loretta Sanchez issued the
following statement regarding Attorney General Kamala Harris’ misleading summary of
non-violent crimes for the Prop 57 ballot measure that would allow some rapists the
opportunity for early parole.
Said Rep. Sanchez:
“Why is Kamala Harris working to provide early release for rapist as more women have
been raped in the past year?
“It is outrageous that someone convicted of raping an unconscious woman would be
considered non-violent and considered for early release.
“As a former sexual assault prosecutor she should know that rape is rape, there is not other
way to describe it.
“The Attorney General needs to be honest with the people of California and not play politics
with a violent crime that is horrid, traumatic and life-changing for women and their
families.
“Shame on you Ms. Harris! You need to explain why you chose to purposely mislead the
people of California.”

Mr Walters writes that as more women are victims of rape in California, Ms. Harris writes a
summary for a ballot measure that would allow for early release “to anyone convicted of a
crime not specifically listed as a ‘violent felony’ in Penal Code Section 667.5(c). That section
includes rape, but limits its definition to “sexual intercourse” by force, violence, extortion
or threat. It excludes dozens of other forms of rape, including rape with a foreign object,
and other sexual assaults that Harris’ crime report considers to be violent crimes.”
Mr. Walters in the Sacramento Bee adds: “Among the four violent crimes listed, the 36.1
percent increase in rape was the most startling. It revealed that 12,793 persons – virtually
all women – were rape victims.”
In 2008, Kamala Harris’ Release of a "Non-Violent Offender" Attacks a Young Woman
in San Francisco
Ms Harris knows full-well that a non-violent offender can and has gone-on to commit a
violent crime. In 2008, a participant of Ms. Harris’ Back on Track program named
Alexander Izaguirre, who was convicted of selling cocaine, avoided prison by being placed
on her job-training program. During that time, Mr. Izaguirre assaulted a young woman,
Amanda Kiefer, in an affluent area of San Francisco, jumped in a SUV and attempted to run
her down, hitting her and fracturing her skull while the two perpetrators laughed.

2015 California Department of Justice Crime Report:
In July 2016, Ms. Harris released her Department’s annual crime report that found violent
crime is up from last year.
