Finding the Path
The Great Choice

He had a talent that allowed him to create visual images
that articulated a moment with humor but that also defined
the truth of a moment. The talent of Norman Rockwell
has not been duplicated. Today’s art world is a lesser
environment since his passing and it is likely that his
unique talent will not be duplicated.
The cover art shown here appeared on the Saturday
Evening Post, October 30, 1948 when Thomas Dewey, a
Republican, ran against the incumbent President, Harry
Truman in what was then deemed the tightest national
election in recent memory. The outcome was in such
doubt, The Chicago Tribune reached their deadline for
publication the day after the election and made what has
become a comedic error. The newspaper published the
incorrect headline, “Dewey Defeats Truman.”
Some could point to that error as an example of how
the major media seeks to calculate their own perception
of truth and history. The effort here is to identify how Mr.
Rockwell presented the campaign of 1948 and how our
current campaign mirrors what was the case more than 60
years ago.
By most historical accounts, the tone and tenor of the
1948 campaign showed the highest respect among the
two primary candidates for the office of president. Strom
Thurmond ran as a third party candidate representing the
“Dixiecrats.” Though he did win some states amassing
Electoral College votes, the election year of 1948 occurred
in a very different age than what is the case today.
The couple shown in the cover art could likely resemble
a couple awaiting to vote today. The couple was shown
arguing over the presidential choices as witnessed by the
photo of Dewey that appears in the folded newspaper that
the man is clutching. The woman is holding a newspaper
with a photograph of President Truman. Their child is
seen sobbing on the floor while their dog lays under a chair
ignoring them.
The graphics of the image and the organization of
the figures conveys the idea that Mr. Rockwell wanted
to deliver. He was not presenting images that advanced
either candidate but merely to depict what could have been
a rather common scene in many homes during that election
campaign.
Many historians agree that the victory by Truman
was not foretold by anyone and certainly not the experts
who projected that Thomas Dewey was a certain victor.
However, he was the loser and by a rather large plurality.
President Truman polled more than 49% of the popular
vote while Governor Thomas Dewey earned slightly more
than 45%. Mr. Thurmond won four states and polled 2.4%
of the popular vote.
In this 2016 General Election, many of the polling
totals favor Hillary Clinton with the Republican candidate,
Donald Trump, trailing her by, at times, more than 5% and
10% depending upon the polling authority. Yet, as the
election has drawn near, the numbers have tightened to
a dead heat in some states. However, polling data is not
voter data that will only result from the counting of the
votes the evening of November 8.
In the 1948 General Election, Thomas Dewey was
projected by polls to easily win the election. However,
polling was archaic in 1948 when compared to polling
technique of today. In 1948 polls were taken through
telephone solicitation. People were called and interviewed
regarding their preferences. Polling in 1948 was an
infant industry when practices and policy were just being
created. There was one significant error in the polling that
led to a skewed finding for why Dewey seemed to be the
overwhelming favorite to win. In 1948, telephone lines
were primarily found in populated areas such as regional and
national sized cities. Towns, villages and predominantly
rural regions did not have telephone connections and these
millions of people were ignored but they still voted.
The polling totals did not include a huge number of
people who voted for President Truman. Errors in polling
data also served to explain the changes that occurred in

One consensus was finally reached in a Wednesday
special meeting of the Boone County finance committee.
That consensus was for members to agree to a path to finish
their Fiscal 2017 county budget. For some, finding a path
might be perceived as elementary but they have not been
involved in drafting this years’ budget document.
There are many reasons why this budget has been
difficult to create. The primary reason is that cash flow
used to pay for county bills remains extremely low.
Of all the documents that were presented to committee
members during the last four months the one document
that set the path in the meeting was the “Fiscal Year 2017
General Fund Revenues, Appropriations.” This document
detailed revenue expected to arrive, adjustments to revenue
projections, budget cuts to departments and the addition of
the public safety sales tax that will come in during the year.
After all of these steps and alterations are made the county
anticipates they could have a 2017 deficit of perhaps
$325,543. However, the calculations and deliberations are
not finished even though there remain very few days before
the final version of the budget must be set aside for the
public to evaluate the document. This is required by state
law.
When the Wednesday meeting convened, there were
many long faces seen among the committee members. The
committee chairman, Karl Johnson (District 2) offered his
ideas on where the committee and the county stood. He
said, “We see here a $2 million deficit and that is not an
expenditure problem. We have a revenue problem and
we have still not met 2008 levels. We can only control
expenses.” He summarized, “Our revenue stands at about
$15 million and our expenses are $17 million. We cannot
make up $2 million.”
He then wrote six ideas for how to proceed with the
budget that he, the county administrator, Ken Terrinoni and
the County Board chairman Bob Walberg (District 1) had
developed during the day. The first idea called for a deficit
budget with a spending target for the new fiscal year along
with a 2% budget reduction from every county department.
The other ideas, six in all, were of varying degrees from the
same theme.
However, none of those ideas met with much favor.
Mr. Walberg spoke of his idea to reduce the five largest
budgets that make up the county General Fund by 5%.
Those five included the circuit clerk, city/county public
safety building, county corrections, the county sheriff and
the state’s attorney’s budget. Mr. Walberg also proposed
that there also be a reduction in some of the levies for
Fiscal Year 2017.

1980 when former President Jimmy Carter held a large
plurality of proposed voters about a month before the
election. But, in that final month, changes occurred in the
national political terrain that led many voters to change
their minds over who they would support. The inability
of President Carter to obtain freedom for the American
embassy hostages held by Iranian terrorists led to his
defeat.
It was familial interactions that inspired the imagination
of the late Norman Rockwell to create his images. It is
reasonable to imagine that similar scenes were played out
in 1980 and the same argument might well be repeated
over the next week leading to Tuesday, November 8, 2016.
Mr. Rockwell created artistic images that captured what
it means and what we do as American’s. He understood
how attractive a swimming hole is to children, how
important swearing loyalty to the nation is for immigrants
and he also understood how important American cultural
holidays are to those who live here. One such holiday
is coming soon and Norman Rockwell was a master at
creating memorable images of Thanksgiving. He also
understood what motivates American’s when they conduct
the business of the nation or just live in the everyday.
The Journal wants to recognize the estate of Norman
Rockwell for this image and we also want to recognize
the Saturday Evening Post for holding the copyright to
this image. The cover art appeared on the magazine on
October 31, 1948 and we appreciate the opportunity to use
this memorable image here.

Powers of the Boone County Chairman:
If you don’t know how your tax dollar is spent or the
workings of your county government, I urge you, as citizens
and taxpayers, to attend the county committee and board
meetings, which are open to the public and watch your
representatives that you elect in action. A schedule of the
county’s board meetings and the different committees are
posted on the county website at boonecountyil.org. Past
minutes, voting records and appointments are listed as well.
Our county “chairman,” who has held this position
for 8 years, will retire the first week of December, but his
policies will continue. As “chairman,” he has the power to
appoint more than a 100 individuals to county positions and
committees. The “chairman” receives the applications, which
he reviews, and then presents his selection of appointees to
the county board members for their approval, who usually
vote in his favor. County board members (at least some) are
not informed who or how many applications come in. In
some cases, the “chairman” has appointed multiple family
members, cousins, and friends to these influential positions.
These appointments can last from one to five years thereby
extending the “chairman’s” political position on matters
for years to come. In a required open and transparent
government, these applications should be reviewed by ALL
of the county board members! But the “chairman, withholds
that information sharing only with those of his choice.
Some of these appointments and positions include,
Health Board (11), Housing Authority (7), Building Board
of Appeals (5), Conservation District (5), Soil and Water
(8), Zoning Board of Appeals (5), Regional Planning
Commission (5), Regional School Board (2), Boone County
Agri. Commission (7), Fire Districts (15), 911 Board (8),
Mental Health Advisory Complex (5) and some to the
Community Building Complex to name a few.
Being able to appoint members to the county committees,
the “chairman” also appoints or doesn’t appoint elected
county board members to the 7 standing committees, which
run the central government. If you don’t support his position
on matters, you are likely overlooked for a committee
position where you might present opposition to his plans.
He is thereby also controlling the small stipend, ($65 plus
mileage per meeting) which the board members are paid to
attend assigned committee meetings. Some board members
attend at their own expense even if they are not appointed
to a committee or receive any stipend for which I commend
them. These 7 standing committees direct the future of our
county, how it will grow, what projects get done and who
gets their budgets approved.
A list of our elected officials and the committees they
are appointed to as well as those county positions and
appointees are printed in the “Boone County, IL Year Book”
which is available at the county administration building on
Logan Ave in Belvidere. It’s full of other county information
as well and I suggest interested citizens obtain a free copy
and learn “who” directs the growth, actions and spending of
your county tax money.
Last October 2015, our “chairman” met with Mr. Frank
Patton at a RMAP meeting (Rockford Regional Area
Planning) when the original GLB RR plan was to travel
through Winnebago Co. At that meeting, our “chairman”
invited Mr. Patton to bring his train through Boone County if
Winnebago didn’t want it saying it would bring “economic
growth” to Boone County.
During the first week of March 2016, because of this
“extended invitation,” the breaking news left our citizens
blindsided and scrambling to protect their homes, property
and farms. This proposed privately owned toll railroad,
which would most certainly carry chemical/freight-trains,
had changed its route and presented a new route through
the middle of Boone County and oddly enough across the
“chairman’s” property. GLBT’s compensation for land

purchased had a suggested selling-price of $20,000 an acre.
When confronted in early March of this year, our
“chairman” told a large number of our citizens attending a
board meeting; he knew nothing about the train’s proposed
new route. But, WIFR TV newscasts proved different. As
the Boone County representative to RMAP meetings, how
could he not know about the train! At the October 2015, he
(the “chairman”) extended that invitation directly to Mr.
Patton, suggesting he (Mr. Patton) consider bringing the
train through Boone County!
Did the “chairman” consult with the entire county board
before he spoke to Mr. Patton?? Some members said “NO”!!!
What about the others? Did he consider other county citizens
who could lose their land? NO!! To the “chairman,” it offered
“economic growth” to the county, but this county is mostly a
“farming” community. What about the farmers? Yes, we do
have some commercial industry, but Boone County has the
richest soil and the greatest percentage of it is farmland with
abundant clean ground water.
The citizens packed the county meetings and called for
the board to compose a “Letter of Resolution” to be sent to
the STB in Washington, D C, before the deadline of July
15th OPPOSING the GLBRR. The “chairman” didn’t want
a “Resolution” or any opposition. He supported the GLBRR
and invited them here, so he directed the state’s attorney to
write a “strong letter” listing the counties “concerns”!!
At each monthly meeting, board member Denny
Ellingson, the “chairman’s” cousin, and likeminded board
members, nit-picked even the wording of the “strong letter”
thereby delaying it being brought to a vote. Finally, the
“strong letter” was mailed to the STB.
BUT, the CITIZENS wanted a “Resolution!” It was only
at the last possible board meeting, June 29th under community
pressure and in front of a packed room of 80 to 100 Boone
County residents that a “Resolution” OPPOSING the train
was approved. The community left the “chairman” and his
board members “no choice!” The “chairman” abstained
from voting like he did, at the advice of his lawyer, with
members of the RMAP Committee in their support and their
approval for the GLBRR to pass through Boone County.
Our retiring “chairman” with support of certain board
members, severed the county’s relationship with the city/
county planning dept. thereby increasing the cost of county
expenses because he couldn’t control their actions. The
“chairman” was against the wind farms project, as were
candidates Newhouse and Ellingson. Not wanted by some,
they would have had the right to say NO to any being
building on their land. The “chairman” and his supporting
board members voted down this revenue source, which
would have brought much needed cash flow to our struggling
county budget, with NO TOXIC contamination to our land
and water. Farmers would have had a choice in the matter.
Not so with the GLBRR. The “chairman” was in favor of
routing the “GLBT” Railroad and chemical freight trains
across the rich farmland and clean aquifers in the county and
said it would bring us “economic growth.” To Whom?? It
could have brought possible disaster to our county as well!
The issue with the GLBRR our retiring “chairman” brought
to our county hasn’t gone away. Boone County is still not
out of the woods! It may take 4 or 5 years of unending
opposition to protect what our “chairman” and his supporters
were willing to sell our county for, before the STB makes
it’s final decision on the trains route IF the GLB RR is ever
built. Because of the “chairman’s” invitation, many citizens
questioned his vision for responsible growth for our county.
Currently, all county department budgets are under review
by the “chairman’s” financial committee. The county’s 2017
proposed budget is about $2 Mil. in the hole! The finance
committee will use $1.4 Mil. from the “safety sales tax” but
that won’t close the gap! Boone County needs to CUT costs
across the board, dip into some of their $21 Mil. Reserve
Fund, fire some people or raise everyone’s taxes!

Macbeth—Richard III
Our Rarefied Candidates
The presidential campaign of 2016 has offered a new perspective on candidate selection different from how the
process had played out in recent memory. The exultant egos embodied in the primary party candidates and the limited
intellect of the secondary candidates have led to an ocean of hyperbole designed to cloud voter perceptions of the
truth. But too, this process has provided nonstop entertainment. The missive issued last week from the FBI added
to the voyeuristic comedy of this train-wreck. One conclusion has gained traction among voters that both candidates
cannot escape their own hubris that remains a bigger danger to their goal than their opponent.
The playwright William Shakespeare was genius at creating theatrical productions that defined human motivations
and the soul of men. Shakespeare created memorable plays that highlighted the weaknesses of men with humor and
heart-rending drama.
Two of Shakespeare’s works that are relevant to the current political drama includes the tragedies, “Macbeth” and
“Richard III.” The relevance of each describes the character of the two major candidates by way of the messages that
Shakespeare communicated of each.
Early in Macbeth, Shakespeare wrote of an element of the human condition that took center stage. A speech appears
in Act I, Scene 1 when witches collectively sing, “Foul is fair and fair is foul, Hover through the fog and filthy air.”
The speech might describe the inner workings of the Clinton Campaign. Critics wrote of Macbeth that he was not
predisposed to the horrific act that he committed but commission of the act became a necessary evil he had to perform
to achieve the crown. Such could be said of Hillary Clinton running a hidden campaign regarding her Email matter
instead of choosing transparency as her path to obtain the crown. She could not sacrifice her privacy and thus created
her private Email system because transparency would deny her privacy.
Shakespeare described in Macbeth the costs of boundless political ambition when expressed solely for its own end.
Some commentators have suggested that Hillary Clinton has her own blind ambition for office that has no reference to
any end other than to obtain the power. One could ask if it is necessary for a candidate seeking the office of President
to have any “dutiful” or altruistic ambition. Cynics might question if altruism ever existed in any men with a political
bent.
By the end of Macbeth, he and his equally ambitious wife Lady Macbeth commit more evil acts to conceal their
wrongdoing until they lose sight of reality and embrace the artificial reality they created. This mythical reality
ultimately sentenced them to an ignoble end of its own but no one is certain if a similar end awaits Ms. Clinton.
The end of the 2016 presidential campaign is still unknown but from an evaluation of Ms. Clinton, there are similarities
between her and Macbeth. Certainly the Republican candidate, Donald Trump, is also an ego driven obsessive
character but he has a different set of characteristics that Shakespeare defined in the play “Richard III.”
Shakespeare’s play tells of the Machiavellian rise to power of Richard III who used cunning and duplicity to become
king. Niccoló Machiavelli was a Renaissance historian, politician, diplomat and philosopher who is claimed to be the
father of modern political science. He was recognized as possessing a duplicitous interpersonal style with a cynical
disregard for morality and a focus on self-interest and personal gain.
Candidates who competed with Mr. Trump in the primary season would describe his rise as resulting from cunning
and duplicitous ambition, similar to Machiavelli. Mr. Trump might define his rise to power due to superior intellect
and an astute play of the media to win the nomination. Others might define his rise through his ability to appeal to the
more base human desires that are without regard for following moral or ethical behavior, in much the same manner
as how Richard III was portrayed by Shakespeare.
Richard III defined an eternal conflict between perceptions of free will that are in conflict with fate. Critic’s debate if
Richard was a personification of a Machiavellian view that history is a depiction of “power politics.” So might this
election result also be the ultimate example of power politics in action. The winner could be the candidate who is best
at playing that game, even if all of the rules are ignored.
Mr. Trump has presented himself as a ruthless negotiator and Ms. Clinton has presented few policy points other than
to critic her opponent. Yet, both bear resemblance with characters that emerged from the pen of William Shakespeare
who offered warnings of these human characteristics more than 400 years ago.
A literary cliché created by the French author and critic, Jean-Baptiste Alphonse-Karr offers a pertinent talking point
for this 2016 election. He wrote in Le Figaro, “The more things change, the more they stay the same.” The only
phrase that could be added as a coda to the 2016 presidential campaign is, “Cest-la-Vie.”
Whether Ms. Clinton is a modern personification of Macbeth or if Donald Trump is a personification of Richard III,
we can ponder both characterizations and await the result of the election on Tuesday. Only then can anyone plan for
their individual and the nation’s collective future.

safe … additional staff and more cars. Their roof leaks but
they continue to move buckets catching water. The county
needs proper protection and the sheriff’s dept. is trying to
conserve costs.
The Health Board budget is also under review. With the
nationally increased insurance coverage under the ACA
(Obama Care) and a decrease in case loads the HD sees,
the chairman of the County Health Committee and others
are reviewing cost saving avenues that would decrease
the Health Dept. need for more revenue. This fall, the HD
requested the county board to change its “code” and allow
the HD to charge Not-for-Profit organizations a food permit
fee to raise more revenue. (Currently, county board action on
the request has been postponed.) A candidate who is running
for a county board seat and who sits on the HD board,
supports the HD actions to charge Not-for-Profits food
permit fees. The “chairman” has appointed this candidate’s
family members to county committees as well.
The answer is to make ALL departments more efficient
and cut waste and that task is up to the “chairman’s” finance
committee.
Boone County needs OPEN and TRANSPARENT
government. The citizens need to watch where and how their
tax dollar is spent. We need to elect county board members
that take their duties seriously and obtain all the training
(OMA Open Meetings Act, required by IL State, within
90 days of election) that is offered to them. Several board
members neglected to take this training for several years
after taking office until this January and that included the
outgoing county “chairman”!
This coming Tuesday, our citizens will hopefully go
to the polls and VOTE … selecting BOARD MEMBERS
from district 1, 2 and 3 who will sit on the county board and
responsibility represent the spending of our tax dollars. Once
elected, the board will vote among its 12 members and select
a NEW county chairman. This is a very powerful position!
The new chairman, as the head representative of the county,
needs to represent the best and future interests of ALL the
county’s citizens. Take part in YOUR future government.

Editor,
I’d like to thank Mr. Kelm for his service to our country.
But when he attacks a necessary government agency, the
Boone County Health Dept. (as he did in his letter to the
editor), people should be very alarmed. He and Cathy
Ward, a County Board Member, suggest that Boone County
balance its budget by gutting the Health Department at a
time when the Department is required to follow Federal and
State mandates which are either unfunded or not reimbursed
on time. The problem with their proposal is that the Health
Dept. has already cut its budget and staff. They suggest
further that the Department could cut its budget even more
by hiring fewer, less qualified, and less expensive personnel.
That is being penny wise and pound foolish and in the end
would compromise health and sanitation in Boone County.
This is not the first time that Kathy Ward has been willing to
dismiss the importance of the County’s public health. She
has voted against protecting the health, safety and welfare of
thousands of residents in the northern part of Boone County
when she unsuccessfully opposed a zoning ordinance
designed to protect them from the health and safety dangers
created by giant industrial wind turbines. What else would
you expect from a person who has become a part-time Boone
County resident and now lives part of the year in Florida?
Public Health is a serious matter. I urge anyone who
has questions about the Boone County Public Health
Department’s budget or the qualifications of its staff,
to attend Public Health Department meetings. They
are highly informative, deal with Boone County’s
real health problems, and are open to the public.

It has been an honor and privilege to serve as your
Boone County Board member for more than a decade. I am
seeking re-election to the board to be your voice and have a
vote on decisions that will impact this county for decades.
I do my homework diligently. I am one of the few
board members who attend almost every single committee
meeting, even those I am not assigned. I have done this
all my years in office. I have thus attended more than 1,00
committee and board meetings. I know this is the best way
to keep informed on board members’ thoughts and votes
and issues.
I work hard to be a watchdog of your tax dollars and
keep our county code followed. I ask the tough questions,
demand the answers.
I vote always for policies that will help the majority of
the people in our county, not just special interest groups.
I exercise the backbone to “Just Say No” for requests
for more fees, more benefits, higher salaries and more staff.
I insist that we keep our promises to taxpayers. I do
not believe and will not vote for the board to use money
collected to pay off our jail to balance the ever expanding
budget.
I will keep all of you informed by letters to the editor,
guest editorials, face book, returning your calls promptly
and talking to you freely and openly at every social and
political event I attend.
Finally, I will be a cheerleader for all the staff and
people all over our county working to make this a better
place for all of us.

than $500,000 in expenses in recent years. He thought
it disingenuous to ask him to cut his budget then use the
collected public safety sales tax revenue in surplus to
balance the budget.
In previous meetings, use of the surplus revenue had
not been discussed but on Wednesday, use of the surplus
tax took center stage. It is estimated that during 2017
more than $1.4 million will be collected and not needed
for use to retire the jail bonds. The county now holds over
$1.7 million in reserves from the collected tax that will be
segregated to pay for the remaining outstanding bonds.
During the balance of the evening, committee members
debated what would be the starting point for department
heads and elected county officials to begin to cut from 2%
to 3% off their budgets. It was decided that the starting
point would be from their proposed 2017 budgets rather
than to drop back to their 2016 budgets.
The document detailing General Fund Revenues and
Appropriations identified projected revenues coming to the
county at $14,670,917. That is revenue from all sources.
County finance officials added $145,000 from a property
tax adjustment. They also transferred video gaming
revenue from a previous allocation to pay for IMRF
pensions to return to the General Fund. That revenue is
expected to total more than $61,000. It is further expected
that additional evaluations line-by-line through the
proposed budget could garner more than $329,000 and the
anticipated collection of public safety sales tax revenue
could reach more than $1,404,000.
With these changes, it is expected that the total revenue
estimate for Fiscal Year 2017 could reach $16,611,237.
Projected expenditures from all county departments
is expected to total $17,175,509. The requested 2%
reduction in all county department budgets would garner
from $280,859 to $238,729. If these goals were reached,
the net appropriations for 2017 would reach $16,936,780
resulting in a potential deficit of $325,543 which is better
than what they had been considering as a potential $1.9
million or a $2 million deficit.
By the end of the debate, County representative Cathy
Ward (District 2) asked Mr. Johnson what he would
propose to reach a conclusive budget. He proposed a 2%
expenditure reduction from every department proposed
2017 budget. He asked for the county to use the public
safety sales tax collections in 2017. Mr. Johnson also
suggested that the remaining deficit be filled by levy
reductions from the various areas of county operation that
is paid through the levy process.
Mr. Johnson also asked Mr. Terrinoni to evaluate
all proposed budgets to find additional cuts and to evaluate
that all revenue options had been found. Mr. Terrinoni
added, “You know, some budgets cannot be cut by 2%.”
No one responded.
Consensus was reached for Mr. Terrinoni to complete his
reevaluations by/or before the regular November meeting
of the finance committee next Tuesday. The subject matter
in that meeting will consider an evaluation of which levies
could be cut and by how much. The process of cutting
the levies could mean the county General Fund will benefit
to a greater extent than if the cuts were not made. The
primary levies to be considered include the county road,
bridge and matching funds levies though, it was clear that
every county levy would be considered for a cut.

Race has defined John Anthony his entire life.
Whether growing up in Chicago’s Cabrini Green housing
project or serving as the only black Republican in the Illinois
House, he always has been labeled.
And at times, it has made him a target.
But something that happened this month has led him to
question the labels that he has worn for 40 years.
This former state representative, who once served in the
Legislative Hispanic Caucus, may not be Hispanic at all. And
the man who proudly served as the only Republican African
American in the General Assembly learned that he is mostly
white.
Both were startling developments for someone whose
racial identity has been an issue for both fellow lawmakers and
past constituents.
For example, in 2014, State Rep. Linda Chapa LaVia,
D-Aurora, dismissed him during House debate as a “half”
because Anthony was believed to be black with Puerto Rican
heritage. She later apologized for her “meltdown.”
Chapa LaVia seems to have had issues with a black man
being a Republican.
And back in his district there were those who took issue
with a Republican being a black man.
Anthony represented a conservative, predominately white
northern Illinois District that encompasses both rural and
suburban communities.
Racism occasionally reared its ugly head among those who
traditionally supported Republican candidates.
In fact, the problem became so severe that Anthony’s
predecessor Pam Roth, who had vacated her seat to move to
Texas, took to social media to defend him.
“There were people upset that he didn’t ‘represent’ the
district. That was how it was put and you could read between
the lines. It was disappointing to me that these were issues
in the 2013 or 2014 timeframe. It was frustrating to me that
the district I represented as a white female had people who
couldn’t look past the color of someone’s skin,” Roth told me
in a telephone interview this week.
In June, Anthony resigned his seat in the General Assembly
to accept a leadership position with the Illinois Department of
Corrections.
And this month he began his search for his identity.
He took a DNA test to determine his ancestry, which he
didn’t know much about. He was born to a single, teenage
mom and never met his father.
“I was always told he was Puerto Rican and it was a onenight stand,” he said. “I’ve never known who my Dad was. I
took the DNA test from Ancestry.com. The results have come
back. I didn’t realize that I was Irish. I’m 13 different ethnicities.
I’m not distressed – it’s a good thing. But have you ever
experienced anything that was so good it was overwhelming?
I’ve waited 40 years to find out who my dad is and I believe
I’m on the verge of finding out who the family is.”
One of the more startling discoveries of his DNA test is that
he is only 44 percent black.
And there is little clear evidence of whether he is at all
Hispanic.
”I’m clueless as to what I am now. This has been an eyeopening experience.”
His bewilderment is understandable.
After all, fifty-three years after Martin Luther King, Jr. said
he dreamed of his children being judged by the content of the
character rather than the color of their skin, race remains the
nation’s sore spot.
Sadly, our society still clings to such labels.
Amid his bewilderment, Anthony says he hopes to
determine a greater sense of self.
The DNA test has enabled him to connect with some distant
cousins. Through networking with these relatives, he hopes to
determine the identity of his father and determine if he has any
biological siblings.
“In the next couple weeks, I hope to be visiting someone in
Illinois who is of the actual line of my father.”
When asked if he still considered himself black, Anthony
said. “Well, I’m 44 percent African. I asked my wife, ‘What
does that make me?’ I guess the only thing I’m sure of is that
I’m an American.”

casting wreaths upon the water from

Efforts
In May of this year, the US Food and Drug Administration
(FDA) implemented changes to the blood donor eligibility
guidelines. These changes created even smaller donor pools by
narrowing the acceptable hemoglobin, pulse and blood pressure
levels required for donation. Since June 1, the Rock River
Valley Blood Center (RRVBC) has seen a 7% increase in donor
deferrals, most can be attributed to these new guidelines. That
equates to a loss of more than 2,000 units of blood annually. In
order to resume adequate blood collection numbers, RRVBC
must add new or lapsed donors to the active donor pool. There
is currently less than a 1 day supply of most blood types, 3-5
day supplies are preferred.

need for blood donors. Routinely, things like age, travel,
medications, apathy and illness impact a donor’s willingness
