Responses to Questions for MARTA RFP No. 2015-03 to Design, Install and Maintain
a Support Technology & Administrative Resource System (STAR)
This document serves as Addendum No. 1 to the Mountain Area Regional Transit Authority (MARTA)
Request for Proposal (RFP) No. 2015-03, summarizing questions and responses raised at the
September 3, 2015 Pre-Proposal Conference, as well as summarizing questions that were received in
writing before the deadline of September 10, 2015 at 3:00 p.m. Please pay special attention to
specific changes/amendments to the RFP language below, which is highlighted in italics/underline.
At the end of this document please find a summary of those who participated at the September 3,
2015 mandatory pre-proposal conference.
The deadline to submit proposals is unchanged. Proposals must be received by no later than 2:00
p.m, on Monday October 12, 2015, MARTA local time.
Questions and Corresponding Responses:
1. Does this RFP include the requirement for a paratransit scheduling and dispatching system?
Response: Yes. Refer to the RFP, pg. 7, where it states that the proposed system will be
used for not only MARTA’s fixed route system (which includes weekend Trolley service in
Big Bear Lake), but also for MARTA's Dial-a-Ride (DAR) and intercity bus services (also
known as Off The Mountain or OTM).
2. How many peak paratransit vehicles are there?
Response: See the table below for a daily average of how the MARTA revenue vehicles are
deployed. On weekends and holidays, MARTA dispatches 1 trolley for fixed route service
in Big Bear Lake only. Note that vehicles are housed in either the Big Bear Lake facility or
in Crestline location. For each location, MARTA currently does not dedicate specific
vehicles to specific services; the vehicles are used interchangeably between Fixed Route,
Dial-A-Ride and OTM/Intercity services. That will change in the future, as MARTA is in the
process of procuring two 37" freightliner buses that will be dedicated to OTM/Intercity
service, and two vans that will be dedicated to DAR service.

3. Please describe the vehicles in the fleet that will be retrofitted with the STAR technology
solution, including specifications for each vehicle.
Response: Please refer to Addendum No. 1 Exhibit A, which is a table of the current fleet,
with MARTA's bus numbering system, vehicles size, passenger capacity, number of doors,
width of door and existing technology on each bus. It is MARTA's intention to install the
technology on all of the existing vehicles, as well as the new buses that are in the process
of being procured, but will not be in service until after STAR implementation. All of the
vehicles identified in this spreadsheet (21 existing revenue vehicles, six revenue vehicles
under procurement and five non-revenue vehicles) shall be retrofitted to the new STAR
system. Please ensure that the cost to install your system on these vehicles, is included in
your Cost Proposal.
4. Are there any transfers/connectivity, between DAR and/or any of the routes, between
Crestline and Big Bear? Are there any connections/transfers between 2 areas?
Response: In Running Springs, there is a transfer point from RIM Route 4 and the Big Bear
OTM/Intercity Service. For details on this transfer, refer to MARTA's website. There is no
connectivity/transfers between the two areas on the DAR service.
5. Does MARTA's OTM/Intercity service utilize State Route (SR) 38 from Big Bear City to
Redlands, for travel to and from Big Bear and San Bernardino?
Response: No. The only time this occurs is during emergencies when roads are
closed/impassable between San Bernardino and Big Bear Lake on SR 330, SR 38A and/or
SR 18.
6. Is there consistent cell coverage on the routes and the MARTA service area?
Response: MARTA uses Verizon Wireless for its cellular provider and to communicate with
the drivers. And no, there is not consistent cellular service from the beginning of every
route to the end of each route. This is especially problematic on the OTM/Intercity Route,
when traveling on SR 330 between San Bernardino and Running Springs; on this Route, all
voice connectivity is lost but there is some data/texting capability.
7. Is there any fiber optic/hard connection between the two facilities (Crestline and Big Bear
Lake)? If so, describe.
Response: There is no direct fiber optic/satellite/Virtual Private Network/hard line
connectivity between the two facilities. MARTA attempted a Voice Over Protocol
connection through the area's cable provider (Charter); however, that did not work due to
numerous power outages and technical issues. There is only voice connectivity through
telephone system.
8. How does MARTA currently track the fleet today? Using satellite, or global positioning devices
- please describe current hardware, if any.
Response: MARTA currently tracks the revenue fleet through a GPS system provided by
Verizon Wireless. MARTA’s Maintenance personnel install the GPS hardware on the
vehicles and tracking is accessed online.

9. Does MARTA currently have Audio/Visual (A/V) announcements, and will the new system
require A/V capability\announcements on board all buses?
Response: MARTA does not currently have this functionality and yes, this is an RFP
requirement for revenue vehicles only. Refer to the RFP Section III.D.5.f.
10. How many cameras are currently on board buses, and what is the technology?
Response: There are currently four cameras on board all revenue vehicles (none on nonrevenue vehicles). Please refer to Addendum No. 1 Exhibit A, which outlines the current
specific technology on board all buses.
11. Will MARTA reconsider the 30-page proposal limit, as currently defined in the RFP V.A?
Response: MARTA will amend the language in the RFP to the following, striking the 2nd
sentence on Page 18, Section V.A, and inserting this sentence: "The proposal shall be
numbered consecutively and shall not exceed 30 pages (excluding the cover page, cover
letter, table of contents and Federally Required Contract Clauses as required starting on
Page 40 of the RFP)." MARTA emphasizes proposals shall be concise and straightforward,
and special bindings, colored displays, exhibits and promotional material are not required
nor desired and will be removed prior to evaluation.
12. Section III.D.3.c, please describe further the type of information to be included into the preroute vehicle inspection, to be downloaded into MARTA's ManagementPlus system.
Response: Please refer to Addendum No. 1 Exhibit B for a current pre-route vehicle
inspection form.
13. Please provide details on the MARTA non-revenue vehicles that will also include the STAR
system.
Response: Please refer to Addendum No. 1 Exhibit, A which also includes
specifications/information on the non-revenue vehicles as well. There are no cameras on
the non-revenue vehicles and these vehicles should include the STAR system.
14. Will bus drivers/staff be assigned equipment (tablets) or will that equipment be assigned to
each vehicle?
Response: MARTA is open to your proposed approaches, please keep in mind that
revenue and non-revenue vehicles are not garaged and security is minimal at both
facilities.
15. What is TransTrack and describe the functionality/connectivity with the proposed System?
Response: TransTrack (website: http://transtrack.net) is a transit management software
package (required of all transit operators in San Bernardino county) that tracks passengers
and ridership, fleet details, operational statistics, vehicle miles, and other data used in
Board reports as well as feeds into the National Transit Database annual reports. It is
MARTA's desire that fields of information from the STAR system will handshake/download
into TransTrack, through an application-programming interface (API).

16. Describe further Manager Plus and describe the functionality/connectivity with the proposed
System?
Response: Manager Plus (website: http://managerplus.com) is a software package that
tracks MARTA's asset management, work order management, preventative maintenance
and inventory functions together into one database. The current product/version that
MARTA uses is Manager Plus 2015 Enterprise edition. It is MARTA's goal that any pre-trip
documentation, or other information about the vehicle, be downloaded/handshake to
this system through an API.
17. Are there any electronic message boards at bus stops or transit centers or facilities, currently
in use? Would MARTA require functionality beyond text for such feeds?
Response: There are none currently in use; however, MARTA would like the STAR system
to have the capability to transmit information onto electronic signs. Should that occur,
MARTA would require simple text to be displayed (no four color LCD or live video feeds).
18. Will this system expand into other public service functions, such as interoperability,
downloads or a handshake with County Sherriff’s or fire services, or other agencies?
Response: No, this system will not have feeds or handshakes with other public service
entities, other than the Real Time Passenger Information requirement as defined in the
Section III: Scope of Work, starting on Page 7.
19. Please re-iterate the proposed budget for this project/system, and does that budget intend to
cover development, implementation as well as the five years of maintenance?
Response: Refer to page 2 of the RFP, where the introductory letter states that MARTA
has an established budget of $175,000, and per the required Cost Proposal Form to fill out
and submit along with the proposal (Attachment A of the RFP, Page 26), the Cost Proposal
shall include software licensing, travel and labor for development/startup as well as years
2 through 5 of maintenance/support.
20. With the proposed new system, will MARTA conduct run cutting, rostering or blocking?
Response: No, MARTA will continue to manually provide those functions.
21. Will MARTA consider moving the interview date (currently identified in the RFP as October
27, 2015, as there are several other national technology conferences that week that are in
conflict with this date.
Response: Yes. MARTA has changed the Interview date to Monday November 2, 2015,
between the hours of 10:00 am and 3:00 p.m. Please reserve this date for a potential onsite interview, which will be at MARTA's discretion and location to be determined.
22. If a firm was unable to participate on the MANDATORY pre-proposal conference, on
September 3, 2015, may they submit a proposal?
Response: No. Since MARTA posted the RFP on several online sources, and due to the
mandatory requirement of pre-proposal conference attendance, a firm that did not

participate on the September 3, 2015 pre-proposal conference may not submit a proposal
as a prime consultant.
