General Information: What are PODER and PUEDE for Kindergarten? PODER (Prueba Óptima del Desarrollo del Español Realizado) and PUEDE (Prueba Util y Eficaz del Desarrollo del Español) are large-scale assessments of academic Spanish language proficiency. Founded on WIDA’s Spanish Language Development (SLD) Standards, PODER and PUEDE assess students’ Spanish language proficiency in five areas: SLD Standard Description Social and Instructional Language Emergent bilinguals communicate for Social and Instructional purposes within the school setting Language of Language Arts Emergent bilinguals communicate information, ideas and concepts necessary for academic success in the content area of Language Arts Language of Mathematics Emergent bilinguals communicate information, ideas and concepts necessary for academic success in the content area of Mathematics Language of Science Emergent bilinguals communicate information, ideas and concepts necessary for academic success in the content area of Science Language of Social Studies Emergent bilinguals communicate information, ideas and concepts necessary for academic success in the content area of Social Studies The purpose of the PODER assessment system is to ascertain academic Spanish language proficiency and to monitor Spanish academic language development over time as referenced by the SLD standards. PODER is designed to provide evidence to students, teachers, parents, and administrators of what students know and can do with academic Spanish language. In addition to providing evidence about a student’s Spanish language ability, PODER can help inform instruction and assessment for students, as well as serve as a tool for communication with parents. What is the difference between PODER and PUEDE? PUEDE is a shortened version of the full-length PODER assessment. The primary purpose of PUEDE for Kindergarten is to provide a preliminary measure of academic Spanish language proficiency and to inform decisions of program placement (for example in dual language programs seeking to keep a balance of native Spanish speakers and native English speakers) and identification as a Spanish learner, or emergent bilingual. The table below highlights some key differences between the PODER and PUEDE for Kindergarten assessments. 3 PODER for Kindergarten FAQs: PODER PUEDE Summative assessment used for students in bilingual programs to monitor academic Spanish language development Screener assessment used for incoming students for placement or to identify a base level of academic Spanish language proficiency Contains two storylines: narrative and expository, providing multiple opportunities for a student to demonstrate proficiency with each language domain Contains one narrative storyline providing a thematic base for assessing each domain Students’ results are reported as scale scores and proficiency level (PL) scores Students’ results are reported as proficiency level (PL) scores Scores by each of the four language domains and by composite scores are reported Scores by each of the four language domains and by composite scores are reported; however, a comprehension composite score is not reported It is important to note that while PODER and PUEDE for Kindergarten are two separate assessments, both were developed as part of a comprehensive assessment system aligned to the WIDA SLD Standards and measure all four language domains: Listening, Speaking, Writing, and Reading. Therefore, results from both assessments are reported and interpreted in similar ways. Who developed PODER/PUEDE for Kindergarten? PODER and PUEDE for Kindergarten were co-developed by the Center for Applied Linguistics (CAL) and the WIDA Consortium. Item writers and reviewers were professional educators of emergent bilinguals throughout the Consortium and Puerto Rico who participate in a mix of on-line workshops and face-to-face sessions. Who is the intended audience for PODER/PUEDE for Kindergarten? PODER and PUEDE for Kindergarten were designed to address the unique learning and developmental needs of kindergarten emergent bilinguals. The term emergent bilingual is used to refer to students who are on a pathway towards bilingualism, biliteracy, and biculturalism. PODER is intended to be used in programs where Spanish is the language of instruction, for all students, regardless of their home language. However, PODER/PUEDE for Kindergarten may also be administered to native Spanish speakers who are not receiving instruction in Spanish. When should I give the assessment? WIDA recommends that each assessment not be administered more than once within the same school year. For instance, it is recommended that PUEDE be used to gather an initial impression of the student’s Spanish language proficiency at the start of the school year or upon enrollment into a program, and PODER should be administered towards the end of the school year to more fully expand a student’s language profile. The chart below outlines which assessment is most appropriate to use with students depending on the time of year and the assessment’s purpose. 4 PODER for Kindergarten FAQs: Who Takes Each Assessment? Incoming K K: 1st Semester K: 2nd Semester PUEDE for Kindergarten PODER for Kindergarten How long does the assessment take to administer? PODER for Kindergarten takes about 45 minutes to an hour to complete. The test is adaptive, so some students may finish very early, or some may take the full amount of time. PUEDE for Kindergarten is designed exactly like the first half of K PODER. It takes about 30 minutes to administer. Can non-WIDA members give PODER/PUEDE? Yes, it is available for purchase by non-members and members in the WIDA store. Is PODER/PUEDE available for use in private schools? Yes, it is available for purchase in the WIDA store. B. Test Security Is PODER/PUEDE for Kindergarten a “secure test”? PODER and PUEDE for Kindergarten should be considered secure tests, and as such, it is important to take measures to maintain confidentiality of all testing materials. All testing materials should be stored in locked storage and materials should not be left unattended before or after testing. The personnel involved with testing are responsible for ensuring that no specific information about the content of the test is shared with students and their families prior to or after testing. No information about the test or the test materials themselves can be shared with anyone outside the testing situation. In particular, the student writing booklets should be destroyed following the recording of the student scores in the Test Administrator Interface (TAI) or filed within the student’s secure file if they are to be retained. Lastly, when the administration of PODER or PUEDE for Kindergarten has been completed, the test administrator should log off the TAI and keep their personal log-in information secure. 5 PODER for Kindergarten FAQs: C. Test Features and Administration What are unique features of the test? PODER and PUEDE for Kindergarten were designed to address the unique learning and developmental needs of kindergarten emergent bilinguals. The term emergent bilingual is used to refer to students who are on a pathway towards bilingualism, biliteracy, and biculturalism. The assessments: Are adaptive: The assessments are adaptable to a student’s Spanish proficiency based on their responses to previous items. Are developmentally appropriate: Writing and Reading items on PODER and PUEDE for Kindergarten allow students to demonstrate emergent literacy skills that many kindergarteners are in the process of acquiring. Have unifying themes: Rather than including a wide variety of themes and topics, tasks for all four language domains were developed around unifying themes. PODER for Kindergarten has two storylines, a narrative text and an expository text, and PUEDE for Kindergarten contains one narrative storyline. This format minimizes the number of cognitive leaps a student has to make within each test section. Use manipulative cards: Many items involve the use of manipulative cards to engage students in types of activities they might do in a classroom. How does the test use technology? Technology plays an important role in the administration of the PODER and PUEDE for Kindergarten assessments. Some test materials such as the Test Administrator’s Script, are available only in electronic format through the Test Administrator Interface (TAI), a secure, Web-based program. In addition, the TAI scores student responses and determines what section of the test the student should take next based on the previous responses, advancing the test administrator to the correct section of the test automatically. The TAI saves and stores test administrator and student personal information (e.g., student ID, first name, last name, grade, test administrator’s name). The test administrator will be able to save, view, print, and upload a report of the student’s performance at the end of the test. During the test administration, the test administrator reads the script from the computer screen and enters the student responses into the computer during the test, while the student looks at a printed booklet. Where can I find a preview of the test? At this time, we do not have sample items available for the public. Can I administer K-PODER or PUEDE in a small group? No, Kindergarten PODER and PUEDE are always administered one on one. Will the assessment also include early reading and writing as MODEL does now? PODER/PUEDE does not include pre-reading skills like the matching of shapes, but skills like initial/final sounds are included. PODER does include pre-writing tasks such as tracing. 6 PODER for Kindergarten FAQs: What is the test administration sequence? PODER: PUEDE consists of a narrative section only which follows the same sequence as PODER. What is the Listening and Speaking section like? Parts A and D in PODER and Part A in PUEDE are the Listening and Speaking sections of the assessment. Listening and Speaking tasks are administered together. For Listening, the student must listen to instructions given by the Test Administrator and either point out specific objects in the Student Storybook or choose the appropriate card. For Speaking, the Test Administrator will ask a series of questions, or prompts, the student must orally respond to. 7 PODER for Kindergarten FAQs: What is the Writing section like? Part B (PODER and PUEDE) and Part E (PODER only) contain components in which the student directly records his or her response in the Student Writing Booklet. When prompted in the Test Administrator’s Script, the Test Administrator hands the student the Student Writing Booklet and reads the scripted sections from the TAI. Part B contains an introductory task, or “screener” for writing (Task B1) in which the student is directed to write his/her name and a list of words from the story. Based on the student’s performance on Task B1, the Test Administrator will be directed to either continue with the Writing Experience for Part B, or move on to Part C. After a student completes the Writing Experience in Part B, the Test Administrator provides an initial score of Low, Mid, or High then transcribes the student response into the Student Writing Booklet. In order to transcribe the response, the Test Administrator should ask the student to read back what he or she has written. Part E is divided into three leveled (Low, Mid, or High) tasks plus a second open-ended Writing Experience. The student’s starting point on Part E is determined by the student’s previous performance (Low, Mid, or High) in Part B. Student writing is scored locally; it is NOT centrally scored. What is the Reading section like? Reading items are found in Part C (PODER and PUEDE) and Part F (PODER only). Some Reading items require the use of cards, which come included with the testing materials. The TAI includes instructions about which materials and cards will be needed for administering the reading tasks, as well as information about card layout. Cards with an asterisk (*) are only used as a sample/modeled item. Gray shading behind the picture(s) of the card in the script indicates that the card is to be face down, and white shading indicates that cards are laid out face up. Can a student retake PODER or PUEDE? A student may only be assigned each test one time. What happens if we need to stop the test? Can we continue later? Do we have to start again? The student’s position in the test is bookmarked to allow a test session to be interrupted and resumed. When a test session is resumed it continues at the point where it was interrupted. How do we know the tests are measuring language proficiency and not content knowledge? The PODER and PUEDE assessments have been built from a theoretical base and WIDA's Spanish Language Development standards, a common ground for curriculum, instruction, 8 PODER for Kindergarten FAQs: and assessment (construct, content, and consequential validity). It has been piloted and field tested on about 350 students, including students who are classified as English language learners (ELLs) with Spanish as a first language (L1), and students who are receiving instruction in Spanish regardless of their L1. Initial analyses have yielded high levels of internal reliability. Initial analyses suggest that PODER scores are valid for the purpose of assessing academic Spanish language proficiency. D. Log in I forgot my user id/password. Where can I find them? The Site Administrator can view User Ids and Password. Can they be emailed? If the Administrator knows their User Name they can enter it and have the password sent to the E-mail address that was entered when the User Name was created. How do I create user names/passwords for new users? The Site Administrator has the ability to create users (Administrators) for the site up to the number of user licenses purchased by the site. Additional licenses may be purchased as needed. Can I have more than 1 person log in with the same login information at the same time? The user name may only be used at one workstation at a time. Can my account get locked if I try to log with the wrong information? At this time, the account will not be locked. I have my user name and password but the system doesn’t allow me to log in. Training and Test Administrators What are the requirements for a being test administrator? The PODER and PUEDE assessments must be administered by an adult test administrator who is fully proficient (native or near-native proficiency) in academic Spanish. Additionally, test administrators must be familiar with computer technology as well as the testing materials and scoring procedures needed to complete a test administration. WIDA has provided a brief computer tutorial within the online Test Administrator Interface (TAI) to orient test administrators to the technology used for this assessment. In addition to the detailed information on test administration and scoring provided within this manual, the TAI also contains a number of supplementary training materials, including speaking and writing samples to practice scoring, and other relevant materials to support test administrators as they prepare to administer PODER and PUEDE for Kindergarten. Finally, it is highly recommended that all test administrators have experience working with young students in the elementary school setting, specifically in bilingual programs. This factor is particularly important when considering the scoring of student writing at these early grades. How are Test Administrators trained to give the assessment? Test Administrators are expected to self-train using training materials located within the Test Administrator Interface (TAI). The TAI includes the Test Administration Manual, Test Administrator Quizzes, and a self-paced training module on scoring Speaking Tasks using WIDA’s Spanish Language Speaking Rubric. It is highly recommended that Test Administrators practice giving the assessment prior to administering it to a child who will be scored. How long does the training take? All of the training is self-paced, but it is recommended that you take enough time to read through the Test Administration Manual, take the Test Administration quizzes, calibrate yourself to the rubrics for both writing and speaking and practice scoring student writing and speaking samples. All of these materials are located within the Test Administrator Interface. Does WIDA offer in-person training? At this time, no face-to-face training on the assessment is available. F. Scores and Reports: 10 PODER for Kindergarten FAQs: What reports are included and what information is provided in the score reports for PODER and PUEDE? Reports consist of individual student reports for the Parent/Guardian and Administrator. A roster style report is also available for the Administrator. All reports are available in English and Spanish. The table below summarizes the information provided in each report and potential uses: How will the PODER/PUEDE tests be scored? Are the different sections scored the same way? PODER/PUEDE is scored during the test administration by the test administrator. Student responses to Listening tasks in the Listening and Speaking Parts (Parts A and D) are scored by the test administrator. Each Listening task consists of three questions. The test administrator indicates the student’s response to each question in the Student Response Space in the TAI by checking the option describing the key (correct answer), Otro (Other), or Sin Respuesta (No Response). Speaking tasks are scored by the test administrator, based on La Rúbrica para el habla de español de WIDA. PODER Speaking tasks are scored as Cumple (Meets), Se Acerca (Approaches), or Sin Respuesta (No Response). Test administrators are responsible for rating all student writing produced in the entire Writing Section. Ratings are given at two points during the testing session. o During the testing session test administrators rate writing to provide information to the TAI for placement purposes. Test administrators are 11 PODER for Kindergarten FAQs: prompted to score Part B, Task 1 as Cumple (Meets) or Se Acerca (Approaches) and to rate Part B, Tasks 2–5 as either Bajo (Low), Medio (Mid), or Alto (High), following the guidance of the «Expectativas del lenguaje» (EXPECT boxes) included within the TAI. First, you need to determine the number and type of licenses you will need. You must purchase at least one Agency License, either a District level or a School level Agency License. Then, you’ll need to purchase Test Administrator Licenses for those who will be administering the assessment. The diagram below outlines possible license organization within an “agency.” You’ll also need to determine how many Test Administration Kits you will need. The Test Administration Kit includes the printed materials you will need to administer PODER and PUEDE.
