Florida International University and the Stempel College of Public Health & Social Work policies, procedures,
requirements and regulations are continually subject to review in order to serve the needs of the University/College and to
respond to the mandates of the Council on Education for Public Health, other accrediting agencies, Florida Board of
Education, Board of Governors, the Legislature and Practicum sites. Changes in programs, policies, requirements, and
regulations may be made without advance notice.
Some agencies used as MPH Practicum sites require the disclosure of conviction records for misdemeanors and/or
felonies. Students may be required to submit to federal background checks prior to the initiation of the Practicum. The
student is solely responsible for the financial costs of screenings and background checks. Findings in background checks
may affect a student’s ability to participate in the Practicum and their ability to complete the program.

Master in Public Health Requirements
The Master in Public Health is designed to provide fundamental skills in the core areas of public health to persons seeking
a career in public health and to practicing health professionals involved in the planning and implementation of community
health programs.
In addition, the MPH program serves those seeking a broader base of knowledge to improve
environmental and personal health services for the community.
To be awarded the degree of Master of Public Health, students must complete at least 45 semester hours of approved
course work. Courses for the MPH degree are divided into three major categories:

Required public health core curriculum (15 credits) gives students a foundation in all areas of public health.

Required concentration courses (15 credits required) allow students to concentrate in one of five areas:


Environmental and Occupational Health

Health Policy and Management
o
Health Promotion and Disease Prevention
Elective courses in concentration (9 credits)
In addition to course work, each student is required to complete a Practicum in Public Health (PHC 6945 - 3
credits), and Integrative Seminar in Public Health (PHC6030C – 3 credits). The Practicum consists of a minimum
of 200 hours in an approved public health setting, under the guidance of a qualified preceptor.
Purpose of the Public Health Practicum
The purpose of the Practicum is to provide MPH students with an opportunity to apply public health academic theory and
acquired skills to community health problems. Further, the Practicum provides the opportunity for students to integrate
theory and practice. Thus, the Practicum is conducted towards the end of the student's Program, when at least 30 credits
(including 5 Core courses) have been completed. Eligibility to begin the Practicum is determined by the Practicum
Coordinator. Students meet with the Practicum Coordinator at least two semesters prior to enrollment in the Practicum to
complete the Pre-Practicum Advising Form, and identify potential Practicum sites (those that have been approved for the
student’s concentration area).
The Practicum should provide the student with:
o
Orientation to the Practicum agency
o
Exposure to the agency's administrative and management functions and the preceptor's leadership
qualities and participation in the program's activities
o
Integration of theory with practice.
o
Opportunity to work on a project agreed upon by the student, preceptor, Practicum Coordinator, and the
Department Chair, Faculty Advisor, or other designated faculty
o
Opportunity to demonstrate competence in basic public health and proficiency in the specific
concentration
o
Opportunity to achieve the stated learning objectives
o
Demonstration of professional and academic skills.
Criteria for Waiving the Practicum
MPH students who have worked in public health for at least three years may request a waiver of the practicum
requirement. Students who meet this criterion submit a formal request that is processed by the Practicum Coordinator
and submitted for approval through the student’s Department Chair and the MPH Program Director. The waiver request is

submitted using a Exemption Request Form with an attached professional resume. The form requires the student to
provide previous employers’ contact information for verification by the Department Chair and MPH Program Director to
ascertain the public health relevancy of the previous experience.
Students who are waived from the Practicum requirement are required to substitute the 3 credit hours with an elective
course.
Affiliation Agreement with Practicum Sites
An Affiliation Agreement between the Practicum agency (referred to as “Institution”) and Florida International University
(referred to as “University”) is a legal document outlining the responsibilities of and between the Practicum site, the
University, and the student. The Affiliation Agreement is essentially a risk management document which protects all
parties should difficulties arise during the course of a Practicum and must be signed by appropriate parties between the
Institution and University. Please contact the Practicum Coordinator for sites with valid Affiliation Agreements.
Background Screening
Students may need to undergo a background check for their practicum placement.
Registration
In order to register for PHC 6945, students must have their Faculty Advisor, Department Chair, and Practicum Coordinator
sign off on their Pre-Registration Form. Students must pre-register with the Practicum Coordinator at least two weeks prior
to the beginning of the semester in which they plan to register for PHC 6945.
Roles and Responsibilities
Student Responsibilities:

Meet with Practicum Coordinator to start the process and to facilitate the placement

Review, select and contact site/preceptors

Meet with faculty to discuss Practicum

Develop learning objectives and activities

Complete Preceptor Agreement Form with preceptor and have Practicum site approved by Practicum
Coordinator, Faculty Advisor, and Department Chair.

Schedule Practicum, document a minimum of 200 total hours

Follow policies/rules of the Practicum agency

Coordinate site visit with preceptor and Practicum Coordinator

Complete activities/tasks of educational plan

Review results of Preceptor Evaluation (Appendix I) with the preceptor.

Prepare a portfolio (see Portfolio Format below) and poster presentation

Complete Student Evaluation Form
Faculty Advisor Responsibilities:

Assist with ongoing list of field sites/preceptors

Meet with student to discuss Practicum option

Preceptor Responsibilities:
Preceptors are selected and approved based on their experience in public health practice and their willingness to
provide mentorship, guidance, and oversight of the student’s public health Practicum.

Determine activities that the agency can offer

Sign Preceptor Agreement Form

Assist in the development of Educational Plan (Appendix I)

Make necessary arrangements for student's experiences

Schedule meeting for student orientation to agency

Site Visit
During the Practicum, a site visit by the Practicum Coordinator may occur during the first or second month of the
Practicum or earlier if beneficial to the student or preceptor.
The planned visit can be scheduled by the student,
preceptor, or Practicum Coordinator and is conducted to appraise the planned educational experience, assess the
student's progress, and resolve any concerns about the Practicum. At the end of the visit, the Practicum Coordinator will
complete a report on the students experience, the Practicum site, and the preceptor’s feedback regarding the student’s
performance.
Portfolio Format
The written sections of the portfolio are to be double spaced, 12 point font; the portfolio should be permanently bound.
The outline of the Portfolio is as follows (Tabs should be used to separate each major heading, shown in ALL CAPS):

TITLE PAGE: Course name; your name; name of agency, including division; dates.

PRECEPTOR AGREEMENT: Completed form with appropriate signatures.

TABLE OF CONTENTS: Table of contents, including charts, tables and appendix.

STUDENT LEARNING OBJECTIVES: Objectives and Activities agreed upon.

1) Preceptor’s Evaluation:
1.a The preceptor completes a Preceptor Evaluation Form (Appendix I) of items related to competencies required of MPH
graduates and discusses the results with the student. The preceptor will complete the form at the end of the Practicum.
Preceptor’s evaluation will be included in the portfolio.
2) Student Evaluation
The student will complete a self-assessment of the Practicum experience and include it in the Portfolio.
In assessing the experience, the student should address the following:

Was there a good rapport/relationship between the student and preceptor?
o
Was the initial orientation to the agency and program satisfactory?

Was the Practicum scheduled effectively, and was there time allotted for assignments?
o
Were assignments, activities and projects relevant to the learning objectives?

Was the preceptor an appropriate resource? Was he/she available and did he/she provide guidance?

Did the preceptor provide adequate and appropriate evaluation of the student's performance and competencies?
o
Did the Practicum meet the student's objectives and expectations?

Would you recommend this placement site to future MPH students? Please

3) Student Portfolio and Poster Presentation
A portfolio is required as a part of the Practicum experience. Its purpose is to document the student's ability to apply
knowledge and principles of public health in a practical setting. The portfolio will:

Demonstrate that the student can synthesize what has been learned in the classroom and apply it in practice;

Demonstrate the communication skills at a level appropriate to the degree and discipline

Provide a permanent summary and report of professional training.
The deadline for submission to the Preceptor of the portfolio is two weeks prior to the end of the Semester. The due date
for the Faculty Advisor and Practicum Coordinator is on the last day of class for the Public Health Practicum.

a. Display and communicate public health data. Apply descriptive techniques commonly used to summarize public health
data including data display (tables and figures) and measures of distribution shape, central tendency, variability.
b. Understand key concepts of statistical probability and sampling distributions such as binomial, Poisson, normal, t, F,
chi-square, correlation and regression analysis, that shape the practice of biostatistics.
c. Apply common statistical methods for inference, including: estimation, confidence intervals, and hypothesis testing.
