The first example displays the SAF/OAF reporting when cascades
are involved.
In the scenario above, the battery (ABBT0060963) delivers gas to two
separate gathering systems (ABGS0002421 and ABGS0006315).
Gathering system ABGS0002421 then delivers the gas to facility
ABGP0001131 while ABGS0006315 delivers to both ABGP0001131
and ABGP0001141.
Each gas plant then delivers gas to a single meter station.
The activity of DISP to a meter stations, as reported at each gas
plant, is a DOE Gas crown royalty trigger and requires an allocation
(SAF/OAF) to be filed.

The above query illustrates the volumetric activities that are reported
for ABGP0001131.
There are two REC transactions – one for the each of the volumes
received from the two sending gathering systems.
The DISP transaction is a royalty trigger and will require an SAF/OAF
to be filed.

The above query illustrates the volumetric activities that are reported
for ABGP0001141. In this scenario, the gas plant only had one
receipt – from ABGS0006315.
The DISP transaction is a royalty trigger and will require an SAF/OAF
to be filed.

The slide above shows the allocation submitted by the operator of
ABGP0001131, creating two cascades – one to ABBT0060963 and
one to ABGS0006315.
Even though the battery (ABBT0060963) does not deliver directly to
the gas plant, the GP operator can cascade to the battery.
The plant operator would know the allocation to the battery because
the gathering system (ABGS0002421) is also operated by the gas
plant operator (0T03).
In this example, the total volume and energy that is submitted equals
the calculated volumes, so, the submission is accepted successfully
without any errors or warnings.
The gas plant operator’s obligation to file the required allocations has
now been met and they would not be subject to any provisional
assessments for a missing SAF/OAF.

In response to the cascade allocation filed by the gas plant
(ABGP0001131), the battery operator must file an allocation, naming
the streams (wells) and owners.
The header information (GAS-DISP-ABMS0002032) must match the
filing made by the downstream facility (ABGP0001131).
In addition, the “Cascade From” field must be populated with the
facility that named this reporting facility in the stream ID.
ABGP0001131 created the cascade by naming ABBT0060963 in the
stream ID of their submission; therefore, ABGP0001131 must be
named in the “Cascade From” field.
This allows the Registry to find the applicable volume and energy that
needs to be accounted for in this allocation.
The total volume of 545.5 and energy of 20400 matches the
calculated volume and energy for this battery (ABBT0060963) that is
displayed on the previous allocation submitted for ABGP0001131.

In this allocation, the gathering system (ABGS0006315) is filing the
required allocation to “respond” to the cascade that was created by
the submission from ABGP0001131.
The header information of GAS-DISP-ABMS0002032 matches that
which was filed by ABGP0001131 and the “Cascade From” field is
populated with the gas plant ID (ABGP0001131).
This allows the Registry to “match” the volume and energy from the
submission at ABGP0001131.
In this allocation, the operator is creating another cascade to allocate
the entire volume and energy further upstream to another facility.
Since they are only naming another facility in the stream ID, no owner
ID is entered.

This SAF/OAF illustrates the required allocation submitted by
ABBT0060963 to respond to the cascade created by ABGS0006315.
The header data of GAS-DISP-ABMS002032 must match that of the
facility that created the cascade (ABGS0006315) and the “Cascade
From” field must reflect that same facility ID.
Once that data is entered, the Registry can bring forward the volume
and energy that needs to be allocated.
In this scenario, the allocation is submitted successfully, but with a
warning message. Since the submitted energy does not equal the
calculated energy, the submitter is given a warning.
The submitted volume and energy are used to calculate the
appropriate stream allocation factors and owner allocation factors that
are sent to the DOE.

Similar to the other gas plant, the operator of this gas plant must
submit an allocation for the gas disposition to a meter station (GASDISP-ABMS0001135).
In this submission, they have allocated all of the volume and energy
to the upstream battery (ABBT0060963).

The operator of ABBT0060963 must file a response to the cascade
created by ABGP0001141.
The header information of GAS-DISP-ABMS0001135 matches the
allocation submitted by the gas plant and the “Cascade From” field is
populated with the cascading facility ID (ABGP0001141) in order for
the Registry to populate the volume and energy fields.
While this reporting facility ID (ABBT0060963) is the same as that
reported in the earlier slides, the “key data” (product-activity-from/tocascade from) is not the same, making this allocation unique.
This allocation has been successfully submitted with no errors and all
volume and energy allocated to streams and owners.

The allocation reporting for the above schematic will demonstrate the
use of “ALL” in the “from/to” field and how that relates to the
Registry’s calculation of volumes and energy when there are several
dispositions from a reporting facility.
In this example, the gas plant (ABGP0001004) has 4 separate
dispositions – one to ABMS0001949, one to ABMS0501856, one to
ABGS0003560 (fuel) and one to ABBT9410001 (fuel).
Of these four, the two dispositions to the meter stations are royalty
triggers and must have an allocation submitted (SAF/OAF).
The dispositions to the gathering system and to the battery are not
royalty triggers so the submission of an allocation is optional for those
transactions.

A query of the volumetric submission for the gas plant
(ABGP0001004) shows the four DISP’s, with the energy and ISC’s
being reported for the dispositions to the meter stations.
It should be noted that the volumes sent to ABGS0003560 and
ABBT9410001 for fuel are shown as a DISP from the gas plant.
This has been auto populated by the Registry.
The receiving facilities would have reported a REC from the gas plant
for this volume.
These receiving facilities would also then report a FUEL activity to
illustrate that the volume was then consumed at that location.

The allocation submission displayed here shows that the gas plant
ABGP0001004 has chosen to report the allocation for ALL dispositions.
The volume and energy that the Registry will return and use for the
Calculated Volume and Calculated Energy fields is the sum of all
dispositions reported at ABGP0001004.
This includes the deliveries to the meter stations as well as those volumes
delivered to the gathering system and battery.
The gas plant operator has submitted an allocation totalling 1200.0 103m3.
This is the total volume that went to the two meter stations (ABMS0001949
= 1000.0 and ABMS0501856 = 200.0).
The Registry has returned a warning message that the volume submitted
does not equal the total. This is due to the fact that the total volume
includes ALL disposition activities, not just those to the meter stations.
The energy allocation is in balance since there were no energy amounts
reported for the dispositions to the gathering system and battery.
It is important to note that, while the volume did not balance, the factor
calculated is the same for the submitted and calculated volume.
This factor is then sent to DOE and they apply it to each specific royalty
trigger volume.

This allocation displays the cascade response from the upstream facility
(ABGS0003560) named on the SAF/OAF submitted by the gas plant
(ABGP0001004). The facility operator could respond with an allocation for
each disposition or, as shown in this case, use the ALL option.
It is important to note that, while the gas plant submitted an allocation
volume of 400.0, the Registry’s calculated volume on the SAF/OAF for
ABGP0001004 shows 500.0 because it includes the total DISP’s at the gas
plant.
This volume of 500.0 is then the total that is cascaded to ABGS0003560 and
is displayed in the volume field and the total Calculated Volume.
In this case, the operator of the reporting facility (ABGS0003560) has
submitted the allocation to wells and owners for the volume of gas that was
disposed of at the two meter stations.
This generates the warning message that they do not match the total
volume to be allocated (500.0).

In order for the allocation submitted by the gas plant (ABGP0001004)
for “ALL” to only reflect the volume and energy of the total
dispositions to the two meter stations, the plant operator must submit
allocations for each of the dispositions to the gathering system and
battery.
The allocation above shows the submission for the disposition to the
gathering system.
When the operator inputs a specific facility in the From/To field
(ABGS0003560), the Registry will return a warning that an allocation
of ALL already exists.
This is for the operator’s information only. The allocation details on
this SAFOAF simply show the facility that supplied the volume of gas
that is now being delivered to the gathering system.
Since this transaction is not a royalty trigger, there is no DOE
requirement for the upstream operator (ABBT9430005) to respond to
this cascade.

The operator of the gas plant (ABGP0001004) has also submitted the
specific allocation for the gas volume delivered to ABBT9410001.

This slide shows the change that has occurred in the volume/energy
for the allocation using ALL because other allocations exist with
specific From/To IDs.
Once the previous two SAF/OAFs were submitted, reporting the
allocations to the specific From/to’s of ABGS0003560 and
ABBT9410001, the volumes and energy associated with those
allocations are then excluded from the volume/energy to be allocated
on the SAF/OAF using ALL.
When the Registry determines the volume/energy associated with the
header information on an allocation, it first looks to see if any
SAF/OAFs with specific From/To ID’s exist for that product and
activity.
These are then excluded from any allocation that uses ALL in the
From/To field.

Once the gas plant operator has submitted the SAF/OAFs with the
specific From/To IDs for the volumes sent to the gathering system
(ABGS0003560) and battery (ABBT9410001), the volumes/energy
associated with the use of ALL only reflect the amounts sent to the
two meter stations.
As a result, the volume and energy allocated to ABGS0003560 now
matches to the amounts submitted by that facility operator.
Volume = 1000.0 * 800.0/1200.0 = 666.7

This allocation for ABGS0003783 illustrates the cascade response
using a specific From/To ID when the cascading facility
(ABGP0001004) has used ALL.
In choosing to respond with a specific From/To ID, ABGS0003783
must submit an allocation for each destination id that the ALL relates
to, namely one for ABMS0001949 and one for ABMS0501856.
The specific allocation above demonstrates how the volume
applicable to this gathering system’s share of the disposition to
ABMS0001949 is derived.
Volume = 200.0 * 800.0/1200.0 = 133.3

Since the operator of ABGS0003793 has chosen to report the
allocations to each specific delivery location, this SAF/OAF applies to
the destination of ABMS0501856.
