Your country HAS a FLEGT system

 NOTE: A user can have MSCA and Customs roles

There is a National Customs Single Window (NSW)
=> Connection FLEGIT-NSW via Web services (one time development for the
MS)

There is No National Single Window but only local Customs systems
(LCS)
=> Connection FLEGIT-LCS via Web Services (one time development per
system)
NOTE: customs can send their Clearance info to MSCA, which can then
enter "manually" the info in FLEGIT (acting as customs offices)
