QUESTIONS AND ANSWERS OLD TOWNE CREEK COUNTY PARK MASTERPLAN RFP NO. 2017022 1. Regarding the desired surveys, in Section B. Site Analysis/Land Use Planning, there is a sentence that states: “The selected Consultants shall procure the following information as part of their scope of services: Boundary, topographic, tree, and wetland survey (AutoCAD).” In the Deliverables box, it states: “Procure Boundary Survey of entire 61 acre property; Procure Wetland Survey of entire 61 acre property.” Should that read 67Acre property as mentioned in the Site Description? Answer: A boundary survey of the property was recently obtained, and is therefore no longer required within the scope of services. (However, both statements “Procure Boundary Survey of entire 61 acre property” and “Procure Wetland Survey of entire 61 acre property” both contain typographical errors, and should have instead read “…67 acres…”.) - See Addendum 2. Surveying services should consider the following additional information: - Provide a cost/acre for a minimum 11-acre, maximum 67-acre survey, to include: o Topographic survey at 1-ft contour interval (100-ft grid) o Unpaved roads, structures, paving o All utilities o Tree survey, to meet minimal dimensional criteria per City of Charleston tree protection ordinance, but including all species (including unprotected pine and sweetgum species). o Wetlands o Critical Line update - Include FEMA flood zone information on survey - Establish a benchmark based on state plane - Survey shall be in State Plane Coordinate System NAD-83 2. Relating to the tree survey: a) Will the tree survey for the 11 acre site be for all trees or 6" caliper and larger? b) Is the tree survey to identify specific species (type) of trees? c) Are the trees required to be identified by a certified Arborist? Answer: a) See Question 1. b) See Question 1. c) No, CCPRC shall not require that a certified Arborist identify the tree species. 3. Does Charlestown Landing have a marshline delineation? Answer: It is unknown if Charles Towne Landing (the State Park) has a Critical Line Delineation. However, CCPRC’s Old Towne Creek County Park does have a Critical Line delineation, but it needs to be updated. See Question 1. 4. Has there been any communications with the DNR (Charles Towne Landing State Historic Park) concerning a boardwalk connection? Until a location is identified for the boardwalk the opposite side of the marsh doesn't need to be surveyed. Answer: Charles Towne Landing State Historic Site is owned/operated by South Carolina Department of Parks, Recreation, and Tourism. A potential boardwalk connection with Charles Towne Landing may be explored during the master planning process. 5. What type of Archaeology survey has been completed? Answer: Phase I archaeology survey. 6. Will additional archaeology work be anticipated to prepare the masterplan? Answer: No additional work is anticipated at this time, as CCPRC will strive to avoid known potentially sensitive sites when developing the site. 7. Has the 11 acre site had a Phase I Archaeology survey completed? Answer: Yes, the previously conducted Phase I archaeology survey included the 11-acre parcel. 8. Is Attachment 1-H required to be completed independently by our 5 references? Answer: No. 9. If Attachment 1-H is required to be completed by our 5 references, does this need to be included with the proposal? And if so, can the proposal submittal date be extended (2 weeks or more) to allow for the return of the completed 1-H attachment by references? Answer: N/A 10. The RFP asks for references in multiple places (page 15, Factor 2, item 4; Page 16, Factor 3 Item; Page 16, Factor 3, Item 6; and Attachment 1-H), Is it necessary to provide redundant information for our references within the proposal? How should this be addressed? Answer: Please read page 14 paragraph 2 under the Evaluation Criteria which indicates the difference between Past Performance and Corporate Experience. It your decision on how you format your proposal. 11. What weight or percentage does Basis of Evaluation, Factor 5 – Local Preference have on the proposal? Answer: CCPRC Commission has determined the values for local preference. This information is available in CCPRC’s Procurement Policy which is 5 Points. 12. Is the survey to include site utilities including buried utilities? Answer: See Question 1. 13. The RFP also mentions Procure Tree Survey of 11 acre parcel fronting Old Towne Road. Does that mean we are not to do a tree survey for the remainder of the site? If so, have the many “grand” trees already been surveyed on the remainder of the property? Or should it include all 67 acres? Answer: See Question 1. 14. What is the desired minimum caliper size of trees to be surveyed? Answer: See Question 1. 15. Can you share programmatic information that was used in determining the $5.5 million budget in CCPRC’s five-year capital improvement plan? I.e., for how many structures should conceptual architectural renderings be prepared? Answer: From the Project Overview: “The master planning process for this project will explore pedestrian and vehicular circulation, consideration for possible open air and/or enclosed shelters, day-use access and special events access, interpretive programming needs, and park administration and maintenance needs.” More specifically, conceptual architectural renderings may include – but are not limited to – the following: an enclosed and/or open air shelter, a restroom facility, and a maintenance facility. See Addendum 2 page 2 16. Is CCPRC’s five-year capital improvement plan available for review online? Answer: Not relevant to this RFP. 17. Is the Historic Charleston Foundation Deed of Conservation Easement available for review online? Answer: See Addendum 2 Attachment 7- Excerpt of the Deed of Conservation Easement is provided. 18. Is there a page limit to our submittal? Answer: No page limit. 19. With regards to the request for electronic copies. Is it acceptable to have both the Electronic Technical and the Electronic Cost proposal saved in one (the same) flash drive? Or does the county request them to be saved on separate flash drives. Answer: Yes, one flash drive. 20. If I am a resident of Charleston County, do I need to complete Attachment 1-A, Nonresident Taxpayer Registration Affidavit Income Tax Withholding form? Or, if one of my sub-consultants is a non-resident corporation, do they need to complete the form? Answer: Only the Prime Contractor 21. Are there any restrictions on the program/use of the existing structures? Answer: See Addendum 2, Attachment 7 Deed of Conservation Easement. Specific program considerations will be evaluated during the master planning process. 22. Can existing structures be relocated? Answer: It is expected that the existing maintenance shed overlooking Old Towne Creek (adjacent to Caretaker/Tenant House) and the Restroom/Dutch barn (between Caretaker/Tenant House and Dock) will either be relocated or replaced with similarly purposed structure(s) elsewhere on the property. CCPRC will not consider relocating any other structures, including the Caretaker/Tenant House and Main House which are specifically protected in the Deed of Conservation Easement. For all other inquiries, please refer to the Deed of Conservation Easement, See Addendum 2 – Attachment 7. 23. What are the “other considerations” in the deed of conservation easement (p. 6) Answer: An excerpt of the Deed of Conservation Easement will be made available for review. 24. Are there any public uses that are restricted and/or discouraged? For example would food and beverage concession or recreational equipment rental be permitted on the site? Answer: See Question 21, Addendum 2, Attachment 7. 25. Is there any existing assumed percentage for each of the 4 zones listed as part of the LUP? Answer: No, this will be determined during the Site Analysis phase of the master planning process. 26. Any noise zones or restrictions for amplified sound? Answer: Yes, besides adhering to local noise ordinances, CCPRC voluntarily limits park maintenance work to daylight hours, and does not allow music to be played after 10:00 PM. It is possible that the music restriction may be revised if the final master plan considers an enclosed structure to be appropriate for the site. 27. Is there a time restriction on when the project funds (5.5 mil) must be spent? Answer: Funding issuance will be timed accordingly, and no deadlines will be enforced on the project. 28. Are there measured drawings of the existing buildings? Answer: CCPRC has measured interior and exterior drawings for the Main House, Caretaker (Tenant) House, both stable buildings, and the dock structure. CCPRC has exterior drawings for the Rain Hut. 29. Any existing soil/geo technical reports? Answer: No. 30. Any environmental studies that have been previously completed? Answer: Phase I Environmental Site Assessments were previously conducted for both parcels of Old Towne Creek County Park. Additionally, various mold, asbestos, and related inspections were previously conducted on some structures. This information will be made available to the Selected Consultant.
