Government is quite right to target learning outcomes
The government’s new focus on learning outcomes is welcome. The battle to get all children to
attend school has been won, with enrolments (नामाांकन) at nearly 100%; the attention must now turn
to what children learn at school. But this must not become a rush to amend (सश
ां ोधन करना) the Right
to Education Act, a law that had support from across the political spectrum. For several years now,
assessments (आकलन/मूल्ाांकन) conducted by non-governmental and autonomous government
organisations have revealed poor learning outcomes at government and private schools across the
country.
But much of the blame lies outside the. Restoring Class 10 board examinations, reintroducing
detention (the punishment of being kept in school after hours.) (अवरोध/रुकावट) in elementary
classes and doing away with the system of continuous evaluation will not fix the problem. The
bulk of the country’s schoolgoing population comprises first-generation learners and those whose
parents speak only their mother tongue or dialect (प्ाांती् भाषा). For this reason, teachers play an
outsized role in the education of a child. The best way to improve learning is to ensure that teachers
are enabled and empowered to go beyond the confines (सीमा) of the textbook in their classrooms.
Teachers need to be able to design the learning experience to suit the needs of the classroom such
as using the language spoken by the students at home to teach, encouraging peer (समकक्ष/समान पदस्थ)
learning. A crucial (महत्वपर्
ू ण) intervention (व््वधान) is in the early years, both as improved
nutritional intake and learning initiatives that will help improve cognitive (ज्ञान-सबां ांधी) skills central
to improving learning outcomes. Changing demands of the economy, increased globalization,
disruptive (हाननकारक) practices and technologies make it imperative (अननवा्ण) for the government
to ensure that school education system empowers children so that they are not left behind.
