For the state overall, counties, and individual jurisdictions, statistics are presented for murder, rape, robbery, assault, burglary, theft, motor vehicle theft, and arson. 2012 Uniform Crime Reporting data provided by Wisconsin law enforcement agencies indicates an 11.2% increase in violent crime and little change in property crime rates. This is an increase of 11.2% over 2011. (see page 5) This increase may be part of a wider Midwestern trend (see page 5). Unique state trends, however, may also be at play. Murder, rape, and aggravated assault all saw increases in 2012, particularly murder (up 19.4% over 2011) and aggravated assaults (up 18.3%). Almost half of the increase in murders can be attributed to three multiple homicides: the Oak Creek Sikh Temple shooting in which six people were killed in August 2012, an arson homicide in which three children were killed in September, and the Azeda Salon and Spa iii shooting in Brookfield, WI, in which three people were killed in October 2012. (see page 8) As in previous years, aggravated assaults made up the majority (62%) of violent crimes (see page 15). 53% of violent crimes were cleared in 2012. This is not a significant change from 2011. (see page 17) Thefts made up approximately three-quarters of reported property crimes, and saw no significant increase or decrease in 2012. Property valued at more than $141 million was lost due to burglary, theft, and motor vehicle theft. Table 4– Clearance Rates for Offenses by Counties ...................... 57 vi Introduction As mandated by the Wisconsin Legislature [Wisconsin Statute 16.964(1m)(g)], the Wisconsin Department of Justice (DOJ) is responsible for reporting information concerning the number and nature of criminal offenses known to have been committed in the state. This includes collecting crime and arrest data from 398 separate law enforcement agencies for the FBI’s Uniform Crime Reporting Program (a nationwide cooperative statistical effort of more than 17,000 law enforcement agencies voluntarily reporting data on crime). The primary objective of UCR is to generate reliable information for use in law enforcement administration, operation, and management. Today, the American public looks to the Uniform Crime Reports for information on fluctuations in the level of crime, and criminologists, sociologists, legislators, municipal planners, the media and other students of criminal justice use the statistics for varied research and planning purposes. This report, prepared by the DOJ Statistical Analysis Center (SAC), is a collection of crime data reported to Wisconsin law enforcement agencies in 2012. It contains detailed information on crime volume, rates, and trends for eight major criminal offenses as designated by the FBI: Murder, Forcible Rape, Robbery, Aggravated Assault, Burglary, Larceny-Theft, Motor Vehicle Theft, and Arson. Background The Uniform Crime Reporting (UCR) Program was first initiated in 1930 by the International Association of Chiefs of Police (IACP). Recognizing a need for national crime statistics, IACP formed the Committee on Uniform Crime Records. The committee evaluated crimes on the basis of their seriousness, frequency of occurrence, pervasiveness in all geographic areas of the country, and likelihood of being reported to law enforcement. After studying state criminal codes and evaluating the recordkeeping practices in use, the Committee identified seven main classifications known as Part I crimes: murder and non-negligent manslaughter, forcible rape, robbery and aggravated assault; and the property crimes of burglary, larceny-theft and motor vehicle theft. By Congressional mandate, arson was added as the eighth Part I offense category in 1979. Agencies classify and score these offenses according to a hierarchy rule in which only the most severe offense is counted (in cases with more than one offense). During the early planning of the program, it was recognized that the differences among criminal codes precluded a mere aggregation of state statistics to arrive at a national total. Further, because of the variances in punishment for the same offenses in different state codes, no distinction between felony and misdemeanor crimes was possible. To avoid these problems and provide nationwide uniformity in crime reporting, standardized offense definitions by which law enforcement agencies were to submit data without regard for local statutes were formulated. The amount and type of data collected and disseminated by the UCR program remained virtually unchanged for nearly sixty years. Yet by the 1980s it had become clear that the nature of law enforcement investigations and reporting had changed dramatically since the inception of the program. As a result, the FBI initiated a thorough evaluation of the existing system with the purpose of formulating a phased-in redesign effort to enable the program to meet the needs of law enforcement into the 21st century. Based upon the recommendations of the evaluation, the FBI developed a new system known as the National Incident-Based Reporting System (NIBRS). Unlike the aggregate summary-based system, NIBRS is designed to collect information on multiple aspects of a crime, including characteristics of the offense and its associated victims, offenders, property, and arrestees. In 1998, the FBI released the final data elements and offense specifications of the new system. At that time, Wisconsin and other state programs began their efforts to implement this enhanced reporting system. Due to the increased reporting requirements of the new program, DOJ is implementing it in phases to allow law enforcement agencies the time and resources needed to acquire the necessary technological capabilities. Today, the state has 300-plus law enforcement agencies participating in Summary-Based Crime in Wisconsin 2012 1 September 2013 Reporting (commonly referred to as UCR) and 80-plus agencies participating in Incident-Based Reporting (IBR). As the State of Wisconsin moves forward with the implementation of this data collection program, a number of additional agencies will be submitting IBR data in 2013. Due to the changing landscape of statistical information dissemination and available resources, in 2007 the Statistical Analysis Center followed the lead of the FBI and their annual report, Crime in the United States, by discontinuing all printed versions of this publication to focus exclusively on internet technology for future distributions. This allows the agency to maximize its limited resources, while continuing to provide useful and valuable data to a broad audience. Format & Structure This report is separated into five main sections: Introduction, How to Read UCR Data, Violent Crime in Wisconsin, Property Crime in Wisconsin, and Appendix. The Criminal Offenses section provides statewide statistical information such as volume, rates, and trends for each of the eight major UCR offenses discussed above. The Appendix contains detailed tables on crime volume, crime rates, clearance rates, and stolen property amounts by county and law enforcement agency. Reported crimes can continue to be revised as updates and additions are submitted. Therefore, the official record of reported offenses committed in 2012 may be slightly different days, weeks, or months from the time of this publication. This report is therefore best read with a focus on large trends in Wisconsin crime, rather than on the exact numbers of crimes reported in each crime category. Percentages presented in this report may add to more than 100 percent due to rounding. Reading Crime Rates Throughout the report, crime is frequently reported in terms of crime rates. These crime rates are calculations of how many crimes were committed per 100,000 residents. This is done to provide a point of comparison between jurisdictions with varying levels of population. Crime rates are calculated as: CRIME RATE PER 100,000 RESIDENTS = 100,000 * TOTAL OFFENSES ÷ POPULATION Below is an example of how to read crime rates. This does NOT mean that there were only 81 robberies total committed in Wisconsin. Understanding Data Limitations Caution should be taken when comparing the results to other previous annual reports. Shifting of a law enforcement agency from one population category to another based on annual re-estimation of the jurisdiction’s population may have an effect on rates. Additionally, this report reflects offenses that were reported to law enforcement agencies in 2012 but may have occurred during previous years. Finally, changes to law enforcement policies and procedures and their effect on crime rates must also be taken into consideration. As presented by the FBI in their annual report, Crime in the United States, adequate assessment of criminality and law enforcement’s response from jurisdiction to jurisdiction requires the consideration of many variables, some of which are difficult to measure or not applicable to all locales. Some of the factors known to affect volume and type of crime in different locations are: Population density and degree of urbanization; Variations in composition of the population, particularly youth concentration; Stability of population with respect to residents’ mobility and commuting patterns; Economic conditions, including median income, poverty level and job availability; Cultural factors and educational, recreational and religious characteristics; Crime in Wisconsin 2012 3 September 2013 Family conditions including divorce and family cohesiveness; Climate; Effective strength of law enforcement agencies; Administrative and investigative emphases of law enforcement; Policies of other components of the criminal justice system (i.e., prosecutorial, judicial, correctional and probational); Citizens’ attitudes toward crime; and Crime reporting practices of the citizenry. Valid assessments are possible only with careful study and analysis of the particular conditions affecting each local law enforcement jurisdiction. The data used in this report were from all Wisconsin law enforcement agencies participating in the UCR Program (including those submitting less than 12 months of data). This increase was driven by increases in two categories: murders up 19.4% (see page 8) and aggravated assaults up 18.3% (see page 15). Between 2008 and 2011, violent crimes per 100,000 residents declined 15%. 2012 saw a return almost to 2008 violent crime levels, with 280 reported violent crimes per 100,000 Wisconsin residents. Partly, this increase may fit within a wider Midwestern trend. The FBI’s Preliminary Annual Uniform Crime Report for 2012 showed a 1.3% increase in violent crime in the Midwest, driven by a 3.3% increase in murders and 2.7% increase in aggravated assaults. Unique state trends, however, may also be at play. Consistent with previous years, aggravated assaults made up the majority of violent crimes (62%), followed by robbery (29%), rape (8%) and murder (1%). Comparatively, the FBI’s Crime in the U.S. 2011 reported a national clearance rate of 48%. The five-year trend for Wisconsin violent crime clearance rates is up. The North Central 2012 violent crime rate was 120 per 100,000 residents, fairly even with the region’s 2011 rate. NORTHWEST NORTHEAST The Northwest region reported 152 violent crimes per 100,000 residents. The Northeast region had the second-highest per capita violent crime rate for 2012, at 184 violent crimes per 100,000 residents. This region had increases in aggravated assaults (up 15%), murders (up to 10 from 6), and rapes (up 24%). Robbery levels stayed consistent with 2011 levels. Violent crime in this region increased 17% over 2011. Mirroring statewide trends, this increase was driven largely by aggravated assaults (up 15%). SOUTHWEST SOUTHEAST The Southwest region was the only region as a whole experience a decrease in violent crime. Violent crimes per 100,000 residents dropped from 182 to 176 in 2012, with declines in aggravated assaults (down 4%), murders (down 1 offense), and robberies (down 9%). Southeast Wisconsin has both the highest regional population and the highest violent crime rate in the state. This area reported 488 violent crimes per 100,000 residents in 2012. Crime in Wisconsin 2012 This region accounted for 62% of the state’s violent crimes in 2012. Because of the volume of offenses occuring in this region, the Southeast region is a major influence on overall state crime trends. 6 September 2013 Violent Crime Major City Trends 57% of the violent crimes reported in Wisconsin in 2012 occurred in Wisconsin’s major cities: Milwaukee, Madison, and Green Bay, each of which has more than 100,000 residents. Reports from those three cities’ police departments combined show violent crimes up 16.3% in 2012, driven by increases in aggravated assaults (up 32% across the three cities combined) and forcible rapes (up 15%). Murder levels and robbery levels for the three cities combined were relatively flat compared to the previous year. Milwaukee, Madison, and Green Bay police departments are among the agencies currently participating in incident-based reporting. As a result, we are able to analyze crime in those cities at a more granular level than for the state overall. Incident-based data provide insight into what weapons are commonly used in violent crimes, common locations of crimes, and victim and offender demographics. These data suggest that for 2012 in Wisconsin’s three largest cities: Firearms, including handguns, rifles, shotguns, and other firearms were involved in 38% of violent crimes in these cities. Personal weapons (for example, hands, fists, or feet) were used in 30% of violent crimes. Knives or other cutting instruments were used in 11%. The most common locations for violent crimes were on a highway, road, or alley (43%); victim residence (30%); offender residence (5%); other residence (4%); and parking lot or garage (4%). The classification of this offense is based solely on police investigation, as opposed to the determination of the court, medical examiner, coroner, jury, or other judicial body. This computes to a rate of 2.9 murders per 100,000 Wisconsin residents, up from 2.4 in 2011. Although the 2012 rate is the highest Wisconsin has seen in the last five years, it is below the murder rates the state experienced in 2006 (3.0) and 2007 (3.3), and below the historical high of 4.8 in 1991. Despite the increase in Wisconsin murders, the 2012 Wisconsin murder rate remains lower than recent nationwide and Midwest murder rates. At the time of this publicaiton, nationwide 2012 crime rates were not yet available. In 2011, the nationwide murder rate in 2011 was 4.7 murders per 100,000 residents, and the Midwest murder rate was 4.5 murders per 100,000 residents. Slightly less than half (44%) of the increase in murders in 2012 can be attributed to three multiplevictim homicides. In August 2012, a man fatally shot six people at a Sikh temple in Oak Creek, Wisconsin. In September, two men set a house on fire, killing three children under the age of eight. In October, a man opened fire in a salon and spa in Brookfield, Wisconsin, killing three people. Murder Clearance Trends Murder Clearance Rates Murder typically has the highest clearance rate of all crime categories. No other Wisconsin agency reported more than 6 murders. However, Milwaukee Police Department’s murders increased by only 4 incidents in 2012, suggesting that the majority of the increase in Wisconsin murders came from jurisdictions that typically have few murders. Victim and Offender Demographics Men made up more than three-quarters of murder victims (77%) and the vast majority of known murder offenders. A slight majority of both murder victims and offenders were black. People aged 18 to 24 were the largest age category among both victims and offenders. Knives or other cutting instruments were the next most common murder weapon (16%), followed by personal weapons, such as hands, fists, or feet (12%). Assaults and attempts to commit rape by force or threat of force are also included. That calculates to a rate of 21.4 forcible rapes per 100,000 Wisconsin residents. This rate is similar to the rape rate in Wisconsin for the previous two years. For comparison, in 2011 nationally there were 26.8 forcible rapes per 100,000 residents. In the Midwest in 2011 there were 31.4 forcible rapes per 100,000 residents. Rape is a challenging crime for law enforcement to track. Reported forcible rape figures can be affected by victims’ willingness to report offenses, victims’ comfort level with local law enforcement, and other factors. This crime tends to be underreported. According to the 2011 National Crime Victimization Survey conducted by the U.S. Department of Justice Bureau of Justice Statistics, 27% of rapes or sexual assults were reported to police. Overall, 49% of all violent crimes were reported according to the same survey. Firearms were used in 5% of reported rapes, and knives or other cutting instruments in 4%. The next most common rape location was hotel/ motel/ temporary lodging (4%). Hands/ Fists/ Feet 79% How Victims and Offenders are Related The most common victim/offender relationship for both adult and juvenile victims was an acquiantance relationship (48% of adult victims, 50% of juvenile victims). For juvenile victims, family was the next most common victim/offender relationship group (19%). For adult victims, the second most common victim/offender relationship status was stranger (15%). In 2012, this region reported 61 arson offenses, compared to 29 in 2012. 71% of the increase in arson in this region can be attributed to incidents reported by Wausau PD. NORTHEAST Regional Property Crime Rates Crimes per 100,000 residents The Northeast region had the second-lowest property crime rate for 2012, but the highest year-over-year increase in property crimes reported. Northeast 1,894 Northwest 1,782 NORTHWEST The Northwest region reported the lowest overall property crime rate in the state, and reported decreases in every property crime category. This region reported burglaries down 2%, theft down 5%, motor vehicle theft down 7%, and arson down 4%. SOUTHEAST In 2012 Southeast Wisconsin reported little change in its number of burglaries, thefts, and motor vehicle thefts. SOUTHWEST This region had the highest crime rates across all property crimes: burglaries, thefts, motor vehicle thefts, and arson. This region reported little change in burglary and theft, and decreases in motor vehicle theft (down 14%) and arson (down 18%). The region’s property crime rate was near the state average, but its theft rate was the second highest in the state, at 1,842 thefts per 100,000 residents. The rate of motor vehicle theft was 284 per 100,000 residents – four times higher than in the next highest region. In fact, this region accounted for over 70% of the motor vehicle thefts in Wisconsin, with 90% of these motor vehicle thefts occurring in Milwaukee County. Crime in Wisconsin 2012 18 July 2013 Property Crime Major City Trends About one-third of the property crimes reported in Wisconsin in 2012 occurred in Wisconsin’s major cities: Milwaukee, Madison, and Green Bay, each of which has more than 100,000 residents. Reports from those three cities’ police departments combined show property crimes overall at roughly the same level as in 2011, appearing to level off after declining for several years. The three cities combined saw burglary up 2.5%, theft down 2.2%, motor vehicle theft up 3%, and arson up 8%. In Wisconsin’s three largest cities in 2012: Milwaukee PD reported a motor vehicle theft rate of 804 motor vehicle thefts per 100,000 residents. Madison PD and Green Bay PD had motor vehicle theft rates roughly eight times lower than Milwaukee, at 107 and 103 respectively. Milwaukee PD also reported a much higher rate of theft of motor vehicle parts and accessories. Thefts of motor vehicle parts and accessories made up 22% of Milwaukee thefts, 4% of Green Bay thefts, and 2% of Madison thefts. Arson incidents made up one percent or less of property crimes in all three cities. 43% of burglaries in these three cities occurred during the day (6AM-6PM). 23% occurred at night (6PM-6AM). For the remaining 33% of reported burglaries, the time of the burglary was unknown. For Madison and Green Bay, the most common reported theft locations were victim residence and department/discount store. Milwaukee’s reported most common reported theft locations were highway/road/alley and parking lot/garage, driven by thefts from motor vehicles and thefts of motor vehicle parts and accessories.
