ESSENCE, SUBJECT AND METHODOLOGY OF SCIENCE IN PUBLIC
ADMINISTRATION OF NATIONAL WEALTH
Problem setting. Analysis of the texts of the Declaration of State
Sovereignty of Ukraine, the Constitution of Ukraine allows us to make a
conclusion that within the period from 1991 to 2006 – the moment of adoption of
the Constitution – the Ukrainian people’s proprietary rights were deprived of a
property item under the title of ‘total economic, scientific and technical potential
created in the territory of Ukraine’. One of the reasons for that phenomenon is a
peculiar attitude towards law-making. Another reason is that the Soviet scientific
and educational literature developed a skeptical attitude to the national wealth as a
research subject, and that is why this category has not become the basis for
drawing state-formation documents yet.
Recent research and publications analysis. The number of research papers
on the subject is critically small. In Ukraine, the fundamental works are written by
І. Bobukh, М. Кvak, V. Тravin. The Ukrainian researches of separate components
of the national wealth have been issued from the pen of Т.Vlasova, О.Grishnova,
Ye.Drahomirova, N.Zbaherska, М.Коstel, H.Lych, V.Nosik, О.Rubel, М.Shlapak.
The Ukrainian science and practice of public administration have not determined
the essence, subject, or methodology of the national wealth administration which
does not favor its sustaining.
The paper objective is to determine the essence, subject, and approaches to
forming a systemic methodology of the scientific and practical activity in the field
of public administration of the national wealth.
The paper main body. A state is one of components of a horizontal social
structure of co-creation, a state entity no longer being regarded as a superstructure.
The science of public administration explores the competences of the state in
attaining the set goals: it researches and determines the limits of influence
(administration or regulation), tools applied, and units authorized to implement
them.
It should be noted that the state machinery of Ukraine reproduces itself for
its own sake regardless of the objectives of the state and its people, while public
administrative science differs from other social sciences in researching the state ‘in
a structural integrity’ with the object that is protected, retained, safeguarded,
regulated, etc. by it. In this respect the science in question is a unique instrument of
the national wealth administration.
In the context of the present research, the goal of public administration can
be regarded as attaining the Constitutional objectives of retaining and
augmentation of the national wealth by the state as an entity of social relations. The
systemic methodology of this science reflects the objectivity of laws, using them
for the benefit of the people, environment, and society by creating a ‘corridor of
opportunities’ where it is possible to have clear indices of people’s quality of life.
And it is at this point that this methodology becomes the one, which allows
attaining objectives.
Conclusions of the research. The science of public administration is a
comprehensive social study of a state and its functions, and a system of knowledge
about the necessity and objective laws of the origin, formation, and evolution of
state institutions, their place, efficiency and role in social life and the national
wealth reproduction.
The subject of public administrative science is a state in a structural integrity
of its institutions (the state entity) and in manifestations of its activity (the state
object) in the social, political, and economic life of the society.
The systemic methodology of public administration of the national wealth
should be referred to as a complex of methods, combined within a system by
cognized necessity, which reflect objective laws of the socio-economic system,
create a ‘corridor of opportunities’ for attaining target parameters of the people’s
life quality and ensure compliance with law.
