PRIIA Section 209 and State-Assisted Services The Passenger Rail Investment and Improvement Act of 2008 (P.L. 110-432) required, by October 2013, an equitable arrangement of cost sharing between Amtrak and state or public agency partners that provide funding for short-distance, intercity train services. During the 2013 regular session of the Virginia General Assembly, the previously authorized Intercity Passenger Rail Operating and Capital Fund (IPROC) was funded with a dedicated mechanism through legislation that called for restructuring the existing state sales tax. This fund is used by the Department of Rail and Public Transportation to support both the operation of the Amtrak Virginia services and qualifying intrastate capital needs for rail infrastructure. The IPROC legislation is the first known dedicated funding source to be created by a state 2 to support intercity passenger rail operations and capital projects. Subsequently, agreements were reached with all parties, including Virginia, by the 2013 deadline, and the services continued to run without interruption. State Partnerships On December 12, 2012, Amtrak and the DRPT inaugurated service to Petersburg and Norfolk from Washington and Richmond. This new daily service brought Amtrak service back to Norfolk for the first time since 1977. On January 9, 2014, then-Governor Bob McDonnell announced plans to bring Amtrak service to Roanoke. Capital improvements have to be made to the Norfolk Southern route from Lynchburg and a new facility is needed in Roanoke. Plans call for the service to begin sometime in 2016. Station/Facility Improvements Clifton Forge: Amtrak has endorsed a plan by the Town of Clifton Forge and the Chesapeake & Ohio Historical Society to move the station to a newly constructed C&O replica station located on the Society’s museum grounds. When complete, it will be outfitted with an ADA accessible waiting room, restrooms and a new platform. The current station is in a CSX building in a yard area. Norfolk: During 2013, the City built a new, $3.75-million station next to the platform that had been served by Northeast Regional trains and Newport News-Virginia Beach Thruway buses since December 2012. The station opened on December 2, 2013. The site is on the east edge of downtown, adjacent to a light rail stop and the ballpark. 3 Martinsburg Harpers Ferry Gore F rederick Winchester TRACK OWNERSHIP Amtrak NS UP CP Ca TO PITTSBURGH S tephens City pit ol Lim ite d TO BALTIMORE AMTRAK ROUTES IN VIRGINIA Lovettsville Berryville C larke Boyce S trasburg Rockville Leesburg L oudoun Middletown Herndon Middleburg Arcola Toms Arlington F ront R oyal The Plains Brook F airfax S henandoah Warren Basye E dinburg Mount Jackson F airfax Washington Franconia-Springfield Luray Warrenton Timberville Jeffersonton P rince William P age R appahannock F auquier Dale City S tanley Broadway Nethers C ulpeper Dumfries R emington Linville S henandoah Harrisonburg Goldvein S yria S tafford Monterey E lkton Madis on Bridgewater R ockingham Lignum S tafford Highland McDowell Madison Mount Crawford Orange Augus ta Mustoe King George Mount S idney S tanardsville Grottoes G reene K ing G eorge Colonial Beach Orange Paytes S potsylvania Index Port R oyal Williamsville al Crimora Albemarle Guinea inCraigsville Brokenburg C aroline Montross d r Jolivue Wes tmoreland Gordonsville Waynesboro S pots ylvania a Bowling Green Warm S prings C Louisa Kinsale Ladysmith RR Lewisetta E s s ex B Millboro S tuarts Draft Goshen B Mineral Warsaw B ath Hewlett Tappahannock R ichmond Heathsville R Apple Grove R uther Glen S axis Accomack Burgess R Vesuvius Pauls Crossroads Northumberland L ouis a BBR ockbridge Fairfield Nels on Covesville Alberene Palmyra Tangier Covington Hanover S cottsville R eedville Center Cross Lexington S chuyler Parksley Bloxom Lancaster Hanover F luvanna Columbia K ing and Queen K ing William Accomac Lovingston Glen Wilton Onancock King and Queen L ancas ter G oochland New Canton Kilmarnock Buena Vista Alleghany Goochland Glen Allen King William Court House Arvonia Arrington White S tone E agle R ock Glasgow Urbanna Staples Mill Keller C umberland Amhers t Oriskany S aluda Middles ex Main St. Wachapreague Amherst Buckingham B otetourt Deltaville E xmore Powhatan Paint Bank Montrose New Kent Gladstone Gwynn Dillwyn Monroe West Point Buchanan P owhatan Toga G louces ter Mathews Cumberland Nassawadox New Castle Fincastle New K ent B uckingham Mathews Henrico Appomattox C raig Daleville Gloucester Northampton Peterstown Kire Amelia Court Chula Abbott Troutville BellwoodC harles C ity Toano S usan E astville Charles City Bedford Chesterfield House Pearisburg Hopewell J ames C ity C hes terfield Appomattox Harman S alem Narrows Achilles Vinton B edford C ity Timberlake C ampbell R ice Amelia Pocahontas Farmville G iles B lacksburg Grundy Cape Charles Cheriton Yorktown C olonial Heights R ustburg Prince George R oanoke B edford Pamplin Bluefield B uchanan Burkeville Parrott Montgomery R oanoke E vington Y ork Moneta B land Crewe P rince E dward Jewell R idge Gladys Haysi P rince G eorge R adford S urry Amonate P oquoson Nottoway Bastian Cullen Naruna Clintwood R ichlands Tazewell S urry Dinwiddie C hristiansburg Boones Mill Charlotte Court House Altavista Wis e Dickens on Pulaski Tazewell Dublin Brookneal Blackstone Bland Cedar Bluff F ranklin R iner Dinwiddie Waverly S impsons P ulas ki Victoria Drakes Branch Penhook Honaker Wise Hampton R us s ell Lunenburg S us s ex Kenbridge McKenney S tony Creek Gretna R ocky Mount Coeburn Is le of Wight C harlotte Hiwassee Wakefield Broadford Wythe Lebanon Floyd Wytheville Fort Mitchell Volens Halifax P itts ylvania Norton Ferrum Big S tone Gap S ussex Ivor F loyd Alberta Virginia B each L unenburg Austinville Marion Castlewood Isle of Wight Clover S altville R ural R etreat Henry Chatham Callands Crystal Hill B runs wick Yale Jarratt Atkins C hesapeake S ebrell Windsor P ortsmouth Pennington Gap E mory Hillsville Lawrenceville S myth Halifax Chase City Woolwine S cottsburg Dry Fork Nickelsville Chilhowie Virginia B each C ity Courtland S outh Hill Bassett Henry Abingdon Was hington Fries Capron Trout Dale S cott C hes apeake C ity Martinsville E mporia C ity S outh Boston P atrick C arroll Mecklenburg Duffield Blairs S uffolk G rays on La Crosse Wallace E mporia S outhampton S tuart Jonesville Damascus Boydton Franklin S uffolk C ity Independence Brosville Galax Triplet G reens ville B ristol Bracey Gate City Ararat Clarksville Newsoms Whaleyville R idgeway Branchville Whitetop Boykins Virgilina BNSF CN CSX Other Woodstock Washington Alexandria Manassas Burke Centre Lorton Woodbridge Quantico Culpeper Northeast Corridor Fredericksburg Clifton Forge Charlottesville Ashland on al s gi Re TO CHARLESTON Staunton Reg Richmond ion Lynchburg als Williamsburg ent Petersburg Cresc Newport News L ee Norfolk Danville TO GREENSBORO Palmetto Auto Train TO ROCKY MOUNT Carolinian Silver Star Silver Meteor --Amtrak Government Affairs, fall 2012 Chincoteague
