TECHNICAL SPECIFICATION ON OXYGEN GAS CYLINDERS FOR ANNULUS GAS SYSTEM Annexure-1 1.0 REQUIREMENTS Supplier shall have following technical prequalification criteria: (a) (b) (c) Supplier shall have its own purification plant for O2. Supplier shall have online gas testing facility / laboratory along with calibration facility for their instruments. Supplier shall have facility for cylinder cleaning and conditioning. 2.0 COMPOSITION FOR GASES Oxygen (O2) gas to be supplied in cylinders provided by NPCIL. The cylinder capacity of the O2 cylinder is about 6.23 m3. The cylinder pressure for oxygen (O2) gas should be about 140 kg/cm2 (g). Original manufacturing source of O2 as well as their purification process shall be submitted in a block diagram indicating various chemicals used in the purification process coming in direct contact with gas. Any other impurity (maximum) Bidder to Specify Oxidizing Substances Acidity or Alkalinity 3.0 INSPECTION & TESTING 3.1 Chemical analysis of O2 gases at source i.e. tankers/ containers from which the gas bottles are filled, shall be carried out in a laboratory. NPCIL QA engineer will witness the tests. Accuracy of the instrument/ measurement method shall be such that specified gas quality is complied. 3.2 The test results shall be verified/ cross checked (for sample of gas provided by manufacturer) by an approved (National/ internationally accredited) laboratory at least once per year by NPCIL QA. 3.3 The manufacturer should have online instruments / laboratory with calibration facility for checking purity of O2 as well as method for analyzing impurities as a minimum for Total hydrocarbon, H2O, CO, CO2, SO2, Ar, Halogen, Phosphine and hydrogen sulphide, Acid and sulphur dioxide, oil, oxidizing substances, Acidity or alkalinity. Random testing of the cylinders (1 cylinder for every lot size of 25 cylinders each) shall also be carried out for all the above mentioned contents. If results are not as per the specifications, whole lot will be rejected. 3.4 All cylinders for each refill shall be cleaned and conditioned (also for post hydro test of cylinders) so that no foreign material/ moisture/ contaminant is left in the cylinder and above purity requirements of O2 is met. 3.5 Inspection and test reports for the tests carried out by manufacturer in accordance with the specification shall be submitted for review by the NPCIL QA during predispatch inspection. Note : All the testing should be in the scope of supplier except 3.2. 4.0 SHIPMENT The contractor shall be responsible for ensuring that cylinders and shut off valves are suitably packed for shipment so as not to suffer deterioration, damage during transport and storage in a tropical climate. Each shipment shall be labeled to indicate type and quantity of cylinders and purchase order number. Contractor shall dispatch equipment only after issue of shipment release by the purchaser or his authorized representative. 5.0 HISTORY DOCKET REQUIREMENT As part of the station quality assurance records requirement, a history docket shall be prepared for each cylinder and submitted to the purchaser at the time of inspection and delivery of the cylinder. This docket shall consist of the following quality assurance records/ documents. a) b) c) d) e) Test report of chemical composition of gas. Test report of accredited laboratory attested by NPCIL QA. List of deviation from applicable standard specified in this specification. Any other information which is required to be submitted.
