2017 Programs and Services Guide
Each year your REMC provides this guide to highlight
our programs and services designed to serve our REMC
members. You’ll find a wide variety of energy services
to help save you and your family energy dollars as well as
programs for adults and young people that help to solidify
our commitment to the communities we serve. We are
proud to be the electric provider of over 20,000 homes and
businesses located in Clark, Floyd, Scott, Washington and
Jefferson counties in Southern Indiana.
Who we are
Clark County Rural Electric Membership Corporation
(REMC) was incorporated in 1939 to provide electricity to
areas of our community that had no other means of receiving it.
We currently serve electricity to members living in
Clark, Floyd, Jefferson, Scott, and Washington counties.
Clark County REMC is a distribution cooperative; we do
not generate our own electricity. We purchase our power
from Hoosier Energy REC, which is headquartered in
Bloomington, Indiana. Hoosier Energy is a Generating
and Transmission Cooperative owned and controlled by 17
rural electrics in the southern and central parts of Indiana
that receive electricity from that organization.
The REMC has historically acted as an ‘energy source’
to spur economic growth in our communities and to create a better style of living. Our mission continues to be to
efficiently deliver safe, reliable electric service to our members. This includes working toward the future, meeting
the demands of our member/owners, being good stewards
of our environment and being a good corporate, community citizen. After all, we work for some pretty important
people... our REMC members, and it’s a job we’ll never
take for granted.
The cooperative advantage
If you receive electric service from the REMC, you are
a member. The privilege of being a member includes being
an owner of the company. The fact that we are owned by
C=40 M=0 Y=75 K=0
our members, instead of stockholders, is what makes us
a cooperative. We believe that being locally owned and
controlled is a better way of doing business.
Your organization is different than an investor-owned
company. Because you are a member and regardless of
your financial status, you have a voice in the way this
company is run. You have the opportunity to elect another
REMC member to serve on the board of directors. The
election takes place at the REMC Annual Meeting held
each year at Silver Creek High School. The date of the
2017 Annual Meeting is April 8, 2017.
The seven board members each represent one of the
seven districts located in five counties within the territory
served by the REMC. The men and women elected to serve
are dedicated people who have the interests of all members
and the organization at heart.
Find out which district you live in and which director
represents you. If you are unsure, please call our office and
we will be happy to help. The REMC is your organization.
Be proud of it and support it!
Payment Services
SmartHub is Clark County REMC’s free online member portal. From this site our members can pay their bill,
review their usage, set up reminder
alerts, and report an outage. If you
are new to paying your bill online,
you will need to create a SmartHub
account to use all features of the
site. Payments post to your account
in real time. This payment service
is available around the clock. The SmartHub app is available in the Apple Store or the Android Market. Download
it for free!
By Phone - Pay by phone by calling 877-484-4042 any
time, day or night. With our Interactive Voice Response
system, members can inquire about the amount of their
bill or make payments by VISA, MasterCard, Discover
or check anytime day or night. There are no courtesy fees
Being a Touchstone Energy Cooperative means: Integrity – Accountability – Innovation – Commitment to Community
associated with this service.
Auto Pay takes the worry out of paying your monthly
bill through automatic withdrawal from your checking account or an electronic transfer
from your credit card. This
service makes remembering
due dates or paying late fees
a thing of the past. Sign up
on-line through our SmartHub
feature or contact our office.
Prepaid Electric Service is available for residential
members to pay in advance for their electricity. It is completely voluntary and is offered to both existing members
and new members connecting service. Purchasing electricity before you use it allows you to control your budget and
pay how much you want, when you want it. With Prepaid
Electric Service there are no due dates, no penalties, and
no security deposits.
Budget Billing – If you want to equalize your monthly
bill, budget billing can help. Billing amounts are determined by averaging the previous twelve months of electric
usage with the current month. Budget amounts vary
slightly each month to compensate for different usage patterns. On time payments are required to participate in our
Budget Billing program.
Invoice Billing is offered for members with multiple
accounts. This service allows members to view all of their
accounts on one monthly bill, one due date and one payment.
Paperless Billing – Some members prefer not receiving a paper bill each month. It reduces mailbox clutter and
is a green way to pay your bill. Members can choose this
service in the preferences in Smart Hub. Registration is
necessary.
Check out other payment options on our website or by
calling our office.
Energy Assistance Program
Every year, the REMC works closely with community
action agencies and township trustees to obtain assistance
for our members who are having difficulties paying their
electric bills. EAP is a low income energy assistance
program made available through the Indiana Division of
Family and Children.
The following agencies may be able to provide assistance to members who need help with a utility bill. When
applying for any kind of assistance, please be prepared to
provide proof of income from previous months, your current electric bill, the social security numbers and dates of
birth for all household members.

co-ops in 46 states participate in
the program. Over 32,000 local

Residential energy programs
The REMC wants to help members become as energy
efficient as possible. We offer equipment rebates to encourage and reward purchasing equipment that meets specific
energy standards and free energy audits to help you identify areas in your home that may need improvement.
Free energy audits
Right now is the time to assess how much energy your
home uses and evaluate what measures you can take to
improve efficiency. An in-home energy audit is key to

The Power of Human Connections
Youth Programs
REMC Scholarship Program – Each year, Clark
County REMC offers a total of 25 - $500 scholarships
to three local colleges/universities. Ten scholarships
are offered to high school seniors attending Indiana
University; ten scholarships are offered to students
attend Ivy Tech College; five are offered to high school
seniors attending Purdue Polytechnic of New Albany. Applications can be
found online, at high school counselor offices or in our office. If you have a
high school senior attending one of these schools in the fall, be sure to take
advantage of these opportunities.
Youth Tour to Washington DC – Each year the REMC and
other Electric Cooperatives across the nation sponsor a Youth Tour to
Washington D.C. This all-expense paid trip is for high school juniors
during the summer before their senior year whose parent or guardians
are members of the REMC. The trip gives students the opportunity to
experience our nation’s rich history and see the government in action.
Applications are available at the REMC office or online.
Touchstone Energy Camp – The REMC will send four students to this
action-packed camp at the Camp Tecumseh YMCA Outdoor Center near
Brookston, Indiana. Applications are open to 6th grade boys and girls and
the session teaches them about the environment and electric safety. There
is also plenty of time for a variety of outdoor sports. Applications are available at the REMC office or online.
Calendar Art Contest – Each year, the REMC supports a Calendar Art
Contest for students K-12 who want to create an illustration for the cooperative wall calendar. Sponsored by the Electric Consumer magazine, a firstplace artist is selected for each grade, and the winners receive a monetary
prize. In addition, the artwork for each grade division winner will illustrate
the cover and all 12 months of the calendar.
Watch the REMC publications (Electric Consumer and Connections) for
dates and deadlines to submit your artwork.
Youth Power and Hope Awards – Electric Consumer and Indiana’s
electric cooperatives proudly sponsor the Youth Power and Hope Awards
program. Since 2009, the program honors Indiana youth in grades 5-8 for
their community service. Past winners have raised thousands of dollars and
donated thousands of toys for Riley Hospital for Children, started a coat
drive for the less fortunate, raised funds for diabetes research, developed a
program to provide police officers with stuffed animals to comfort children
in crisis situations, and much more. Five winners are chosen by a panel of
judges. For more information about the Youth Power and Hope Awards,
contact Electric Consumer at [email protected]. An application
and entry details will be available in the summer of 2017.
How does the weather affect my electric bill?
To portray an accurate picture of how the temperature relates to our comfort level, the
National Weather Service uses “degree days” to define the margin between the actual
temperature and a baseline of 65, which would be considered comfortable with no
heating or cooling devices needed.
Degree days for November:
2015
2016
Normal (base of 65)
375
401
497
This comparison shows that November 2016 had 26 more degree days than November
2015 and 96 fewer degree days than the National Weather Service defined as “normal”
weather conditions.
