Addendum 1 RFP #005D-15F Fiber Optic Network Maintenance This addendum is issued to answer questions and to provide additional information and is hereby incorporated and made a part of RFP Number 005D-15F. The due date and time remain the same. Bidders shall sign and attach this addendum to their response to this RFP and also acknowledge receipt of this addendum by stating that acknowledgement on the outside lower right hand corner of the sealed envelope containing the proposal response. ANSWER: No, they start boring next week. 2. Do you use LMS for locates now? ANSWER: No, it is a manual method currently. Locate cable is in conduit. 3. Can you provide the TX811 history? ANSWER: Yes, it will be provided upon e-mail request to [email protected]. 4. Can you provide the fiber map? ANSWER: Yes, it will be provided upon e-mail request to [email protected]. 5. Do you want price per locate or projected cost for year? ANSWER: Please bid each of the following options: a) per locate, b) fixed cost, and c) contracted person(s). 6. Is this meeting mandatory or not mandatory? ANSWER: Not mandatory 7. How will we handle payment for repairs when another vendor is responsible? ANSWER: It is up to the bidder to recommend your preferred solution. 8. Do you have plans for build out for future sites? ANSWER: Yes, we can provide locations for 4 facilities waiting on this contract to be added as a leg off the fiber ring. 9. Is it 12 or 24 strands for new installs? ANSWER: 24 strands (12 pair) 10. How many strands, the RFP states 1368? ANSWER: That is the combined total number of strands in the ring and legs. 11. Will you lease any of the 288 strands in the ring? ANSWER: There are no current plans to do so. 12. Do you have a cost sheet to provide so we can all bid apples to apples? ANSWER: If you would like to provide one, we will review and submit as an addendum to the RFP if necessary. Alternately, if clarification is required for certain responses in order to compare them effectively, the city will issue a request for clarification to those contractors. 13. What is the warranty for workmanship? ANSWER: 25 year manufacturer warranty from Corning (must be corning certified), you will have to quote us your warranty of your labor. 14. Locate services – will contractor have fixed line item unit for clearing locate tickets at locations not needing actual site visit? ANSWER: Please see answer to #5 above. 15. Locate services – will contractor have fixed line item unit for locating and monitoring work area that will effect Irving WAN? ANSWER: Please see answer to #5 above. 16. Locate services – would a lump per month/year prices to do all ticket clearing/locates/monitoring be preferred? (bidders would need records for last 4 months of tickets cleared and located) ANSWER: Please see answer to #5 above. 17. New Installations – would GIS map drawings (downloadable on city’s current GIS system) of proposed work be acceptable to City of Irving in lieu of CAD Engineered prints? ANSWER: Yes. 18. What is the city’s preferred format for detailed fiber diagrams (AutoCAD, Google Earth, Shapefiles, etc.)? ANSWER: Google Earth or Shapefiles 19. Typically if the proposer is an M/WBE, then it satisfies the M/WBE participation goals outlined in Attachment F-2 (Page 70 in the RFP) Please confirm. ANSWER: You are correct, if the proposer has M/WBE certification that satisfies 100% of the goal. 20. For the purposes of proof of financial stability, is the City expecting the proposers to submit the Balance Sheet Statement with the proposal? ANSWER: The evaluation team will consider the size and scope of previous jobs your firm notes in your submission as proof of financial stability. If a balance sheet statement is deemed to be necessary, you will receive a request for additional information. 21. For new installations, will there be permitting fees or will the City waive these for City projects? ANSWER: There will be no permitting fees by the City. 22. Page 3 calls out 12 strand fiber – currently all the fiber installed to buildings is 24 strand. Please specify. ANSWER: Please see the answer to #9 above. 23. Page 4 asks for tracer wire installed with fiber. Would armored-jacket fiber suffice for substitute of tracer wire? ANSWER: Yes 24. How many emergency locate tickets have been issued over the past four months? ANSWER: TX811 history report will be provided upon e-mail request.
