Chaos, confusion, uncertainty, indecision, and fear Welcome to Boom Time! Without being given a
chance to catch our breath, we are forced to deal
with one crisis after another and make decisions that
after the way we do things today and that will impact
our organization for years to come. In the 1980s and
early 1990s there were few decisions to make and only one question; will I
get a job today? During those days, all we cared about was how much
work we could secure. Today, we are musing about walking away from
multi-billion dollar projects.
Decisions need to be made and everyone has to be involved. All decisions
carry varying amounts of risk with them but, burying our heads in the
sand or making loud noises so we cannot hear the question will not resolve
our issues. We need to have as much information as possible and consider
all the probabilities of the outcomes as best as we can and then together,
with concern not fear, we will move forward. In light of the Information
Meeting we have held, the information posted on our website, and the
packages mailed to you, you should be well-informed of the issues. Your
decision - your vote, will decide our strategy for the future.
Many members recall terms and conditions of the 1970s lost over time
and many more members have heard stories of better times. Memories
are selective and I too remember what we lost during the last boom.
Although we once controlled the entire province, when we could not
supply the manpower, we walked away from geographical areas without a
fight: Grande Prairie, Cold Lake, and Wabasca are regions where billions
of dollars in investment are being made in sight of where hundreds of
members live today. Since ignoring those areas some twenty-five (25)
years ago, we continue to have no meaningful presence or power in those
regions. WE ARE GOING TO CHANGE THAT!
During the last thirty (30) years, our membership has enjoyed incredible
highs and survived devastating lows and still we have managed to grow
and prosper as an organization that provides industry with the tradespeople of first choice. While these are trying times for a multitude of
reasons, they are certainly not the toughest we have seen. The challenge
now is to recognize opportunities when they are presented and to take
control of poor prospects and make them better. The members of UA
Local Union #488 have been doing this for over one hundred (100) years
and I am confident that today’s membership is just as well suited to
moving us forward as past memberships.
Trade Unionists have always faced adversity and I expect we always will.
At the last meetings, a couple of members questioned maintaining their
Union membership. As we move forward, I know that these members will
not be left behind because, in our organization, the strong have always
carried the weak and dealing with the challenges ahead will require a
strong determination and an educated mind. I have confidence that each
and every member will make the effort to ensure that they are informed
and will make decisions with the best interest of the Local Union in mind.
I look forward to working with you to build a stronger, more vibrant, and
more democratic organization for you and your families.

By the time you get this, many things will have changed in our world. We will know the results
of the Provincial Election and we will also know how the PLA Agreements have gone.
This is the most critical time in Local 488’s history.
If things don’t go in favour of the PLA I don’t think we
will be leaders in our industry any longer.
Our
membership is at the lowest ebb. The Local meetings
have some members at every meeting that are opposed
to everything. They are against everything but not one
of these members has any ideas on how to change
things. Criticism for the sake of criticism doesn’t go
very far in helping our organization move forward.
Why do I get upset when people call my union down?
This is my organization and I worked hard all my life to
make it the best I could. This has been my stable place
for forty-seven (47) years and I worry that the
membership as a whole doesn’t care enough about the
organization. I hear the word solidarity and democracy
come from the membership, but I don’t see these same
members at the membership meetings.
Our membership has a lot to be thankful for: the best
Health & Welfare, the best Pension, we have Education
that can educate our members to whatever faces us in
the future.
Some of the membership doesn’t like mail-out ballots;
most don’t care one way or the other. The group that
does care are the members that leaflet every vote at our
doors. Do you think that this is the democratic way?
The voice of all must be heard.
Some of the younger membership takes all this for
granted, however, many members suffered to make this
Local what it is today. We would now expect that the
next generation coming up would take the interest that
is needed for this organization.
In closing, I would like to say that if you are not happy
with the way things are done in 488, then get off your
duffs and come to a meeting or two to voice your
concerns, because voicing them in the lunch rooms isn’t
working. Anyone that wants to answer this please use

First of all I would like to take this opportunity to congratulate all the Brothers who are
receiving their Long Service Awards at this year’s Banquet in April - a job well done and
thank you for your dedication and support to our organization. It goes without saying that
belonging to any organization for twenty-five (25) to fifty (50) years takes great desire and
fortitude with strong moral values and a belief in what the organization stands for.
I am writing this report on Friday, February 29, 2008 just before the meeting on March 3, 2008 to discuss P.L.A.
for Keephills, Shell and Suncor. I am sure it will be a very raucous meeting.
With spring on the way we are looking at a very busy year with shutdowns and a pick up in construction activities.
PETRO-CANADA REFINERY
has peaked on days for pipe fitters and
welders but will still be hiring for tracing and hydro
testing.
BANTREL
JACOBS
is still hiring for days and nights.
EDMONTON EXCHANGER is doing maintenance and
project work as it always has.
CHEMCO
is hiring instrumentation people for different
areas.
WESTERN SYSTEMS is also hiring instrumentation
personnel on the same site.
AIR PRODUCTS
KBR has down-sized its crew and is coming to
completion.
IMPERIAL OIL STRATHCONA
MELLOY has maintenance on this site and there is a
shutdown on the Cracker as I write this report.
MIDWEST
has some project work on site.
SHELL SCOTFORD
JACOBS has maintenance and project work ongoing
on this site.
SHELL SCOTFORD EXPANSION I
KBR has the SRC Unit and the A&U Unit, they are still
in the ground.

In closing, I would like to thank my job stewards for all their help and support and to say theirs is a very hard job
in this day and age. They are damned if they do and damned if they don’t. They need the support and help of the
membership. They can’t see and know all of what is going around on these large sites, so please Brothers, help
them do their job. Assist your stewards with their jobs; it will make everyone’s job easier. Again thanks for your

With another busy year on the horizon, I would like to urge all members to save for the

on MCU project U & O and coker downcomers, also
the south tank farm, plus fabricating in Yard 3A.
JACOBS - approximately fifteen (15) to twenty (20)
members doing regular maintenance and small projects.

By the time you receive this report winter will be almost over and spring should be here or on
its way. Let’s hope the anticipation of comfortable weather will put most of us in a more
positive frame of mind. At the time of writing this report, the membership will be dealing with
three (3) Project Agreements. Although it is a known fact that most of our members do not
like these agreements, we are faced with making decisions that benefit this membership to
protect and stabilize our future.
To make these decisions our members have to look at the big picture whether we accept the Project Agreements or
not. PROJECT AGREEMENTS ARE NOT NEGOTIATED BY THE BUILDING TRADES UNIONS. They are
conditions formulated by the client or owners of a particular project that they provide to safeguard their interests.
We know some of these conditions are very unpopular and some language contradicts the conditions of our
Collective Agreement.
Unlike the CNRL Project Agreement which was initially rejected by all Building Trades Unions, these Project
Agreements are getting acceptance by other trade unions as we move along.
Our membership is very conservative and they are very reluctant to accept changes. Unfortunately, the highway to
Fort McMurray has claimed many lives in the last five (5) years. Airbuses will be the future means of transportation
for workers in the north whether they are Albertans, Canadians, Americans or Foreigners. The sad part of this
equation is if the other trades accept the terms and conditions of these Project Agreements, their members working
on these projects get these conditions. We may continue to work on these projects if we reject the Project
Agreements, but we cannot demand the favourable conditions our members will eventually want. At the end of the
day, this membership will decide democratically the fate of this Local Union if we reject or accept these Project
Agreements. The Paid Officers will not decide. We all have one vote each like any other member.
This Local Union and any other Building Trade Union elect, in conjunction with their by-laws, an officer or officers
to manage their affairs for a term. We are elected just like any other political affiliate to manage or govern. Decisions
or presentations are not always popular. If it was not us in the office bringing you these Project Agreements it would
be another set of officers. Frustrations and emotions are running high and we endure your frustrations. We did put
forth our counter proposals to the Suncor Project Agreement and they made minor changes. To blame the Business
Manager and Officers for Project Agreement presentations is grossly unfair. Late this year, this Local Union
membership will get the opportunity to exercise their democratic rights to elect officers and elected committees to
serve for another three years. I hope you all use your heads and not your emotions.
In my last report I told you all about the Head Office expectation of all UA Locals across the United States and
Canada to move forward with strategic planning with five core areas of significance.
1) Market Share Analysis/Workforce Planning
2) Recruitment and Workforce Development
3) Contractor & Owner Relationships
4) Political Action and Government Relations
5) Local Union Administration
As we move forward let us see if our members want us to employ those plans to be competitive. So I leave you all
with a chance to review those areas and see if they figure in our long term existence.
The following is an update of my jurisdictional area to the best of my knowledge.
KEEPHILLS
SUNDANCE & GENESEE
BFI Constructors still have the underground contract
and there are about twelve to fourteen members on site,
to be increased to about two full crews in a short time.
The major piping contract has been awarded to Melloy
from the PCL group.
I have not received this
information officially as yet, but it seems factual.
Alstom Power has got a handful of pipe fitters on site
and they have the boilers.
Both the sites are doing basic maintenance work and
small crews are being utilized.
WOLF LAKE (BONNYVILLE)
BFI Constructors have about seventy-five (75) to eighty
(80) UA members on this site. There have been many
issues on this site. One major issue is accommodation
and retaining a place on the four days off, if they are
staying in hotels. Anyone taking a slip for this site
ensure you secure a place to stay before you leave to go
to that job.
HARDISTY
Lockerbie & Hole is slowly increasing the UA
manpower on that site. We will be calling the welders
off the Pipeline Board because of the welding
procedure. Most of the fitters and riggers will be
dispatched off the Industrial Board. Brother Dwight
York and I work together on this site. The success of
this project is important for future work in these areas,
usually done by our competitors.
There are four pumping stations on the pipeline
corridor being done by BFI Constructors from Lamont
to Wandering River that I have added to my duties.
In closing, I hope you all enjoy the spring months and hopefully we have a good summer. Whatever direction this
Local Union takes, we hope to remain strong, viable and competitive. As customary, I urge all our members to slow
down on our highways, use defensive driving skills, respect construction and school zones and most importantly
“DO NOT DRINK AND DRIVE” it is too costly in every way. Finally, to all my stewards, my sincere gratitude for
your hard work and dedication to our UA members on all my job sites. Have a safe spring and early summer.

In leading up to my report, I have to mention two items. The first was the evening at the WEM
water park; the event was very well attended (1,800) and seemed to be enjoyed by all. A special
thank you to Sister Wanda Gibson for this great idea.
The Entertainment Committee is looking into hosting a similar event at Galaxyland.
The second item is the annual Awards/Banquet. In the past, we have combined these functions and have fielded
numerous complaints of overcrowding and the delays caused by the number of award recipients. To rectify this, the
Entertainment Committee has changed the venue and has booked an afternoon ceremony for the 25 - 45 year
awards and then at dinner we shall honour the members with 50, 55 and 60 years of service. While this will extend
the day for those in the 25 - 45 year groups, it will speed up the evening portion and get us to the ‘Party’ quicker. It is
hoped that the new venue, format, and entertainment will encourage more participation from the membership at
large and we hope to see you there on April 19, 2008.

I Work within the Fab Shops and Mod Yards should start to pick up dramatically in the next
few months. With the release of new fabrication packages being let out and the completion of
the ones being done, work within the Shop and Yards will stay very busy.
This is a quick overview of the work ongoing within my jurisdiction.
FAB SHOPS
MOD YARDS
ABRAXUS
At present have ninety (90) people in the shop and
should call some additional people in the future.
Abraxus is fabricating for Syncrude, Commonwealth
Suncor and Kinder Morgan.
AECON
The Mod Yard continues to be very busy with
approximately one hundred fifty (150) people on site
and will still need some people as they get to full
manpower. Aecon is doing Mods for Shell Scotsford.
ACADEMY
Have twenty-four (24) people in the shop at present
fabricating for Petro-Canada and should start on the
new contracts soon, along with hiring a few more
people.
ABRAXUS
Presently running with twenty (20) people. Abraxus is
fabricating mod for Kinder Morgan and skid units for
Tecnic at Suncor.
AECON
Have approximately one hundred fifty (150) people
working in the Shop on both days and nights and
should maintain that number into the future. At
present they are fabricating for the Shell site.
COMSTOCK
At present only have fourteen (14) people in the Shop
fabricating for Shell. Comstock is actively seeking more
work and should get busy in the future.
JACOBS
Have nineteen (19) people at present and should be
looking to double that number shortly. Jacobs is
fabricating for the Suncor Site along with the Shell
underground.
KBR
Continues to be busy and have one hundred thirty-five
(135) people in the Shop. KBR at present is fabricating
for Shell at Scotsford.
LOCKERBIE & HOLE
Have approximately seventy (70) people in the Shop
fabricating for both Suncor and Enbridge.
MELLOY
Is starting up their shop and should have started calling
people by the time this report comes out.
PCL
Have one hundred fifteen (115) people on both days
and nights and should hire some additional people as
they start their upcoming contracts. PCL is fabricating
on the Sperry Sun Skids along with Shell.
TIC
Has started to get busy with twenty-seven (27) people in
the Shop at present. TIC is fabricating for Shell doing
the HMU Mod Piping.
EPCOR CLOVERBAR
TIC
Are in the final stages of completion on the first
generating unit at the Clover Bar site with twelve (12)
people at present. TIC should start hiring for Units 2 &
3 in the not so distant future.

COMMONWEALTH
Will be moving from their present location sometime in
mid summer. At present there are sixty-five (65) people
on site fabbing mod for the Suncor site.
KBR YARD #1
Has forty (40) people at present and should need
approximately twenty (20) more before long.
At
present they are doing mod for Shell in the A & U along
with the SRC Unit.
KBR YARD #2
At present have approximately seventeen (17) people
and should get up to about forty (40) as they get their
material. They are doing mod for Shell.
LOCKERBIE & HOLE
At present has twenty-eight (28) people on site and
should stay around that number throughout the
summer. At this point Lockerbie & Hole are building
mod for Suncor, Enbridge and Firebag Suncor.
PCL
Still remains slow with only ten (10) people on site and
will start to pick up as we move into the last part of
March and into April.
TIC
Right now only have the East Yard on the go with
seventeen (17) people on site and should get up to
approximately forty (40). TIC is fabricating mod for
the HMU Unit at Shell.
This concludes my report.

RE: HEALTH AND WELFARE PLAN IMPROVEMENTS
The Board of Trustees has made two improvements to the Health and Welfare Plan, both
effective May 1, 2008. The improvements are as follows:
INCREASE IN DENTAL REIMBURSEMENT BASIS
The basis of payment for eligible dental services will be increased from the 2005 dental reimbursement basis to the
2007 dental reimbursement basis. You may recall that Alberta dentists have not developed a dental fee guide for
many years and so the construction of such a guide is left to the payors of dental services such as this Plan.
SMOKING CESSATION PRESCRIPTION MEDICATIONS
Coverage for prescription medications (such as Champix or Zyban) which provide assistance for smoking cessation
will be covered at 90% to a lifetime maximum of $1,200.00 per person. Please note that products such as Nicorette
gum or ‘the patch’ are not covered.
Should you have any questions with regard to these Health and Welfare Plan improvements, please contact the
Administration Office.
JIM BURRY
Sprinkler Division Organizer
First and foremost, I would like to thank all my job
stewards for a great job they do on a everyday basis. As
usual we still enjoy one hundred per cent (100%)
employment for our sprinkler fitter members and we
have many travel cards and permits working in our
jurisdiction.
With a steady growth in the fire protection industry and a
booming economy, contractors are very busy with a lot of
work and not enough manpower to man the jobs. It
always appears to be in need of journeyman, 2nd, 3rd,
and 4th year apprentices. Not too many starters are
required, but there are still some opportunities available
for people interesting in apprenticing in this industry.
With construction on the new training centre moving
right along and a couple road blocks have come to the
forefront on the sprinkler division. One of our biggest
problems at the moment is funding and the second is
getting accreditation to allow local 488 to teach our
apprentices out of our union hall. I will be requiring a lot
of help from our sprinkler members, I am very confident
in our brothers will rise to occasion and we will make this
happen.
In closing, I would like to take the time to congratulate all
new brothers and sisters on becoming members of Local
488 in the last heritage held on February 9, 2008.

The Welding Shop is up and running. The transition from the pipe shop was complete last
week.
The guys have been working some weekends to finish up the move. The new shop looks really
good and if you have time, stop in to have a look.
The steel for the new building is up and if you have driven by Local 488 lately, you will see that this going to be quite
a building,
Trade school has just finished again, so all (1st) first and (2nd) second year apprentices that are eligible for the
Apprentice Incentive Grant from the Federal Government should apply. Remember you must be finished your
schooling before applying. You can find the information at Service Canada online. If any of our apprentices receives
the grant, please let Edmonton Pipe Trades know.
The online line Rigging Theory course is almost ready to go. The only thing left to do is clean up the graphics for
each section. This course will be or first online course and we hope it will help the membership with access to our
world class rigging program.
Apprentices remember you must sign up and take a course in order for you to get your tuition reimbursement. We
will endeavor to have as many courses available to you and we will take care of the members in Calgary.

Hello to all members, & permits.
As I look out my office window the steel is being erected on OUR new building. I say our new
building, because that’s whose it is. As a member of local 488 any facility we have is for your
use.
Computers are a big part of the world today. Need an
introduction or some upgrading? Aaron will be more
than happy to have you in one of her classes. The
computer classes are offered monthly.
Apprentices how are the Soldering & brazing skills?
This is another monthly course we offer. Drawings are
such a big part of the Trade. Edmonton Pipe Traders
(EPT) offer Isometric & Industrial drawing 1 & 2.
Isometric 1 is an awesome course for apprentices that
have not spent much time reading drawings and
Isometric 2 is an advanced course.

We will offer 38 booths with any welding procedure that
you want to learn. It covers anything from stick tacking
to Lincoln STT (Surface Tension Transfer) or Miller
RMD. (Regulated Metal Deposition). John Thalen or
Tim Osrunn will be more then happy to introduce you
or upgrade yourself to anyone of our procedures.

RMA REPORT
Retired Members Association
The Retired Members Association (RMA) Board of Directors has been elected for the year 2008. This Board, as past
Boards of Directors, will do a good job of looking after the activities and functions on behalf of the members of the
RMA.
The RMA continues with the Social Committee events and trips, the Coffee Counter, the Visiting Committee, the
Crib Tournament and looking after the Vending Machines. The Local Union 488 RMA has some events lined up for
the winter and spring of 2008 that will be most enjoyable for those who participate.
All retired members and their spouses are invited to attend the Retired Members Association (RMA) events
including the General Meetings held in the Norman Darbyshire Dispatch Hall on the first Wednesday of each
month, excluding July and August. Lunches commence at 12:00 PM with the meeting following at 1:00 PM. All
Widows of deceased retired members, all widowers if they are retired members or single retired members are invited
to bring one guest to all the events at the price outlined in the “Pipeline”. All events are advertised in the “Pipeline”
newsletter which includes dates, prices and locations.
All retired members and their spouses as well as those others outlined in this report, are encouraged to participate in
the RMA activities where you will meet with friends and colleagues.

POLITICAL ACTION
Committee
The political scene has been very busy and in particular for Albertan’s. With a provincial election just completed on
March 3rd, a federal government trying to maneuver for a Federal Election and four (4) Federal By-elections for
Members of Parliament (MP’s) a couple of weeks away, makes for a very interesting political scenario.
The Federal Minority Conservative Harper Government has done nothing that has been of any benefit to most
average Canadians and in particular, those that belong to unions and believe in the Trade Union Movement. The
Harper Conservatives have made it easier for “Temporary Foreign Workers” to come into Canada who will no doubt
end up on non union projects in Alberta. They have let the public health care system deteriorate and have done
nothing to improve the waiting list problem. The Harper conservatives have not improved the situation for seniors,
students or average working Canadians. They have proven to be just another Right Wing Anti-union government.
Albertans have just come through a provincial election that was very interesting. The Progressive Conservatives were
elected with a large majority with a small percentage of those eligible voters. The opposition parties, being the
Liberals and the New Democrats, had their number of seats reduced significantly. This could leave our
Apprenticeship Program and our publicly funded healthcare system in a very vulnerable position. The publicly
funded education system, affordable housing, use of “Temporary Foreign Workers” and the use of Division 8 of the
Labour Code are all contentious issues that will have to be constantly monitored. If and when the Labour Code is
ever opened for change, the trade union movement will have to be very vigilant in keeping aware of what is being
proposed as legislation. The Political Action Committee as well as other labour groups, has a list of changes they
would like to see implemented, however, to ever see any of the changes become law would be a huge undertaking by
the trade union movement. The Political Action Committee (PAC) will follow the government as they introduce
their policies and programs and will voice our concerns when they are harmful to our well being as trade unionists
and in particular as members of a building trades union.
The Political Action Committee would like to thank all the members and their families who voted for candidates that
support our issues and concerns. We would also like to thank Brother Clayton Marsden who let his name stand as
the New Democratic (ND) Candidate for the constituency of Fort Saskatchewan/Vegreville which happens to be
Premier Ed Stelmach’s riding.
The PAC would like to thank all the members for their interest and support.
