INVITATION XII SOUTH AMERICAN ABSOLUTE AND FEMALE CHAMPIONSHIP 20 – 28 NOVEMBER 2016 PARAMARIBO - SURINAME XII South American Absolute and Female Chess Championship, Paramaribo-Suriname, 20 -28 November 2016 1. INVITATION The Confederation of Chess for America (CCA) and the Surinaamse Schaakbond (Surinamese Chess Federation), are pleased to invite all National Chess Federations of South America (Argentina, Bolivia, Brazil, Colombia, Chile, Ecuador, Guyana, Paraguay, Peru, Suriname, Uruguay and Venezuela) to the XII South American Absolute and Female Chess Championship U20, to be held from 20 to 28 November 2016, in the city of Paramaribo, Suriname. Paramaribo is the capital city of Suriname, a former Dutch colony. Suriname with a population of half a million people, became independent on 25 November 1975. Suriname is well known of her variety of cultures and religions, harmonious blend together. In the inner city of Paramaribo there are still a lot of historic buildings, registered on the World Heritage List. Suriname has a lot of natural resources among which oil, gold and bauxite. PARTICIPANTS The event will be held according to the Fide laws of chess, the General Conditions within this invitation and the REGULATIONS FOR THE SUDAMERICAN JUNIORS / GIRLS Championship, which is on the website of the Confederation of Chess for America (www.fideamerica. com). The U20 South American Championship is an open tournament, in the absolute and female category, for South American chess players born after December 31, 1995. Each National Federation may enter as many players as they wish. All participants must cover their own entry fees and a fee for transportation and accreditation. Each participating federation has the right to register a player in each category, with the costs of accommodation (double occupancy) and meals covered by the organization. This right is also valid for the champions of the South American Championships 2015, fulfilling the age limit of the sub 20. These participants will be called official players. 3. ENTRIES Players must be registered by the official national federations not later than November 5, 2016, by mail sent to [email protected]. No player may be registered without the approval of their own Federation or does not belong to the region corresponding to this tournament. The registration of a player is considered to be complete, if the following information is provide: Full names, FIDE ID, current passport photograph, full date of birth (in the format dd-mm-yyyy). This information shall be confirmed upon arrival by presenting the passport for verification purposes. 4. PLAYING VENUE The tournament will be played in the facility of the Suriname Olympic Center, Letitia Vriesdelaan 5. OFFICIAL ACCOMMODATION The official hotel of the tournament will be the Ramada Paramaribo Princess Hotel. Reservation request until November 5, 2016. 6. REGISTRATION FEES AND ACCOMMODATION All players without exception must pay a fee of U$ 100 (one hundred American dollars) consisting of the CCA entry fee of U$ 75 (seventy five American dollars) and U$ 25 (twenty five American dollars) for the organizers. The organizers fee of U$ 25 (twenty five American dollars) must also be paid by coaches and accompanying persons. This fee includes transportation airport-hotel-airport, transportation hotel - playing venue-hotel and accreditation. Accommodation (double occupancy) and meals (breakfast, lunch, diner) for the extra players, coaches and accompanying persons in the Ramada Paramaribo Princess Hotel: U$ 75 (seventy five American dollars) per night p.p. For the whole event (8 nights) starting with breakfast on Monday, November 21 and ending with breakfast on Monday, November 28, the total price will be U$ 600 (six hundred American dollars). All payments must be made no later than the arrival at the tournament. Players who do not pay at the beginning of the tournament cannot be paired. XII South American Absolute and Female Chess Championship, Paramaribo-Suriname, 20 -28 November 2016 7. SPECIFIC TOURNAMENT REGULATIONS 7.1 SYSTEM OF PLAY AND RHYTHM. The tournament will be played according to a 9 rounds Swiss system. All games must be played with electronic clock. The rhythm of play will be ninety (90) minutes for all the moves plus an increment of thirty (30) seconds per move from the initial move. Exceptionally, depending on the number of players, the tournament can played in a Round Robin format. 7.2 TIEBREAKS The final rank of the players is determined by the number of points scored. If at the end of the tournament two or more players are tied, the tie shall be broken according to the following tie-break systems in the order mentioned. In a Swiss system tournament: 1. Direct Encounter (Once the players all have played each other) 2. Bucholz 3. Most wins 4. Most wins with black 5. By age, in favour of the younger player In a Round Robin tournament: 1. Direct Encounter 2. Sonnenborn-Berger 3. Koya System 4. Most wins 5. Most wins with black 6. By age, in favour of the younger player 8. PRIZES AND RIGHTS The first three (3) in each category will be awarded with trophies and certificates, the 4th to 10th place will receive medals and certificates. Certificates of participation will be given to all participants. The champions in each category will have the right to free accommodation and meals in the next Pan-American Sub20. The winner in the Absolute category gets direct the title of International Master (IM) and a Grand Master (GM) norm, the second and third place gets the title of FIDE Master (FM) and an International Master norm. Champion in the Female category get direct the title Woman International Master (WIM) and a Woman Grand Master (WGM) norm, the second and third place gets the title of Woman FIDE Master (WFM) and an Woman International Master norm. In case of a tie in the first place in each category, the first three will directly be awarded the IM or WIM title. APPEALS COMMITTEE The Continental president or his representative will be the chairman of the Appeals Committee. During the technical meeting the Appeals Committee will be completed with three (3) members and two reserve members. All from different federations already present in the Championship. No member of the Appeals Committee shall sit in judgement of a dispute involving a player or party from his federation. Except where the dispute is between two players or two parties from his federation. A protest against a referee's decision must be submitted in writing to the Appeals Committee within two (2) hours after the end of the relevant round, accompanied by a deposit of 50 USD. If the protest is correct the deposit will be reimbursed, if not the deposit shall be forfeited in CCA’s favour. The decision of the Appeals Committee arising from any dispute in respect of the FIDE and CCA regulations shall be final. 12.
