The May meeting of the Colonial Intermediate Unit 20 Board of School Directors was held on Wednesday, May
28, 2014 at the Colonial Intermediate Unit 20, 6 Danforth Drive, Easton, PA. President Baxter called the meeting
to order at 7:44 PM at which time the Pledge of Allegiance was recited.

Mrs. Baxter announced that an Executive Session was held prior to the meeting to discuss legal and

2014-2015 Summarized Budgets for Review:

• Mr. Baltzersen provided a summary of the intermediate unit’s five largest budgets which make
up $51 million of the approximate $86 million that the intermediate unit manages. These
budgets fund the most challenging and costly students in all of the districts.
• The Special Education budget represents the largest of the budgets.
• There were some reductions in revenue in the PHP budget primarily due to low enrollment.
• Conversation ensued regarding PSERS and GASB.
• Mrs. Lutfy shared that she attended an IEP meeting at an East Stroudsburg PHP site (she
didn’t identify herself) and was super impressed with the IU20 teacher. The focus was on
getting the student back to the home district, which he/she did return into an inclusion
classroom.
• Resolve ES – there were some classes closed at the elementary level. PHP and ES are the
two programs that are being closely monitored month to month. CCBH has not been
approving services and Dr. Cunningham noted that there has been an increase of children in
crisis. She has met with CCBH regarding the denial of services.
• Easton SD has asked the intermediate unit to take over the Northampton County Prison,
therefore you will notice a new budget (5.13.m)

EBTEP – Fiscal Year End (Approved at the December 19, 2013 Quarterly Trust Meeting)

• Mr. Baltzersen briefly reviewed the Trustee’s Report.
• The members of the Trust are CIU20, Pen Argyl, Nazareth, Northampton, Delaware Valley,
East Stroudsburg, Pleasant Valley, Stroudsburg, Bethlehem Are Vo-Tech, Monroe Career &
Technical Institute and CIT. The membership consists of four members (Trustees) from each
employer.

The medical plans for the northern schools are provided through Blue Cross of Northeastern
PA and the southern schools through Capital Blue Cross. Prescriptions plans are also
different.
The CAT fund pool was briefly explained (Pages 3 and 4).
Page 13 provides a snapshot of last year.
The intermediate unit has a contract to manage the Trust on behalf of the entities.
Administrative fees are charged at $2.60/employee per month. This accounts for
approximately $186,000 that is applied to the GOB to offset the employees who help
administer the Health Trust.
The audit had no findings.

Miscellaneous:
• Dr. Brennan received notification from William Rider that he is resigning from both the Easton
SD Board and the CIU20 Board because he is moving out of state next month. Easton will
appoint a new representative at their next meeting.
• The Twenty was distributed for the month of May.

Report of Nominating Committee
The Nominating Committee (Mr. Butz and Mrs. Colton) will present the recommended Slate of Officers
for President and Vice-President of the CIU 20 Board of Directors for 2014-2015. Those elected will
begin their one-year term July 1, 2014.
The nominating committee recommends Mrs. Susan Baxter to serve as President and Mrs. Pamela Colton
to serve as Vice President of the CIU20 Board of Directors for a second term during the 2014-2015
school year.

It is recommended the Board approve the amendment between Colonial Intermediate Unit 20 and
Lancaster-Lebanon Intermediate Unit 13 for the PDE Keystones to Opportunity (Striving Readers)
Comprehensive Literacy Project. The amount of the agreement is increased $7,000 from $118,735.63 to
$125,735.63 ATTACHMENT 13.9
10. Bushkill Township – SRO Agreement
It is recommended the Board approve the SRO Agreement with Bushkill Township for the 2014-2015
school year at the Colonial Academy. ATTACHMENT 13.10

11. Intermediate Unit 11 Agreement
It is recommended the Board approve the Letter of Agreement between Tuscarora Intermediate Unit 11
and Colonial Intermediate Unit 20 effective March 1, 2014 through September 30, 2014. This Early
Intervention Assistive Technology Grant from the PA Department of Education Office of Child
Development and Early Learning is administered through IU11. The documentation was received on May
6, 2014. ATTACHMENT 13.11
12. Approval – Change in Position
It is recommended the Board approve the following change in position:
a.
From Dispatcher (Cluster 3C) to Management Assistant for Transportation (Level Vc), effective May
27, 2014. The responsibilities and duties of this position have been expanded and are aligned with

15. NEW BUSINESS
• A moment of silence was observed for IU20 staff member, Mary Jean Martin, who recently
passed away.
• Board members were invited to attend the Special Olympic Recognition Brunch that will be
held this Sunday at the Best Western.
• IU20 Graduation Ceremonies will be held on Monday at Colonial Academy and is one of the
largest graduating classes that the intermediate unit has had.
