My name is Kevin Nissen and my wife is Julli. On behalf of the two of us, we would like to express our concerns with the
petition presented tonight by our neighbor for additional animals.
We have lived in our house for nearly 30 years and until recently we have always told everyone we love our neighborhood
because it is quiet and clean. As of the past year things have changed. We have turned my next door neighbor, who is
petitioning for additional animals in to the animal control several times. We had communicated our concerns to our neighbor
prior to this with no resolve and were forced to take further action.
At the time of our complaint they had four or five pets. The owners would leave for work and would just send them outside
for the day and go to work. If we wanted to use our back yard or garden you would have to wait until they were home
because the dogs wouldn’t quit barking. To make matters worse their son lives five blocks away and he has 4 of his own
dogs. Most weekends and a lot of evenings he would drop them off next door and leave them for the weekend and now you
have a total of 8 or 9 animals. You can imagine the smell and noise and the looks of their back yard from all the things that
get shredded all over. Now I know that most of these dogs were animals that have been rescued which is a good thing. lam a
dog lover myself so I know how hard it is to properly take care of just one or maybe two pets but not that many.
We have reviewed the ordinance pertaining to the situation and feel that the law is very lenient in allowing 4 animals for a
good reason. If you want more animals than that living in the country is a better option. If we start allowing more than the
ordinance then why do we have the law?
If we were to ask the entire neighborhood and not just select ones, I would guess most would disagree with allowing more
pets than the ordinance currently states. The opinions of the neighbor directly affected on both sides and directly in front and
behind were not asked by animal control of their opinions. We live on the one side of the neighbor petitioning and we were
asked to sign a petition by the owner. The neighbor directly across was not asked to sign anything. He verbally indicated to us
he is opposed to additional animals.
I was told when I visited the police department awhile back that lam supposed to keep calling if all those dogs are there again
but by passing this special ordinance we would be enabling it even more.
It is my understanding that before this petition could even come before you the owners were required to get all the animals
registered and immunizations up to date. A responsible pet owner should have had their animals registered and immunized
without being forced to by animal control in order to be in compliance. The noise, smell, and mess these numbers of animals
make creates a very unhealthy situation.
In closing we ask you this question before you vote or make a decision on this request for additional animals. If this was your
neighbor next to you would you want to pass it then?

It has come to my attention that there is a special petition being pursued by our neighbor at 182414 St SW,
which is located across the street from my residence at 1815 Tammy Drive. To my understanding, this
petition is to allow an additional animal beyond the current city ordinance of four total pets at one residence.
It is to my understanding all adjacent neighbors immediately surrounding this residence are required to be
contacted by the residents of 1824 14th St SW on their opinion and signature (brapproval or denial of this
petition. It troubles me to discover that I wasn’t contacted and that this petition is to be presented to the City
of Minot in early March 2017.
I am a pet lover and personally own two small dogs which I have had at my residence, since I moved here in
2005.1 those small dogs largely in part due to available space in my backyard to accommodate them. Their
size and amount of waste they generate ‘will not dramatically affect the appearance and won’t be a large
responsibility on my part for waste removal. Two dogs of medium to large size would result in more waste
and destruction of my yard which in my opinion is not large enough to accommodate dogs of that size. I feel
this would not only be a nuisance to mebut also to my neighbors around me.
Often times during the summer months I will stop over to chat with my neighbor, Mr. Kevin Nissen, who
resides at 1828 14th St SW: While visiting with Kevin, more times than not his neighbor’s dogs will be barking
at us. Kevin often times voices his concerns to me how frustrated he is with these dogs, the barking, and the
condition of the backyard their housed in. Every time this subject is brought up to mq I take a look for
myself and agree ‘with his frustrations. The lawn is ground down to dirt; numerous holes, dog toys, stuffed
animals, dog waste strewn about Not to mention the smell of dog urine and feces is very strong and almost
overpowering at limes.
I really enjoy going outside during summer evenings socializing with Mends and fimily on the brick patio in
my backyard. Kevin has mentioned numerous times that he would love to install a patio in his backyard,
however feels it would be pointless to do so considering the smell and appearance of his neighbors backyard.
The condition andsmeil ofthebackyard at 18241* StSW thatl statedaboveis anindicatorthataproblem
is already present I personally believe that the size of their backyard is too small for number of pets currently
residing there. Adding an additional pet is only going to compound the problem.
I strongly disagree with allowing any additional pets over the maximum of four per residence within in city
limits. Highly encourage the city to relook at this matter as I feel four pets in city limits is already too lenient
If there isn’t guidelines already in place there should be. There should be consideration given, if there isn’t
already to the number and size of the animals given available space at a residence. I fear more yards could end
up being nothing more than dog kennels which impacts surrounding neighbor’s way of life, peace and
tranquility, and potentially impacts their property value and resale potential as a result
