In recent years, the dominant image of Islam has been one of violence shrouded with fear. But for
centuries many of the world's Muslims were, in one way or another, practitioners of Sufism, a spiritualism
that centers on the mystical connection between the individual and the divine. Sufis are the power that
has made Islam the world's second-largest religion, with an estimated 1.2 billion adherents. Sufism is not
a sect of Islam, but rather an ancient mystical tradition within both the Sunni and Shia branches of the
faith, Sufis have through the centuries combined their inward quest with the defense and expansion of
Islam worldwide. While pushing forward the physical borders of Islam, they have been essential to the
spiritual and cultural fullness of the faith. Today, the Sufi tradition is deeply threaded through the power
structures of many Muslim countries, and the orders are enjoying a worldwide renaissance. For hard-line
Islamist fundamentalists the Sufis are deadly enemies. Consider that these Sufis are considered
dedicated defenders and evangelists of mystical Islam, potentially vital allies for the West, and a
historical legacy some analysts think this can still be exploited.

JTTF Executes “Preventive Raid”
As the result of previous law enforcement surveillance, agents of the Joint Terrorism Task Force (JTTF)
raided several apartments in New York just before dawn recently.
Points to consider:
Officials have said no specific plot or a target of any planned attack had been detected, but activities had aroused enough
suspicion to obtain a search warrant after a “person of interest”, under surveillance for possible links to al-Qaeda, visited a
group of people believed to espouse a militant ideology in New York. Consider that as first responders, we are on the front
lines in this battle. All responders should increase their awareness for any potential threats, and if terrorist activity is observed,
strictly following established Department protocols.
Bin Laden’s Latest Rant
An audio message purportedly from al Qaeda leader Osama bin Laden emerged on radical Islamist Web
sites, just two days after the eighth anniversary of the September 11, 2001, terror attacks. The video
plays the audio over an undated photograph of bin Laden stated that the cause al-Qaeda’s disagreement
with the US is your support for Israel, who are occupying our land in Palestine.
Points to consider:
Consider the timing of this alleged statement from al-Qaeda leader Osama bin Laden about U.S. policy in Iraq and
Afghanistan as President Obama embarks on a major trip to the Middle East, and his statement that America’s support for
Israel was the main underlying reason for anger in the Muslim world. Additionally, consider the recent provocative rocket
attacks on Israel from within Lebanon, and Israel’s imminent response against the perpetrators of these attacks, or Iran whose
nuclear ambitions place the Israel’s security at risk. Furthermore, any response from Israel potentially could be viewed as
being supported by the US and may have potential implications here, perhaps during the upcoming Jewish holidays of Rosh
Hashanah (September 18-20), or Yom Kippur (September 27-28).
Ranger Recon Teams to Tackle Drug Violence
Governor Rick Perry announced recently that special teams of Texas Rangers would be deployed to the
Texas-Mexico border to deal with the increased violence. The forces, dubbed "Ranger recon" teams,
presently have about 200 Texas Army National Guard soldiers integrated in operations with the Rangers.
Points to consider:
The violence generated by the war of the drug cartels for control of drug routes translated last year into some 6,000 killings in
Mexico, and now is spilling over into the US. Securing the border seems to be one of the most crucial tasks in keeping
violence at bay. Consider that the U.S.-Mexico border, which covers 2000 miles, encompassing four U.S. and six Mexican
states, is being overrun by smugglers and gangs from Mexico in numbers that are overwhelming local law enforcement and
border patrol officers.
Germany In the Crosshairs?
“Germany is in the crosshairs of international terrorism," the country's interior minister, Wolfgang
Schäuble, said recently.
Points to consider:
The Institute of Terrorism Research and Response recently intercepted radical jihadist communications threatening an attack
against Germany. Less than three weeks before its general election, the volume of chatter against Berlin is intensifying the
fear is that radical Islamists bent on driving forces out of Afghanistan will attack. Consider that al-Qaeda timed the 2004
Madrid train bombings three days before Spain’s national elections, influencing the outcome. Additionally officials have
prevented a number of terror attacks against Germany in recent years, including in 2006, suitcase bombs were planted on
German trains, but failed to explode. Furthermore, intelligence services believe that graduates from terror camps in
Afghanistan, Pakistan or Yemen are now well entrenched back home in Germany, many of them converts to Islam.

Gitmo Photos Used to Inspire Terror
Photographs taken at Guantanamo Bay detention center of Khalid Sheikh Mohammed the selfproclaimed 9/11 mastermind have recently appeared on the Internet. The photos were taken by the Red
Cross, not intended for public release, have been appearing on Internet sites used by al-Qaeda and their
sympathizers, and experts warn inspire attacks against the US.
Points to consider:
The Internet is a powerful tool for terrorists, who use online message boards and chat rooms to share information, coordinate
attacks, spread propaganda, raise funds, and recruit. Perhaps the most effective way in which terrorists use the Internet is the
spread of propaganda. Abu Musab al-Zargawi’s al-Qaeda cell in Iraq has proven particularly adept in its use of the web,
garnering attention by posting footage of roadside bombings, the decapitation hostages, and kidnapped Egyptian and Algerian
diplomats prior to their execution. Nor are videos the only form of propaganda. Terrorist websites can serve as virtual training
grounds, some radical jihadi websites have even offered video games in which users as young as seven can pretend to be
holy warriors killing U.S. soldiers. Additionally, consider that, many terrorist groups market their terrorist messages using
Internet sites supported by Western (mainly American) companies. Consider that preference for the United States is not a
matter of chance but rather convenience; companies provide advanced technological support, easily disappear among so
many American and Western companies, and freedom of expression laws allow the various terrorist organizations to operate
minus effective controls of the sites. Canadian Pipeline Blast
A massive explosion at the TransCanada pipeline in Chamberlain, Ontario, Canada recently shot flames
at least 650 feet into the air and resulted in people living in a one-kilometer radius being evacuated. The
fire extinguished by workers from Trans-Canada Pipelines, and the Ministry of Natural Resources, who
are investigating the cause of the blast.
Points to consider:
Natural gas pipelines are challenging to firefighters, because they do not get to it to tackle it, crews instead wait for the gas
company to turn off the gas to that location first and the fire to subside before battling it. Additionally, consider that as of this
time there is no evidence of foul play, but officials have not yet determined the cause of the blast, and if there is any
connection to the string of attacks on the EnCana gas pipelines.
Engineers of Terror
Engineers and engineering students make up nearly half of radical Islamic militants involved in highprofile attacks, according to a study by Steffen Hertog, a prominent French specialist on terrorism.
Points to consider:
Gathering evidence from those participating in past attacks, Mr. Hertog said that about 1/3 of those who took part in the Sept.
11, 2001 attacks, and 67% of those involved in the 2002 Bali bombings in Indonesia, had studied engineering. Additionally,
consider that theory offered by Marc Sageman, a former member of the CIA's Afghan task force, who said engineering is
considered an especially prestigious career in the Muslim world, and these educated professionals suffer social frustration as
a result of a lack of employment opportunities in the region.
The Terrorist Threat Progressively More Serious
Denmark’s Police Intelligence Service (Politiets Efterretnigstjenestre) or PET has recently released a
report stating that more terror groups are looking to attach themselves to al-Qaeda, and al-Qaeda’s
leadership resulting in serious threats increasing.
Points to consider:
"Al-Qaida is establishing new bases of operations outside of Pakistan," said a U.S. Defense Department Official with
knowledge of al-Qaeda operations. Despite counter terrorism efforts, al-Qaeda is finding new havens to carry out their plans
against the West. Consider that Europe is considered a hot spot to breed terror. In addition to the persistence of domestic
terrorist threats in a number of countries, large immigrant populations provide many opportunities for terrorists to blend in.

Stolen Truck
Recently an empty fuel tanker truck was stolen from the M.M. Satterfield Oil Co in Conway, Arkansas.
Points to consider:
The FBI has examined surveillance video and concluded that there appears to be no nexus to terrorism connected to the
theft, but consider there are numerous events where tanker fuel trucks, among other vehicle types were used by terrorists as
vehicle borne explosive devices (VBIED). Consider that most experts call car or truck bombs, an explosive with its very own
delivery vehicle, delivering a substantial bang for not only a minimal buck, but also in a stealthily manner.
U.S. Foreclosures Expected to Peak in 2010
Foreclosure filings in August hovered near July's record high and will probably rise for another year,
according to a recently report released, by the real estate data firm Realty Trac.
Points to consider:
A 2006 study published by the Fannie Mae Foundation found that each foreclosed property reduced residential property
values by an average of $159,000 within an eighth-of-a-mile radius. Additionally according to recent joint research report by
the Kellogg School of Management at Northwestern University, and the University of Chicago Booth School of Business,
homeowners are apt to walk away from their mortgages once their home values fall 15% below their mortgage balances. The
foreclosure crisis has boosted the number of vacant houses in every city. Those properties have become tempting targets for
criminal activity and potential increase in arson fires. Consider that, abandonment of property is the most striking indication of
neighborhood decline, and fire is intertwined with abandonment as both a cause and undesired side effect. Consider that this
coupled, with the economic situation, negatively impacting on U.S. fire departments, affecting their ability to serve their
communities, makes a potential recipe for disaster.
MRSA Found at Beaches
Researchers recently released the results of a study of 10 beaches in Washington State, finding Staph
bacteria at nine of them, including five with Methicillin-Resistant Staphylococcus Aureus (MRSA).
Points to consider:
Reports indicate the MRSA strains resemble the hard-to-treat, highly resistant bug usually seen in hospitals, but increasingly
has been seen in ordinary settings such as schools, locker rooms and gyms. Consider that the main mode of transmission of
staph and MRSA is through hands, which may become contaminated by contact the bacteria. Frequent hand washing is the
most important way to prevent spread of staph. Additionally skin infections, and open wounds should be kept covered, with
clean, dry bandages until healed.
On the Hunt for “Dirty Bomb” Material
The International Atomic Energy Agency (IAEA) recently recovered dozens of Russian-made, highly
radioactive sources from a Lebanese research institute. This recent action is part of a wider IAEA
initiative to secure radioactive materials, which could be used by terrorists to make “dirty bombs”.
Points to consider:
“While this operation was a success, it merely scratches the surface of a global problem, it's a thousand-piece jigsaw puzzle
and this is at best one piece," says Matthew Bunn, a non-proliferation expert at Harvard University: Consider that al-Qaeda
has made no secret of its desire to obtain a dirty bomb, and this threat must be taken seriously. Terrorists look for the weakest
link, and a dirty bomb, which is a combination of a conventional explosive, such as dynamite, with radioactive material might
not cause huge loss of life but would have an enormously damaging “fear factor”.
Potassium Hydroxide Spill on I-5
Northbound lanes of the I-5 in L.A. County, CA were closed recently, after tanks containing of liquid
potassium hydroxide dislodged from a truck, spilling 300 gallons of the chemical on the freeway.
Points to consider:
Potassium Hydroxide (UN 1813, solid or UN 1814 solution), commonly called caustic potash is a caustic compound used in
chemical manufacturing. It is a strong alkaline chemical. It reacts violently with acid, dissolves readily in water, giving off a
great deal of heat and forming a caustic solution. Additionally, it is corrosive in moist air near metals such as zinc, aluminum,

Hazardous Materials Spill at Lab
The Santa Barbara City Fire Department HAZMAT team recently responded to a chemical spill in the
Pathology Lab at Cottage Hospital in Santa Barbara, CA. Lab employees had self evacuated and told
arriving firefighter that approximately 3 gallons of the chemical Formalin had spilled onto the floor while
being moved.
Points to consider:
Formalin is an aqueous solution of the chemical compound Formaldehyde, which can be used as a disinfectant or
preservative. Formaldehyde (UN 1198) is well known as a preservative in medical laboratories, as an embalming fluid, and as
a sterilizer. Its primary use is in the production of resins and as a chemical intermediate. Moderate fire hazard when exposed
to heat or flame, vapors are heavier than air and may travel a considerable distance to a source of ignition and flash back.
Vapor-air mixtures are explosive. Toxic vapors are generated during decomposition in fire (formic acid). For general operating

Tanker Carrying Jet Fuel Overturns
A tractor-trailer carrying 10,000 gallons of aviation fuel overturned on an exit ramp of the I-290 in
Amherst, NY, recently. The overturned tanker carrying jet “A” fuel affected more than just traffic as a
significant amount of the fuel leaked from the tanker, necessitating the evacuation of nearby residents.
Points to consider:
Aviation fuel/Jet-A (UN 1863) is a white to light amber flammable liquid with a faint petroleum odor. It presents an extreme fire
hazard, by quickly evaporating, even at low temperatures, forming an explosive vapor (fumes), which can catch fire and burn

Sodium Hypochlorite Leak
A sodium hypochlorite leak at Cypress Gardens water-park in Winter Haven, Florida sent 5 employees to
the hospital complaining of respiratory distress recently.
Points to consider:
Sodium Hypochlorite (UN1791) is a colorless corrosive liquid with strong odor. Stable. Contact with acids releases poisonous
chlorine gas. Incompatible with strong acids, amines, ammonia, ammonium salts, reducing agents, metals, aziridine,
methanol, formic acid, phenylacetonitrile. For general operating procedures refer to the Emergency Response Guidebook,

Phenol Spill at Clinic
An employee was removing the bottle of phenol from a shipping box at the Wingra Family Medical
Center in Madison, WI recently, when he spilled the chemical resulting in seven people in the building to
experience respiratory distress.
Points to consider:
Phenol (UN1671) is a clear corrosive liquid, or white crystals (solid) with a sweet odor. Vapors may form an explosive mixture
with air. Incompatible with strong oxidizing agents, alkalies, nitric acid, calcium hypochlorite, and halogens, Mixture with
nitrobenzene and aluminum chloride may violently explode. For general operating procedures refer to the Emergency

Sulfuric Acid Spill
A defective valve on a shipping container holding sulfuric acid allowed 300 tons of the acid to be
released into the sea at Kingston harbor, Jamaica. The spill affected more than two miles of the
shoreline, leaving many dead fish and prompting a warning from the Office of Disaster Preparedness and
Emergency Management (ODPEM).
Points to consider:
Sulfuric acid (UN 1830) is a thick oily odorless liquid, but has a choking odor when hot. Considered highly corrosive, it will
react with water to produce toxic and corrosive fumes. Vapors are heavier than air and will collect and stay in low areas. For

Overturned Anhydrous Ammonia Tanker
An 18-wheeler hauling anhydrous ammonia overturned recently, resulting in a nine-mile stretch of I-10 to
be closed in Florida’s Escambia and Santa Rosa counties.
Points to consider:
Anhydrous ammonia (UN 1005) has a strong, pungent odor and may be shipped or stored as a compressed gas or cryogenic
liquid. It produces a toxic, visible or invisible gas cloud that is lighter than air but may hug the ground when cool. Anhydrous
ammonia will burn under certain conditions, it is classified as a corrosive liquid and poison gas in other parts of the world
Responders to incidents involving anhydrous ammonia will require Level A chemical protective clothing and self-contained
breathing apparatus (SCBA) to protect them or to perform rescue. For general operating procedures refer to the Emergency

Power Plant Release
Hazmat crews were dispatched to American Electric Power’s Cardinal Plant in Jefferson County, Ohio
after an ammonia vapor leak caused by a faulty valve in the plants emissions control system, allowed
vapor to escape.
Points to consider:
Ammonia (UN2672) is corrosive to the skin, eyes, and lungs. Exposure to 300 ppm is immediately dangerous to life and
health. Ammonia is also flammable at concentrations of approximately 15% to 28% by volume in air. When mixed with
lubricating oils, its flammable concentration range is increased. It can explode if released in an enclosed space with a source
of ignition present, or if a vessel containing anhydrous ammonia is exposed to fire. Fortunately, ammonia has a low odor
threshold (20 ppm), so most people will seek relief at much lower concentrations. For general operating procedures

Meth Lab Explosions
Recently there have been multiple reports of explosions caused by illicit methamphetamine (meth) labs,
in particular an explosion in Deep Run, Virginia where the force of the explosion was so violent that it
dislodged the house from its foundation.
Points to consider:
Consider that meth labs contain all sorts of hidden hazards. A clandestine meth lab will likely have hazardous, flammable
chemicals stored in every type of container imaginable. Additionally, a variety of gases may be used in meth production; these
include phosphine, anhydrous ammonia and methylamine, as well as propane. These gases can be compressed in small
cylinders or in tanks. Meth labs also have a wide assortment of metal salts and other inorganic compounds present, such as
lead metal, lead acetate, magnesium chloride, palladium, lithium, sodium and potassium metals, iodine crystals, red
phosphorous and mercuric chloride, which may be labeled or unlabeled. Furthermore, another class of chemicals contained in
meth labs will be acids like hydrochloric acid, sulfuric acid (muriatic acid or battery acid) and hydriodic acid and bases like
sodium hydroxide (drain cleaner), potassium hydroxide and ammonium hydroxide. Finally, a variety of salts, like mercuric
chloride, lead acetate and magnesium sulfate, will also be present.
“Bug Bomb” Sparks Fire
Vapors from a chemical "bug bomb" reached a pilot light, sparking a fire that damaged three
apartments inside the four-unit apartment building in Salt Lake City, Utah recently.
Points to consider:
Consider that due to health and safety issues associated with these products, the state of New York has banned such insect
foggers. Consider that special hazards that exist with insecticides which include: the flammable or explosive potential of the
chemicals and containers, the toxic properties of the smoke, fumes, vapors, dusts, and liquids, and the long-term affects of
spilling or dispersing biologically active chemicals into the environment. Be aware that the active ingredients of most
insecticides are not flammable, but the formulation solvents of liquid emulsifiable concentrates or oil solutions (xylene,
kerosene, or other organic solvents) are, and present a substantial fire hazard.

Hazardous Material Freight Study
According to U.S. Department of Transportation (DOT) records, there have been 148,289 incidents
involving the release of hazardous materials on highways over the past decade, 4,136 considered
serious, resulting resulted in 119 deaths and 1,550 injuries.
Points to consider:
Every day, some 800,000 hazardous materials are shipped on the road, carrying everything from chlorine and gasoline to
liquefied natural gas and radioactive material, according to a study by the Transportation Security Administration (TSA).
Recently, Buncombe County, NC emergency management officials and the U.S. Department of Energy announced they
expect to finish a survey soon taken from approximately 600 trucks stopped at four weigh stations in Buncombe and
Henderson counties. The goal is to put responders in a better position to handle dangerous chemical spills. Consider that
trucks transport hundreds of types of chemicals, but this study should help local responders focus their training on the most
common ones they may encounter, in particular which materials are used locally.
Tanker Crash Closes Turnpike
The Florida Turnpike in Miami-Dade Florida was shut down after a fuel tanker collides with a mini-van
recently. A HAZMAT team was called to the scene, contained the 9,000 gallons of fuel that spilled across
the highway, a covered the flammable liquid with fire-fighting foam to prevent it from igniting.
Points to consider:
A tanker can hold up to 9,000 gallons of fuel. Gasoline (UN 1203) is highly flammable colorless to yellow liquid which may be
dyed to a range of colors. Vapors are heavier than air and will collect in low areas. Initial operations may include, removal of
all ignition sources, and the application of foam to large areas of spilled liquid to control vapors. For general operating

Police Find Explosives In Car
A Kansas Highway Patrol trooper pulled over a car about eight miles west of Larned, KS recently,
because the vehicle matched the description of one involved in a hit-and-run accident. When the trooper
walked up to talk to the driver he could see an object in the vehicle that resembled an explosive. The
KHP bomb unit was called to the scene, closed a four-mile stretch of Highway 156, and removed two
explosive devices from the car.
Points to consider:
This incident once again illustrates that there are no such thing as a routine operation. Consider that the most important rule
with explosives remains: Do not disturb it. Evacuate the area immediately and ensure that no one reenters the area. Establish
an initial "exclusion area". You can adjust the size of the area, if needed, considering the type of explosive, the physical size of
the package and the surrounding area Additionally, premature detonation is a common hazard in construction of any
homemade bomb, making unintentional detonation incidents common. Remember that upon the discovery of explosives
devices at any operation the appropriate agencies shall be notified promptly.
Explosive Chemicals Found in Union City Home
Police recently executed a search warrant for narcotics at a Union City home and arrested a man on explosiverelated and drug-related charges. While searching the house, police found several guns, ammunition, blasting
caps, as well as an abundance of chemicals used to make black powder and thermite, both high explosives, police
reported.
Points to consider:
Consider that thermite is a mixture of easily obtainable and inexpensive chemicals that, when lit, burns at approximately 4000
degrees, and can easily burn through thick steel! Home made thermite is usually the consistency of black powder, and military
grade thermite is in the form of compressed blocks.
