SECTION 10. The registrar of motor vehicles may issue such rules and regulations as he may deem necessary to accomplish the transition from a calendar year system of registration to the staggered system of registration provided for in this act. A N ACT PROVIDING THAT CERTAIN EMPLOYEES FORMERLY EMPLOYED AS LABORERS AT THE WACHUSETT MOUNTAIN STATE RESERVATION BE GIVEN CERTAIN SALARY ADJUSTMENTS. Be it enacted, etc., as follows: Notwithstanding any contrary provision of law, Raymond Beauchamp, Chester I. Drury, Donald E. Siplas and Allen E. Slongwhite, formerly employed as laborers at the Wachusett Mountain State Reservation and transferred to the department of natural resources as conservation helpers under chapter thirty-one of the General Laws, shall be given full credit for time served at the Wachusett Mountain State Reservation towards salary entitlement under paragraph (1) of section forty-six of chapter thirty of the General Laws. A N A C T PROVIDING THAT T H E COMMISSIONER O P CORREC- T I O N , THE COMMISSIONER OF PROBATION AND THE CHAIRMAN OF THE PAROLE BOARD SHALL BE MEMBERS OF THE ADVISORY COUNCIL OF THE MASSACHUSETTS REHABILITATION COMMISSION. Be it enacted, etc., as follows: Section 76 of chapter 6 of the General Laws, inserted by.section 2 of chapter 602 of the acts of 1956, is hereby amended by striking out, in line 4, the words " t h e director of employment security" and inserting in place thereof the words: — the commissioner of correction, the commissioner of probation, the director of employment security, the chairman of the parole board. Approved November 18, 1967. Chap. 739. A N ACT ESTABLISHING THE GOVERNOR'S MANSION COMMISSION. Be it enacted, etc., as follows: SECTION 1. Section 17 of chapter 6 of the General Laws is hereby amended by inserting after the words "the advisory council on home and family", inserted by section 1 of chapter 624 of the acts of 1966, the words: — , governor's mansion commission. SECTION 2. Said chapter 6 is hereby further amended by adding after section 154, added by chapter 477 of the acts of 1967, under the caption GOVERNOR'S MANSION COMMISSION, the following section: — 632 ACTS, 1967. — CHAP. 739. Section 155. There shall be a governor's mansion commission to consist of five members to be appointed by the governor for terms of five years. The governor shall designate one of the members as chairman and shall fill any vacancy for the unexpired term. The members shall serve without compensation but shall be reimbursed for their expenses actually and necessarily incurred in the performance of their duties. Said commission shall supervise and maintain all structures, furnishings, equipment and grounds of the governor's mansion, subject to appropriation. SECTION 3. Of the members first appointed to the governor's mansion commission, established under section one hundred and fifty-five of. chapter six of the General Laws, inserted by section one of this act, one shall be appointed for a term of one year, one for a term of two years, one for a term of three years, one for a term of four years and one for a term of five years. Upon the expiration of the term of any such member his successor shall be appointed for a term of five years. Approved November 18, 1967. '. Volpe, pursuant to the provisions of Article XLVIII of the Amendments to the Constitution, the Referendum II, Emergency Measures, hereby declare in my opinion •the immediate preservation of the public convenience requires that the law being Chapter 739 of the Acts of 1967, entitled "An Act Establishing the Governor's Mansion Commission." and the enactment of which, received my approval on November 18, 1967, should take effect forthwith. Postponement of the operation of this act for 90 days would defeat its purpose which is to allow for the establishment of the commission and its proceeding with the administrative matters in connection with the procuring of the Governor's mansion as authorized in Chapter 667 of the Acts of 1967.
