Macie Hancock has been selected by the Third grade team at West Carthage Elementary to be our
Student of the Month.
Her teacher, Ms. Crossman, said that Macie immediately came to mind when deciding upon student of
the month. When choosing a student that exemplifies what Student of the Month should be, Ms.
Crossman felt it was important for her to choose someone who displays a strong work ethic,
trustworthiness, and excellent character no matter the situation.
Macie goes above and beyond in all that she does. She accepts hard work and is the first to offer
assistance to her classmates. Her classmates look up to her, seeking her for guidance or assistance
with a task if needed. Macie is patienÇ considerate, and friendly to all of her peers and staff. She
comes to school every day ready to learn, putting forth her best effort in all that she does. She is
compassionate and empathetic, always there for her peers to listen or help as needed. Macie is
trustworthy, kind, and notices if her peers need a word of encouragement or support. Ms. Crossman
feels extremely lucky to have Macie in her class and is very proud of her and her achievements.

The recommendation for the High School Student of the Month for November is Ernest
Ash-Shiddiqi. Ernest is an exchange student residing with Nancy Sanderson of
Carthage. Ernest was nominated by Mr. Cummings and Mr. McFall.
Mr. Cummings and Mr. McFall would both like to nominate Emest Ash-Shiddiqi for
Student of the Month.
Ernest comes to us from Indonesia as an exchange student. In his country the SI (metric)
system of measurement is used.
Ernest is enrolled in Introduction to Engineering Design, a college credit bearing class,
and Technical Drawing.
Both of these classes are embedded heavily with measurement and number systems.
Ernest has worked hard at overcoming the number system "hurdle". His work ethic has
earned him a 98% average in IED, and 100% in Technical Drawing.
Ernest is always polite and has a smile on his face! He makes

The funds associated with lmpact Aid are often unpredíctable and uncertain. ln September, we shared
with you that we unexpectedly received 7007{a) lmpact Aid funds. We were sent 5195,632 for FY 2016
and 5224,7 22 f or FY 20L4.

Eligibility for 7007(al funds comes as a result of our receipt of 7003(b)(2) aid
impacted status.

Congress appropriates approximately 40% of all7007 funds for these payments. The other 60%
-
our heavily
of 7OA7 funds goes toward competitive grants. However, the decisíon to appropriate funds
toward 7OA7 at all is made by Congress on an annual basis. Some years they allocate and some
years they do not.

The receipt of the FY2016 funds {$195,632) led us to wonder why we have never received funds
for this in the past, since we have held the heavily impacted status since 2013. When I asked
this question of the lmpact Aid office, I learned that in fiscal years 20L2,2073 and 20L5
Congress directed funds to a program other than 7007 , so we would not receive funds for those
fiscal years. However, we learned that we should have been paid for fiscal year 2014. Following
this realization, the lmpact Aid office immediately sent us the tY201.4 voucher, resulting in
another 5224,722 in unexpected funds!

These funds have very strict restrictions as to how they may be used. They include:

this and called upon a number of consultants (State Aid Planning, Fiscal Advisors, our External
Auditor and the Dept. of Education - lmpact Aid Office) for their input into this decision.
Our goal is to ensure that our recommendation allows us the greatest benefit from the dollars

without resulting in a loss of state aid and without dramatically impact our tax cap, increasing
our unassigned fund balance percentage or jeopardizing aidability of future projects.
Based on all of these factors, our recommendation ¡s to put the funds in our Debt Service

Mr. Turner explained the School Board Recognition week from Governor Cuomo. Mr. Turner gave each Board
member a certificate of appreciation from the Governor. Recognizing school board member service should be a
year-round endeavor, but designating one week to highlight these volunteers' efforts ensures they receive some of
the thanks they deserve. School Board Recognition Week is an opportunity to raise community awareness and
understanding about the crucial role school board members have within a school district. Mr. Turner asked for a
round of applause for all that Board members do.
4.2 District Safety Plan
Mr. Turner said there are no details in the supporting documents, the details are in the building safety plans and are
not for public viewing, they are confidential. There is a 30-day review for comments regarding the District Safety
Plan. The Board of Education will adopt the plan at the December L2,2016 meeting. Mrs. Hammond asked if the
building principals will be updated in the plan. Mr. Turner said yes.

Boiler update
Mr. Turner recalled Mr. Colangelo asking if we could use our funds and reimbursed by the state at the previous
meeting. NYSED says no, it cannot be used for repairs. Boiler is back up and running, tubes have been replaced.

Superintendent of Schools, approves to expend the $100,000 budgeted for capital improvements in the 2OI6-20L7
school year.
WHEREAS the duly adopted budget for the 2OL6-2OI7 school year includes an appropriation of S100,000 for capital
improvement projects to be conducted during such school year; and
WHEREAS the maintenance of our facilities is an ongoing concern that can be addressed with such funds; and
WHEREAS recommendations have been made by the school district architect, Bernier Carr & Associates and
Director of Facilíties to undertake floor replacements throughout the high school; and
WHEREAS the Carthage Central School District Board of Education appoints Bernier Carr & Associates for the
project at a fee of S12,000.00;
NOW, THEREFORE BE lT RESOTVED as follows:
L. The school district architect and the Superintendent are directed to take the necessary steps to obtain the
requisite approval from the New York State Education Department, and thereafter to arrange for the installation of
the following items at the Carthage High School as appropriate:

2. The school district architect and the Superintendent shall determine the order of rooms, and the extent of such
actions in such room, to expend the funds allocated in the 2016-20L7 school budget.

WHEREAS, the Carthage Central School District Board of Education, wishes
to approve floor replacements

WHEREAS, the New York State Education Department (SED) relinquished the lead agency status to the Board
of Education by revising Commissioner of Education Regulation 8 NYCRR Section 155.9 while this action was before
the State Education Department;
WHEREAS, the Board of Education is lead agency for coordinated review under SEQR pursuant to Section
617.6 of Title 6 of the NYCRR
WHEREAS, the work itemized in the Capital Construction Program is of a reconstruction or renovation nature
and involving no change in the square footage of the existing structure or facility;
NOW, THEREFORE BE lT RESOLVED, that the Board of Education, acting as lead agency pursuant to the State
Environmental Quality Review Act considers the work to have no significant environmental impact and requires no
further review under SEQR. Thus, the work is classified a Type ll Action. The Board of Education further directs the
Superintendent to cause the Negative Declaration to be filed and noticed in accordance with the applicable

Mr. Schwartz thanked the Board for allowing him to attend the NYSSBA convention in Buffalo over the weekend. Mr.
Colangelo attended a District Safety meeting, but left Safety meeting notes at home, he will discuss at next meeting.
Mrs. Hammond also attended the NYSSBA Convention in Buffalo, she said sessions were better this year. She served
as a voting delegate. As a representative the group passed two bylaw amendments out of the proposed five.

Commissioner of Education was unable to be there. They had a specialist in education there. His theme was think
outside of the box with teaching. He said that curriculum is based on research from bigger cities then pushed out to

setting won't in a rural. Some ideas were to let children vote on what kind of instrumental music to hear between
classes, or students teaching peers in a classroom.

Ms. Rohr attended the Technology meeting on October 13th. Use of old iPads they are being phased out. Once the
iPad goes, it will not be replaced. Also decided 6 iPads willgo to each 2nd grade teacher. Mr. Colangelo asked how
many we had, she believed 1-00 or more. Other items discussed were professional development, teachers creating
web pages, having some classroom teachers be a trainer in their building for best practices in the classroom.
Family Educational Rights Privacy Act (FERPA). Student privacy and retention of records. Feedback from elementary
buildings regarding computer application teacher, things are going well, working closely to develop curriculum.
Keyboarding is still a concern, would like to begin at a lower level. K-2 to begin, so by the time in grade 3 they are
familiar with the skill. Staff computers are aging out. Working through the b¡dding process. November 17 is the
next meeting.

Dear Members of the Board of Education,
The Carthage Middle School French Club would like permission to travel to
Montreal, Canada on Friday, May 19th until Saturday , May 20th,2017. We
will travel from Carthage to Montreal via a chartered bus from our travel
company, Explorica. We will depart from school at7:00 A.M on Friday and
we will return to the Middle School around 9:00 P.M. on Saturday evening.
The students who attend this trip will miss one day of class in the Middle
School and are expected to let their teachers know in advance and make up
any work that is expected of them.
The French Club and members will pay for the cost of this trip. The
students are raising money to pay for their trip through fundraisers. The cost
of the trip is approximately $385.00 per student, which includes bus
transportation to Montreal and back to Carthage, meals, lodging, night
supervision and all activities mentioned in the attached itinerary.
For every 10 students on our trip, we will bring a chaperone. I am in the
process of organizing a list of chaperones. Several parents have also
expressed an interest in participating.
The Middle School French Club has taken a trip every year. The last several
years we have traveled with a tour group called Explorica and we have had
a fantastic time. Explorica provides us with an itinerary that is exciting and
educational and enhances the curriculum that we love to study, French.
As soon as we have Board approval for this trip, we will finalize fhe details.

The parties to this AGREEMENT are the Carthage Central School District ("CCSD"), with its
principal business address at 25059 Woolworth Street, Carthage, New York 13619 and the
Lowville Academy and Central School District ("LACSD") with its principal business address at
7668 State Street, Lowville, New York 13367, collectively the "DISTRICTS" or "PARTIES".
RECITALS
A. Pursuant to the terms and conditions of this AGREEMENT, the DISTRICTS have
determined that the sharing of Transportation Services ("SHARED SERVICES") will serve the
financial and pedagogical interests of both PARTIES. Under this agreement, CCSD will be the
PROVIDER DISTRICT for such services and LACSD will be the PURCHASING DISTRICT
for such services.
B.
The DISTRICTS are established as central school districts under the New York
State Education Law Sections 1804 and 1709, which authorizes the board of education of a
central school district to ønploy personnel and to enter into agreements as necessary to carry out
its duties and, the DISTRICTS' boards of education desires to enter into this SHARED
SERVICES agreement.
C.
New York State General Municipal Law, Article 5-G ($$119-m through 119-oo)
authorizes the DISTRICTS to each enter into an inter-municipal cooperation agreement ("ICA")
to carry out any function or responsibility each has authority to undertake alone.
D.
The DISTRICTS have undertaken a reasonable review of the cost of separately
employing the necessary staffing and have decided that CCSD will now provide LACSD with
Transportation Services for students living along CCSD's established bus route from the District
to the River Valley Mennonite School, a private parochial school located at 5473 State Route
410, Castorland, New York 13620, to which the CCSD is required to provide transportation for
CCSD students. Based upon the staffing provided by CCSD, the services and costs will be
mutually agreed upon by each DISTRICTS' Superintendents on an annual basis and in writing.
Evidence of such agreement for mutually agreed upon services and costs will be attached to and
made apart of this agreement.

COVENANTS
NOW, THEREFORE, in consideration of the mutual promises contained in this
Agreement, and other good and valuable consideration, receipt of which is acknowledged by
both parties, it is agreed as follows:
1.
TERM:
The term of this AGREEMENT shall be for the remainder of the current fiscal year, and
shall extend from the date of signing of this agreement through and including June 30,
2017. Thereafter, this agreement is renewable in one-year increments to begin on July l,
2017 and ending on June 30, 2018, and on the same dates every year thereafter. Renewal
for any subsequent year must be based upon an affirmative vote of both PARTIES'
Boards of Education on or before the expiration of the current term. Notice of nonrenewal of this agreement may be given by either DISTRICT in the same manner as a
cancellation of this agreement under paragraph "10" below. For the 2016-2017 school
year and all years that follow, this shared service agteement is limited to transportation
provided according to Carthage's regular attendance and school calendar, including snow
days, superintendent' conference days, and/or cancellations should they arise.
2.
EMPLOYMENT OF TRANSPORTATION PERSONNEL:
CCSD as the PROVIDER DISTRICT agrees that it will employ all of the necessary
stafftng, as deemed appropriate by CCSD, to provide transportation services including,
but not limited to, a bus driver and bus as necessary to provide the agreed upon services.
Such individuals will be duly appointed pursuant to the requirements of New York State
Civil Service Law and New York State Transportation Laws as duly licensed and
certified school bus drivers, whose services will then be available to CCSD as the
PURCHASING DISTRICT upon the terms set forth in this Agreement.

CCSD shall be responsible for providing the SHARED SERVICES necessary to meet its
obligation under this contract, which includes providing transportation services to
LACSD students attending River Valley Mennonite School whose home address and
pickup location is located along the route used by CCSD buses providing transportation
for CCSD students between the CCSD and River Valley Mennonite School.
4.
REIMBURSEMENT AND PROVISION OF SERVICES:
The parties agree that the employee(s) involved in the SHARED SERVICES shall be
considered to be employed by CCSD for purposes of payroll administration, pension
service reporting and all other benefits. LACSD agrees to provide CCSD with such
information that may be necessary for CCSD to properly schedule pick up and drop of
times of LACSD students living on the route to and attending River Valley Mennonite
School.

The Parties general agree that the provision of transportation services as indicated in this
agreement should not cost CCSD any money whatsoever. If there is ever a cost, for its
participation in and utilization of the SHARED SERVICES, LACSD agrees to reimburse
CCSD in an amount agreed to annually between the Parties, as contribution towards the
actual costs of providing the SHARED SERVICES. The scope of the DISTRICTS'
SHARED SERVICES as well as the costs for such services are attached hereto as
Appendix A.
Reimbursement by LACSD for SHARED SERVICES shall be made to CCSD in a
marìner best determined between the parties, in needed, but in no event any less often
then quarterly starting with the DISTRICTS' fiscal year in July. The DISTRICTS
understand that from time to time, CCSD may provide from its own inventory necessary
equipment or materials and supplies for the maintenance and upkeep buses used to
provide services to CCSD. In such instances, any costs necessary for the maintenance
and upkeep of CCSD's respective buses, its bus garage, andlor its facilities will be bome
by CCSD and shall not be considered costs under this agreement.
5.
INSURANCE
CCSD shall maintain in full force and effect during the Term of this Agreement the
following insurance coverage for their mutual benefits:
i.
Workers' Compensation Insurance and Employers Liability Insurance for the
statutory limits as prescribed by the laws of the State of New York;
ii.
Comprehensive general liability insurance with limits of liability for each
occuffence, an in the general aggregate for products/completed operations and
an amount custom and routine, but acceptable to both PARTIES; and
iii.
Automotive Liability with limits of liability of $1,000,000 combined single
limit for owned, hired and borrowed and non-owned motor vehicles.
CCSD shall provide prior written notice of the cancellation, termination, or modification
of said policies.
CCSD agrees to name the LACSD as additional insured in its policies for transportation
services provided to students of the LACSD attending River Valley Mennonite School.
CCSD will hold LACSD harmless from any deductible or insurance policy required to be
maintained pursuant to this agreement.
Equally, LACSD agrees to name the CCSD as additional insured in its policies
comprehensive general liability and excess coverage for CCSD's provision of
transportation services to students of the LACSD attending River Valley Mennonite
School. LACSD will hold CCSD harmless from any deductible or insurance policy
required to be maintained pursuant to this agreement.
At any time prior to or after the commencement of the within services, either Party shall
provide proof of the insurance as may be required to comply with the indemnification and
hold harmless provisions outlined under this agreement upon the request of the other
Party.

6.
NON ASSIGNMENT:
This AGREEMENT may not be assigned by either DISTRICT, or its right, title or
interest therein assigned, transferred, conveyed, or otherwise disposed of without the
previous consent, in writing, of the other DISTRICT and any attempts to assign the
contract without such written consent will be null and void.

DISPUTE RESOLUTION:
In the event either DISTRICT has a dispute relating to this AGREEMENT, including but
not limited to the applicability of professional standards for work undertaken by any
employee under this agreement, it shall provide written notice to the other DISTRICT of
such dispute and include a detailed description of the nature of the dispute and proposed
method of resolution. Within seven (7) calendar days of receiving such notice, the
receiving DISTRICT shall contact the disputing party and a mutually acceptable time
shall be set for the PARTIES to meet and discuss the resolution. Both PARTIES shall
provide documentation or other information useful for resolution of such dispute. Both
PARTIES shall make a good faith effort to resolve such dispute in mutually acceptable
and timely manner. In the event the PARTIES cannot agree to resolve such dispute,
either DISTRICT may exercise its right to terminate pursuant to paragraph nine (9) of
this AGREEMENT.

RENEGOTIATION
Either DISTRICT may request renegotiation of all or part of this Agreement by providing
a written request to the other DISTRICT at least ninety (90) days prior to the expiration
of this agreement. To ensure that the aim of providing predictability, stability, and
certainty is achieved for both DISTRICTS through this agreement, it is the intent of the
DISTRICTS that this ICA not be easy to renegotiate.
Notwithstanding the above intent, in exceptional cases when there is a significant change
of circumstances of one of the DISTRICTS, for example, including but not limited to an
act of god resulting in one DISTRICT'S total or substantial loss of its entire bus fleet or
repair facilities, the DISTRICTS may mutually agree to renegotiate the ICA in whole or
in part outside of the normal process and timelines outlined herein.

CANCELLATION:
Both PARTIES reserve the right to terminate this AGREEMENT upon providing sixty
(60) days written notice to the other DISTRICT. However, where such notice does not
coincide with the annual renewal of this contract, prior to providing such notice, the
DISTRICT seeking termination shall participate in dispute resolution as described in
paragraph seven (7) of this AGREEMENT.
10.
NOTICES:
Any notices or other communications that must be given in connection with this
AGREEMENT shall be in writing and shall be deemed to have validly made or given
when delivered personally or when received if properly deposited with the United States

The costs for the SHARED SERVICES agreed to by the DISTRICTS under this AGREEMENT shall
include the following:

Salary and payroll expenses of necessary CCSD employees providing transportation services to
LACSD students attending River Valley Mennonite School under the terms of this agreement,
including but not limited to the following:

Any other related expenses for the transportation services provided to LACSD students
approved by the CCSD.

The scope of SHARED SERVICES to be performed under this AGREEMENT shall include the
following:
1.
Transportation to and from LACSD student residences or locally situated bus stop as determined
by the CCSD along the normal bus route from the Carthage Central School District to the River
Valley Mennonite School.
2. Any incidental services necessary to carry out the services listed above; and
3. Any other related services as agreed to by the DISTRICTS.
