Future of Public Health in Kansas
 Statewide governmental public health systems are
increasingly under-resourced and have limited
funding tools to support needed services.
 Creating a stronger public health system has been a
growing national priority.
 There has been interest and work done in other
states to develop long-term strategies for defining
and delivering foundational public health services
(FPHS) as a solution to these dual challenges.

“KALHD’s vision is a system of local health
departments committed to helping all Kansans
achieve optimal health by providing
Foundational Public Health Services (FPHS).”
 The overall Future of Public Health in Kansas
project seeks to develop Kansas-specific FPHS
definitions and understand the costs and for
providing those services, under different operating
paradigms.

Foundational Public Health Services
FPHS define a minimum package of governmental
public health services, that:
 Are Population-based preventative health services.
 Where governmental public health is the only or
best potential provider of the service.
 Where it is mandated that services must be
provided by the public health authority.

Kansas FPHS
 Definitions for each foundational capability and area are
supported by lists of individual components.
 There are 113 total components.

Fiscal Assessment Overview
 The fiscal assessment has two purposes:
• Understand the current resources being spent on
Foundational Public Health Services across Kansas.
• Understand the costs of fully implementing Foundational
Public Health Services across Kansas under different
operating paradigms.
 The fiscal assessment will be completed by a
targeted sample of 20-25 LHDs to provide data that
can be scaled to all 100 LHDs to support a
statewide evaluation of current spending and full
implementation costs.

LHD Participation
 Participation in the fiscal assessment is strictly
voluntary and there is no intention of using this
data for performance evaluation purposes.
 Participation in the fiscal assessment will provide
LHDs with deep insight into the FPHS definitions
and how their activities might be augmented by full
FPHS implementation.
 LHD participation is critical to a successful
assessment process – LHDs have local expertise
that no one else has!

Fiscal Assessment Process
 Our goal is to make this fiscal assessment process
as valuable and easy to complete as possible for
participating LHDs.
 To do that, we’ll provide LHDs with an assessment
tool that generates an initial estimation of FPHS
needs and helps them to record their current
spending and final estimates of their FPHS needs.
 We’ll work with LHD’s to help them calibrate their
level of effort on the fiscal assessment to the time
they have available.
