1. INTRODUCTION Before the year 1997‐98, the Food Corporation of India was the sole procurement agency of the Government. From 1998‐99, the procurement of Levy Rice was started in West Bengal. Since then, the State Government issues, with concurrence of the Government of India, a yearly Levy Control Order called the West Bengal Rice Mills (Control & Levy) order which remains valid from the month of October to September of each year. The year is demarcated as the Khariff Marketing Season of the KMS. The Minimum Support Price or the MSP per quintal of paddy in relation to the grade or the variety of the paddy is announced by the Government of India in each year in the month of August/September. Accordingly, the price of the Levy Rice is also fixed by the Government of India. The Rice Mills operating in this state are required to deliver a certain percentage (now it is minimum 50%) of their annual production of Rice in the Government account in the price fixed by the Government of India after fulfilling the Fair Average Quality norms. Different Agencies like NAFED, BENFED, CONFED, NCCF & the WBECSC Ltd. are also used to purchase paddy in MSP from the farmers directly or through the Primary Agricultural Co‐operative Societies (PACS) and deliver the resultant rice in the Government account in the form of Custom Milled Rice (CMR). 2. PADDY PRODUCTION Bardhaman is the only one district which is fortunate with both the Agriculture and Industry. On an average 58% population of this district is dependent on agriculture and the rest on Industry. Rice is the most important crop of this district. It grows in the state in three different seasons viz., Aus(Autumn Rice), Aman(Winter Rice) and Boro(Summer Rice). Mainly, the production of Aus and Aman paddy constitutes the major Khariff Crop and it covers 4,24,000 hectors of total cultivable area. This year, total production of Khariff paddy is expected to be 20,00,000 MT. It was 19,00,000 MT last year. The production rate of paddy is 4.7 MT per hector. Page 1 of 8 3. TARGET FOR KMS 2012‐13 This year, the Government of West Bengal has announced a target of 1,60,000 MT of Levy Rice against 2,05,000 MT of the last KMS. Target of this district in Levy and CMR account is given below. YEAR WISE ANALYSIS ON PROCUREMENT IN BURDWAN The target for 1998‐99 for Burdwan district was fixed at 1.63 lakh MT out of the state target 4.66 lakh MT on the Rice Mills, Mini Rice Mills, Husking Mills and Rice Traders. The district achieved only 0.67 lakh MT. The Rice Mills delivered 40%, Traders 12.36% and the Husking Mills less than 1% of their target. The reasons for poor performances were‐ i) Lack of storage facility, ii) Lack of movement network and iii) Difference in procurement price and the market price. In last year, the procurement was started with a godown capacity of 70,000 MT capacity which was increased to 1,07,021 MT at the end of the season. But, throughout the year, there was a dearth of godown space. Inspite of the fact, this district achieved a record procurement of 2.08 lakh MT of levy rice and 1.27 lakh of CMR totaling 3.36 lakh MT out of the target of 4.37 lakh MT. PLAN OF PROCUREMENT FOR THIS KMS 2012‐13 Though the official date of commencement of procurement is 1st October’2012 for KMS 2012‐13, it was deferred to 1st November’2012 due to some constraints, mainly, i) the CMR offered by the agencies was due for some societies and ii) lack of storage space. The first meeting of the District Level Monitoring Committee(DLMC) was held on Tuesday, October 16th with the members of the DLMC. Major decisions were as follows:‐ 1. The CMR agencies must furnish their tagging list to the DLMC through the DCF&S within 31st October’2012 and that should be communicated to all concerned. 2. The agencies should finalize the plan of organizing at least 10 camps starting from the second week of November’2012. 3. Block level meetings with all Rice Mills, PACS should be completed within October’2012. Block may fix a cap of 30 bags of paddy per farmers in the beginning of the procurement and do the tagging of the area with the paddy purchase centres as suggested by the local MLAs, mutually agreed by consensus. The objective is ensuring sale of marketable Page 3 of 8 surplus of paddy by small farmers at MSP, mostly owing average three to four bighas of land and discouraging the Rice mills from purchasing paddy from the middlemen. This limit may vary in different blocks and will be applicable in case of CMR also. 4. Adequate space has to be created before the onset of procurement season by movement of rice in other districts as quickly as possible. 5. The godown wise vacancy position has to be uploaded to the district website for transparency. 6. The Rice mills has to furnish the daily paddy purchase reports to the DCF&S through SMS on regular basis which also may be uploaded in the district website. 7. Special task forces has to be formed in all blocks for Rice Mill inspections from November’2012 onwards. 8. Arrangements for opening of No Frill Accounts have to be completed. All payments of MSP has to be through the bank accounts by account payee cheques. No issues of cheque bounce, post dated cheques will be tolerated and legal action will be taken against the defaulters. For identification of the farmers, the KCC or the Bank Pass Books will be considered. 9. All CMR agencies should clear their dues to PACS/Societies immediately. 10. Our target for this KMS is 4 lakh MT against last year’s 3.36 lakh MT. Page 4 of 8 6.
