Different awarding formulas
In order to determine the Most Economically Advantageous Tender (MEAT), Negometrix has
different awarding formulas:

Negometrix Utility Index

Weighted Factor Method

Value based awarding
By using these formulas you can relate the quality scores to the offer price. Based on the
price/quality proportion you can calculate the ‘most economically advantageous tender’.
Weighted factor method
When using the weighted factor method you have to determine the expected price range (minimum
and maximum) in which the applicants can fill in their offer price. Additionally, you have to
determine the weight of the price in relation to the quality.
Quality
In the awarding criteria or the project specifications you have to determine the weight for each
specific aspect. The quality score is given based on the answers of the applicant. The total quality
score will then be related to the offer price using the weighted factor method.
Price
The amount of points that applicants can score on the price is based on the earlier determined
range. Applicants can fill in an offer price between the set minimum and maximum and based on this
price, the system will award a percentage score.
An example
Assume that the price/quality proportion is set on 50% / 50%.’Applicant A’ received a quality score of
75% based on his offer. The quality gets, in this example, a total score of (75/2 =) 37.5% because the
quality score adds 50% to the total offer score.
The range of the expected price is set between € 100.000,- and € 200.000,-. ‘Applicant A’ has
submitted an offer price of € 150.000,-. This offer price is worth 50% of the points because it is
exactly in the middle of the range. Because the price adds 50% to the total offer score, the score of
the price has to be divided by two. The offer price of Applicant A is therefore (50/2 =) 25%
Conform these calculations the total offer score of “Applicant A” is (37.5 + 25 = ) 62.5%.
