REGIMENT “AZOV”. RENAISSANCE OF IDEOLOGY
If we consider the main reasons to the functioning of modern political space of Ukraine, or wider
– the whole Western world, we can say that generally speaking the day of ideologies in European
policy came to the end. Ideologies in modern politics are not anymore significant factor. The
main players in official policy, both in Ukraine and in other Western countries, are the team of
professional politicians that serve the economic interests of certain pressure groups, clans,
corporations and others. The main type of politician – an actor and a schemer who sells his
abilities on the market of electoral sympathies and eventually works off finances invested in his
political promotion. Among the leaders of this kind it is difficult to find a person with stable
political preferences, or even more – with worldview principles. Changes in factional affiliation,
change of declared political views – just what lies on the surface. For modern professional
politician compliance with certain ideological and philosophical orientations is unjustified
burden in carrying out successful political career. Sincere political beliefs can sometimes be seen
among community activists, but not among professional politicians. The latest largely parasites
on certain preferences or stereotypes of a certain sector of society. The real goal, as politicians
and their associations (parties and blocs), is the service of purely mercantile interests of
employers (corporations and clans). From here goes the “axiom” of modern political science –
“politics the servant of economy”. In Ukraine, the most famous were Donetsk, Dnipropetrovsk
and Kyiv clans, now the most known are Liovochkin-Firtash oligarchic clans and Kolomoyskyi
clan. Each of these was and is in the process of permanent creating of many political projects
that should protect in the political space corresponding economic interests of oligarchic
structures. In most European countries the situation is not fundamentally different: formed by the
influence of economic interest groups of interest form via institutions of political democracy
political space of the correspondent country. So when it comes to political struggle, in fact we
mean the redistribution of economic resources. It is clear that in these conditions appropriate
political model will generally meet the economic model of oligarchic capitalism. When all
questions in any field are solved solely by cash. Economy refers not simply above any
component of public life, including politics, economy is trying to totally replace everything:
politics, military affairs, geopolitics, religion, family relationships. Why are we not satisfied with
this situation? If everything is bought and sold, the moral principles, worldview, ideology
become “useless remnants”. In economics-centered world “unnecessary” is the family, religion,
social relations, national identity. Not just unnecessary, for the global consumer society all these
things are the direct obstacle to the realization of economic interests of “big players”. It is clear
that ultimately attempts to change the purely economic equivalent of all manifestations of human
life leads to the total atomization of society and the collapse of Western civilization. To
overcome this state of affairs, which follows logically from the economics-centered outlook on
life when the economy is measured, it is necessary not just to offer some alternative within the
same model of worldview. Such alternatives, which are actually imitations, submit various
opposing groups to one another in modern politics – the Social Democrats oppose the Liberals,
the Socialists – the Conservatives and others. In fact, all these political currents are under the
same economics-centered model. Somehow they all look at politics as a means of resolving
certain economic interests. If a political party wants to radically change things, strategy of
development, or wider – the European civilization, it must look at the underlying fundamentals
of the existing system and now offer real, not simulation alternative. Our most fundamental
difference from modern politics is that we look at the world idealistically. Our approaches,
assessment of the root causes of social phenomena and processes vision of their development,
attitudes to certain events, it follows from the idealist and not materialist worldview. Of course,
we do not deny the importance of the economy, or any other things related to the material world.
But the latest in our perception of the world takes on the role of contracting concerning perfect.
In other words – ideological and worldview reasons must be preceded by materialistic (including
economic) calculations. Our ideology is revolutionary in its essence, because it breaks the
current worldview. We say that there are things that can not be measured with economic
equivalent. There are things that can not be bought or sold. There are certain human beliefs,
which do not fit into the economic fabric of commodity-money relations. Family, religion,
national feelings, devotion to country, patriotic duty, those things are not economic equivalent.
Accordingly, on this basis we build all the other things in the plane of practical politics. That is,
if we go out with idealistic notions about human nature and society, then our political model is
built taking into account the priority for the life and development of society with idealistic
outlook, altruistic motives, decent behavior, sense of duty, healthy hierarchy and so on. This
observance and fostering, from the base community level to the higher public policy –
traditional, religious and family values, the sense of national identity, the desire of freedom and
the capacity for self-organization, organic relationship of rights and responsibilities, hierarchy
and individualism, self-development and self-discipline etc. Everything that accompanied
European history for millennia. Everything that made the man the creator of the most developed
European civilization. Everything that economics-centered system tries to destroy to the
foundation. Accordingly, we oppose not just the individual elements of the system. We strive to
not only change the political system or mechanisms for redistribution of resources. All this must
take place, but only as a consequence. The fundamental need – the change in old outlook and
worldview of people into another option of world, yourself, economy, politics, state, nation, etc.,
based on idealistic outlook. Assessment of people, things and events in terms of mercantile
reasons (economic equivalent, the belief that everything is sold and bought, respectively –
everything has its price) has to be replaced with the traditional European rating scale – “What is
good? and what is bad?”. Economic calculations should remain in the economy. Instead, politics
is the sphere of domination of ideological and worldview principles. Actually, the latter should
be used as a universal measure for assessing politicians, political events and phenomena.
Adherence to high standards of moral and worldview values in politics a priori influences on
raising the general level of society. Actually this is the political alternative to the current system.
Society must realize that it is directly interested in the existence of political system in which the
formation of government will be on moral and strong-willed and idealistic, altruistic qualities,
and not as now – on the mercantile calculations and populist playing for the audience. Our task
on educational phase of our work with the community – to inform the latter that a normal
politician – is primarily a sacrificial man, who works for the common good. We focus ourselves
and others on those samples of prominent politicians of ancient, medieval or modern times that
above all put the interests of the whole society, nation, state, sacrificing themselves. Focus on the
political maxim of our Rus knights that “carried the cross for all Rus land”. Planck “what kind of
politician should be?” must be raised just to the right level. Politics – a testing ground of people
activities with altruistic motives and actions, and idealistic aspirations. The revolutionary
struggle against the current system should begin with the ideological and philosophical thinking.
Existing political doctrines, which are based on this system, all without exception are the product
of materialist worldview. All what they care about is regulation of economy and the distribution
of economic resources. Our ideological doctrine differs from them by the fact that is based on the
idealistic worldview. No wonder on our flags is seen the sign “The Idea of Nation”. Actually the
Idea of Nation this is the cornerstone on which our entire ideology is constructed. The nation is
our greatest value. On this is based our worldview. Everything else that grows out of this grain is
only a logical extension of our pivotal ideas. “We are the masters of our first step, and slaves of
all subsequent”. Political doctrines and movements that oppose us, all these liberals and
conservatives, socialists and social democrats, anarchists and communists, republicans and
democrats, have made the first step in one direction – the materialist worldview. Worldview is
based on the evaluation of the material world as the core. As the most valuable. And accordingly
all the rest – trying to use cash equivalents concerning events that, by definition, do not have
such dominance of economy in all sectors of society, mercantile calculations in politics, religion,
art, family relationships – grow out of this first step. If we say that our foundation, our first step
is the Idea of Nation, idealistic perception of the nation as a vital and spiritual community, the
more grows everything else – natiocratic political system, preservation of identity, community
solidarity, social justice, traditionally value, quality hierarchy and self-discipline, the principle of
personal responsibility, the desire to self-improvement and so on.
Comments to MANIFEST
Young generation of Patriots under conditions of undeclared war, understanding the current state
of the Nation and the State as catastrophic, strives to the complete removal of incompetent
government, corrupt politicians and oligarchs from political and economic governance of the
State. We support the implementation of the following provisions:
1. Solidarity of the Nation – against artificial division of Ukraine into East and West.
Commentary: War in the Donbas and internal processes that lead to the collapse of Ukraine as a
state-political formation put on the agenda the question of existence of our nation and state. The
answer will lie primarily in the ability of Ukrainian to ensure internal unity of the country.
Solidarity of the Nation – the main prerequisite for the very possibility of further national and
state development. In times of trials from some representatives of the nation and its social groups
is required effective realization of priority national interests over partial, curbing of selfish
impulses in favor of altruistic, contribution to the defense and development of the State. Example
of Donbass and Crimea, caught in a difficult situation after the occupation, should be a vivid
illustration of the objective interdependence and common interests of all regions of the country
and absolute artificiality of internal borders and the Ukraine artificial division into East and
West.
2. A strong, authoritative, personally responsible authority – against corruption,
irresponsibility and anonymity of modern times.
Comment: The current system of power is built on the principles of post-Soviet oligarchic
model, which are inherent: total corruption in all spheres of life, extreme populism and
irresponsibility of the ruling elite, the absolute power of oligarchs who by their actions destroy
the competitive political and economic space, abuse discretion of law enforcement and judiciary
systems. To replace this system, which is composed of the worst elements of the Soviet and
Western political models, we aim to introduce the political system of Natiocracy, based on the
immediate and direct responsibility of the authorities at all levels for their decisions and actions.
Any inadequate situations, incompetent, immoral, or even more corruption actions by the
government should cause an immediate reaction from the effective hierarchically constructed
system of government, law enforcement, self-governing communities and professional
associations. This approach will make it possible to form a political elite with responsible,
competent, strong, authoritative representatives of the Nation.
3. A Strong Unitary Big Ukrainian State with broad self-government of communities –
against collapse and occupation of the country, including under the guise of federalism.
Comment: Proposed in modern terms decentralization and federalization directly leads to the
collapse of the country and is also intended to leave in some regions political and economic
status-quo, legally secured by some oligarchic clans total control over certain areas of the
country. Under these conditions, strategic decision-making center moved from the capital to
major regional centers, which effectively will act as semi-sovereign public entities. However, the
real government at the community level and local areas will be reduced to zero, with the total
suppression of any public activity and self-organization. Unacceptable political experience of the
Crimea, Donetsk and Lugansk Regions of Yanukovych times will be moved to other regions of
Ukraine. We offer political system, which provides fully reversible mechanism of interaction
between the center and administrative and territorial entities at different levels. The central
government reserves the exclusive right to solve only some, but most important, questions of life
of the country on foreign policy, foreign (including military) and internal security, direct control
over strategic sectors of the economy and the implementation of national projects and so on.
Instead, at the lower the level is transferred the solution of issues of direct life support of
individual communities and local areas. The issue of local infrastructure, construction,
distribution and mutual funds for social programs and other regional projects is solved directly in
the self-governing communities, thus allowing to increase the level of responsibility, selfdiscipline and self-organization, both in individuals and entire communities. At the level of
medium and large territorial-administrative entities is retained jurisdiction to resolve issues
relating to the region, as well as coordination between different communities, without direct
interference in the livelihoods of the latter.
4. Professional Parliament of specialists – against incompetence and populism of current
deputies and parties.
Comment: The political elite of this model is primarily populists who sell their acting skills to
various oligarchic clans that in this way provide total control over the political system and
economic resources of the country. Thus is made purposeful selection of professional politicians
who have a range of negative qualities – unscrupulousness, incompetence, corruption. Parties
that are subjects of the electoral law, only declare the defense of interests of society or its
individual groups. In reality – this is only a façade, behind which are financial and political
interests of oligarchic clans. Such politicians and parties in fact represent nobody but are the
business-offices for sale of converted votes in electoral sympathy. However, a permanent
increase in degree of populism in Ukrainian politics leads to rapid degradation of not a high level
of responsibility of voters who prefer not to make an informed choice, and react to external
stimuli, such as political advertising. Formation of natiocratic Parliament based on professional
principles eliminates all the shortcomings of post-Soviet political model of representative body.
Only appropriate professional level in a relevant field (military science, industry, agriculture,
science, education, medicine, etc.), combined with high moral character, gives the right to
represent the relevant professional groups, local communities in the Ukrainian Parliament.
Executive authority is to become a platform to discuss key national strategic affairs and making
responsible and competent decisions by the best professional specialists of the country.
5. The two-part economy with a combination of public and private sectors – against
excesses of oligarchic capitalism and communism.
Comment: Today the current economic model combines elements of post-Soviet state economy
and paternalistic oligarchic capitalism, which equally impede economic development, destroy
entrepreneurial initiative and economic activity of citizens, promote economic and political
irresponsibility. The interests of oligarchic capital, which grew out of the former communist
nomenclature symbiosis and crime, are in full monopolization of economic and political levers
of governance, which is destroying the competitive environment in various spheres and
consequently leads to stagnation and slowdown of development. We offer the two-part economic
model, which involves creating a competitive environment in the economic and later in other
related areas that will free up creative and organizational potential of Ukrainian citizens. The
state retains influence in relevant areas of the economy that require long-term planning
development and strategic importance to its existence. At the same time – minimizes its
interference in areas where such actions lead only to limit the economic activity and initiative
(light industry, trade, services, etc.). Keeping the coordination and supervisory functions, the
State at the most promotes transparency and ease of doing business as by individual citizens and
by their associations.
6. Nationalization of mineral resources, strategic economic industries and natural
monopolies – against rapacious exploitation of our land by oligarchic structures.
Comment: The use of mineral resources, strategic economic industries and natural monopolies
can not be subject to the use of private economic interests, due to a number of factors: the need
for planned development of relevant industries and long-term investment, which is contrary to
the wishes of objectively existing reception of maximum profits in the short term by private
capital; strategic importance of relevant sectors for the internal and external security, their key
position in ensuring the country's defense; political unreasonableness of the control over the
relevant sectors of private persons in a similar way to have the opportunity to influence policy,
thus reviving oligarchic model. Mineral resources and natural monopolies should play the role of
national heritage in the literal sense – through the participation of citizens in the distribution of
profits from their use that will ensure appropriate ownership and responsibility of citizens for the
rational exploitation of national natural resources.
7. Development of banking system to stimulate economic growth, establishment of
economically justified percent – against legalized usury and interest slavery.
Comment: The functioning of the banking system based on frankly usurious principles, which by
means of predatory interest receives not justified excess profits, leads to the decline in economic
activity and impoverishment of citizens who are in interest slavery. Excessive bank interests do
not give the possibility to the successful and dynamic economic operators to fully realize the
development of their business, given the notable discrepancy between the level of interest on
loans and economic growth. Instead of working on the development of their businesses and to
increase profits Ukrainian companies, firms and private entrepreneurs are mostly servicing bank
debt. Economic operators face excessive risks and often are forced to suspend their activities due
to the successful growing of permanent debt on loans caused by inappropriate interest.
Fraudulent policy of modern banks, both public (playing on the course of hryvnia by the
National Bank) and private (onerous credit conditions), creates an artificial social tension,
putting citizens in intolerable financial and economic conditions. Accordingly-organized banking
system has to become not the brake but the stimulator of economy, infusing blood of finance in
the constantly growing body of economy, thus ensuring dynamic development. Cheap loans with
reasonable interest cost should provide the financial basis for economic activity.
8. Minimization of interference of the State in the development of small and medium
enterprises – against pressure by the corrupt bureaucracy.
Comment: Private initiative is the driving force of economic development. Successful
participation of the maximum number of citizens in the small and medium business creates an
appropriate competitive environment, provides perspectives and dynamics for economic growth,
balances social system, fosters entrepreneurship in society, responsibility and business skills.
The existing in Ukraine post-Soviet system of economic regulation destroys the reasons for
economic initiative of citizens. Unnecessary bureaucratic limitations and excessive tax demands
are pushing citizens to circumvent the relevant obstacles in illegal way, thus creating an
unprecedented level of corruption and forcing large part of economics into the shadow.
Simplifying of procedures for opening and doing business, devoid of bureaucratic dictatorship
and corruption abuses, will release organizational, entrepreneurial and creative abilities of
Ukrainian citizens. Nearby, with overcoming of bureaucratic obstacles and corruption an
important thing is doing balanced taxation which will encourage and not hinder the development
of entrepreneurship. The permanent tax increases, which aims to serve the growing social
demands and guarantees, as practiced in European socialism, in the long run leads to the
destruction of incentives of economic enrichment and brings a social class of dependents. Socioeconomic model of Natiocracy provides comprehensive empowerment and the promotion of
creative, organizational and labor potential of Ukrainian citizens, and does not raise groups of
social parasites. We aim to maximize socialization of a large number of our fellow citizens and
to provide social assistance only to those citizens who, because of purely objective reasons, are
not able to fully support themselves and their families (disabled of war and labor, victims of
natural disasters, etc.).
9. Influence of employees on management and participation in the distribution of
enterprise profits – against the powerless condition of employee who is exploited by unfair
employer and false trade unions.
Comment: Combination of elements of wild capitalism (with arbitrariness of employers and
lawlessness of employees) with post-Soviet imitation of trade union movement created
conditions for complete degradation of the industrial working class. Currently there are no
effective mechanisms to protect social and professional rights of employees who turned out to be
morally, organizationally and institutionally unable to respond adequately to the challenges of
the post-Soviet oligarchic system. Teams of large and small enterprises do not have real
opportunities to counteract the inefficient management, purposeful bankruptcy and destruction of
enterprises by incompetent and inefficient owners. Professional associations (syndicates) have
become the effective instrument for protecting the rights of employees and means of educating
the public activity among their participants. The participation of employees in those management
areas that directly affect the efficiency and working conditions, social protection and distribution
of profits, will provide direct interest of the employees of the companies in their development
and economic efficiency.
10. Focus on the development of science, education and innovative technologies as the basis
of power of the State – against the raw, import-oriented, backward economy.
Comment: Trends in the development of modern world orient the competitive states on the
development of high technologies. Only the realization of high technology and innovation
projects provides the separate nation worthy place in world politics and economics. Precision
technologies provide tremendous advantages in military sphere. A proper level of science and
education allows to carry out effective economic and after its political expansion. Countries that
rely on heavy industries or the supply of raw materials will inevitably fall into a dependent
position from states with high technologies, acting as a raw materials appendage of the latter. At
the disposal of Ukraine is considerable scientific potential that is able to function as a launch pad
for innovative reforms. The main obstacles to implementation of promising technological
development programs is under-funding of scientific institutions and their imbalance and lack of
stable relationships with industry that does not allow to implement numerous scientific
developments. Also extremely unsatisfactory level of secondary and higher education. The main
reasons are total corruption and formal approaches to the transfer of knowledge. We offer the
fundamental changes in the scientific and educational field, which will provide rejection of its
financing by the final principle, rejection of niche specialization, targeting at training of
specialists and researchers with broad-based knowledge, able to solve a wide range of issues,
linking of research institutions to tasks of economic development of the country, with a focus on
maximal accelerated practical implementation of promising scientific developments.
11. Transfer of all rights on land to Ukrainian countrymen, introduction of innovative
technologies and state subsidies in agriculture – against the irresponsible policy of village
destruction and soil depletion.
Comment: Economic efficiency of the use of land resources directly depends on the degree of
ownership rights of entities. Given this Ukrainian State is directly interested in the maximum
transfer of rights on land to Ukrainian countrymen. The duration of land usage, with a view to
inheritance, will provide economical and efficient use of soil. Depletion over the last few
decades is the direct consequence of unresolved ownership rights, and accordingly – predatory
land usage in order to obtain the maximum profit in the short term. Prospects for agricultural
production in Ukraine, due to the quality of soil and significant number of citizens who live in
rural areas, require efficient use of government subsidies and introduction of innovative
technologies that will enable the country to significantly increase its potential as producer of
agricultural products. Given the non-economic value of land, in social and political spheres the
State introduces certain limitations created to prevent negative phenomena in land usage. Firstly,
are introduced restrictions on the free sale of land and its overconcentration. For this are set limit
highs to give a certain amount of land in one hands (individual, family, land unions and other).
The State also retains the right to withdraw the land from owners who do not carry out its proper
handling, do harm to the environment and so on.
12. Priority of National and State interests in foreign policy – against subordination to
“international institutions” and “values” that act as cover for foreign imperialisms.
Comment: Orientation Ukraine over the past 25 years on international institutions led to very
serious consequences in political, social and economic spheres. Dependence on foreign policy
and economic factors led to the loss of the significant proportion of sovereignty of our State.
Besides obedience to a number of international law norms, Ukraine assumed obligations that
impede the dynamic development of the country and have a negative impact on its defense.
Obtained by Ukraine guarantees in return from international institutions and leading countries
prove to be nothing more than empty declarations that serve only a cover to carry out political
and economic expansion at our expense and limit the sovereign rights of our country. The system
of international agreements and institutions revealed their vulnerability and inefficiency. The
alternative can only be a complete change in the implementation of principles of the foreign
policy of the Ukrainian State – based on the priority of national interests. Through the prism of
the latest it is necessary to review a range of international agreements and participation of
Ukraine in international institutions. With the relevant termination of agreements and the
withdrawal from associations in the event of harm to the National interest, violation or improper
implementation from international partners and others.
13. Creation of Baltic-Black Sea Bloc by Ukraine as the basis of global and regional system
of security – against reckless hope to the East or the West, which led to the occupation of
the country.
Commentary: Moscow aggression in the Crimea and the Donbass revealed the ineffectiveness of
the existing system of security and international guarantees. Deploying the Moscow expansion
puts on the agenda the new concept of collective security in Central and Eastern Europe. Staying
of Ukraine at the forefront to combat neo-Soviet Kremlin project makes it a natural leader in the
region, thus opposing threats. The primary objective of Ukrainian foreign policy is to develop
principles and practical implementation of the military-political union of the Baltic-Black Sea
axis with further expansion of influence on the geopolitical triangle Baltic – Balkans – Caucasus.
The formation of this military-political bloc will allow the countries of Central and Eastern
Europe to take a self-contained place between Western European (EU) and Eurasian (EAC)
blocks, to turn from buffer gray zone, exposed to constant danger of military, political and
economic expansion, into the independent geopolitical player that can effectively protect the
common interests of the region.
14. Creation of powerful National army and defense industry, restoration of the nuclear
status of Ukraine – against military impotence and shame of our time.
Comment: Permanent collapse of the Ukrainian army and decline of defense industry led to the
country’s inability to adequately respond to foreign challenges. The rate at neutral status and
international guarantees turned out to be the total failure. Appeals to international law and
agreements were senseless during the annexation of the Crimea. However, even poorly
organized, military resistance in the Donbas allowed the aggressor to stop the further advance
deep into the Ukrainian territory. Attributable war challenges allow to carry out fast and efficient
transformation of the National Army and resuscitation of Ukrainian defense industry potential –
significantly accelerate the development of the industry, much of which is put on a war footing.
Partly favorable foreign conjuncture requires active Ukrainian diplomacy to pressure on Western
partners to obtain financial, military, technical and other help, and most importantly – to return
the nuclear status. The process of international recognition of the latter should occur in parallel
with the appropriate actions in the scientific and military-industrial spheres, to restore the nuclear
potential not only in the legal plane, but also in practice.
15. Gain of control for external migration, strengthening of state borders – against the
policy of “open doors” that undermines national and economic foundations of the State.
Comment: Uncontrolled migration in the countries of Europe, including in Ukraine, creates
conditions for unprecedented social and national disasters. Exceeding of critical proportion of
foreign ethnic population with excellent mentality, culture, religious affiliation, in the territory of
a country inevitably starts the process of inter-ethnic conflict, the resolution of which most often
occurs in power mode or the gradual displacement of certain ethnic groups from the occupied
territory. With the dominance among European nations imposed principles of political
correctness and tolerance is similar to displacement of concerns of indigenous people. Different
levels of social demands and development among Europeans and immigrants lead to significant
social imbalances, when arriving foreign ethnic groups in Europe are actually dependent on
indigenous inhabitants, bearing the farther the more onerous burden of social benefits and
guarantees to social outsiders. All these problems in modern Ukraine will be multiplied by the
total corruption of the bureaucracy and law enforcement, and transparent national borders. This
does not allow to properly monitoring migration processes, both at borders and within the
country, which creates preconditions for the explosion of ethnic conflict and political and social
instability in the country. Ensuring of prospects of sustainable development of Ukraine directly
depends on establishing reliable control over the state border and stopping migration flows from
the third countries.
16. Reconstruction of positive demographics of the Ukrainian Nation through
unprecedented State programs - policy against extinction Nation.
Comment: Unprecedented in its scope Ukrainian extinction rates over the last quarter century
require immediate measures to overcome the demographic crisis. In today’s world the nations
with negative demographic balance devoid of prospects and are doomed to be the subject to
foreign expansion by the less developed, but demographically dynamic ethnic groups. The
situation in Western Europe can trace and simulate the subsequent stages of the gradual
replacement of the European population immigrants. Correction of negative trends in this area is
impossible without purposeful and deliberate state intervention, through legal and social
leverage. Exit to the positive demographic balance in Ukraine should be achieved by: protecting
of traditional family values in information and legal field, ban, or at least significantly limit,
abortion, social protection programs for mother and child, appropriate efforts in the medical and
educational fields.
17. Focus on the younger generation, its upbringing on the principles of national honor and
dignity – against the cult of consumption.
Comment: Young generation for objective reasons is the driving force behind the dynamic and
