All stamps/licences must be issued in accordance with these Vendor Instructions. Please ensure all staff who issue hunting stamps at your location have read and follow these instructions. The enclosed package contains your 2017/18 Hunting Inventory. This inventory is based on the number of stamps you issued the previous season and is automatically sent to vendors who have active accounts in good standing. You are responsible for all inventory. Your vendorship remains active unless you advise us otherwise. If you no longer want to be a vendor, cancel your vendorship by emailing Service Nova Scotia (SNS) to: [email protected]. If you do not cancel, you will receive inventory and will be accountable for the value of it. Wildlife Habitat Stamps are valid starting April 1st each year and can be sold to clients as soon as you receive them. Wildlife Habitat Stamps have their own Account Sales Form for remitting. 2. Clients require a Wildlife Resources Card (with correct certification code) to purchase a Wildlife Habitat Stamp and any hunting/trapping stamps. A list of certification codes is available on page 6. 3. A Wildlife Habitat Stamp, affixed to Licence Card 1, is required to purchase any hunting/trapping licence. 4. Only ONE stamp (of same type) can be issued per client in any given year. This includes Wildlife Habitat Stamps. 5. Only DNR Offices can issue replacement stamps and disabled permits. If client loses a licence, direct them to their local DNR office for a replacement. 6. The expiry date of NS Wildlife Resources Cards (WRC) is December 31, 2018 even if the existing date shows as expired. 7. Licence Card(s) is the carrier for all stamps. It becomes a client’s legal hunting licence (base licence) once a Wildlife Habitat Stamp is attached to front cover. Base Licence = Licence Card 1 with Wildlife Habitat Stamp attached Licence Card 2 is not valid unless it is accompanied by the base licence Only one Licence Card can be issued per person. Do NOT provide a client with a blank Licence Card. 8. Vendors MUST affix stamps to the appropriate Licence Card. It is the vendor’s responsibility to attach the stamps (including Wildlife Habitat Stamp) to the Licence Card before giving to client. 9. You can sell a licence without the printed “NS Hunting & Furharvesting Summary of Regulations” booklet. If the booklet is not yet available in hard copy, the previous year booklet is available, as reference, online at; http://novascotia.ca/natr/hunt/regulations.asp or at the local Department of Natural Resources (DNR) office. 10. Inventory Re-Order forms are available online http://novascotia.ca/sns/paal/dnr/paal602.asp. Phone re-orders are not accepted. 11. Vendors are required to remit an Account Sales Form (even if no sale) and payment at least once per calendar month. 12. The year-end deadline for returning unsold stamps and remitting your final sales is December 31, 2017. You are responsible for the number of stamps issued to you (as listed on your Debit Note) and will be charged accordingly even if you didn’t sell any stamps. 13. Hunting regulation changes are summarized near the front of the NS Hunting & Furharvesting Licence & Summary of Regulations each year. These changes are also available online at: http://novascotia.ca/natr/hunt/regulations.asp HuntingVendorInstructions2017 Page5 ISSUING WILDLIFE HABITAT STAMPS and HUNTING/TRAPPING STAMPS TO RESIDENTS STEP 1: Ask client to provide one of the following: a) Their Wildlife Resources Card (WRC) OR; b) Their temporary WRC *Client can print their own Temporary WRC online at: https://www.hmcgroup.ca/wrs/cards/ or contact their local DNR office *Temporary WRCs are valid for 31 days from date of issue printed on card. c) If client does not have a Wildlife Resources Card, or temporary Wildlife Resources Card, do not issue stamp. STEP 2: Check certification code(s) listed on client’s WRC. See Table 1 for list of required certification codes. Follow requirements listed below: Age Requirements: Stamp Type Minimum Age Requirement Deer Hunting (all types) 18* years old Bear Hunting/Snaring 18* years old Small Game 18** years old *16 and 17-year olds CAN purchase a Wildlife Habitat Stamp, deer, or bear hunting stamp if it is obtained by their parent or legal guardian. The minor must hold a WRC with appropriate certification(s). **12-year olds can purchase a Small Game Hunting stamp if it is obtained by their parent or legal guardian. The minor must hold a WRC with appropriate certification(s). c) If client does NOT meet the eligibility age requirements of the licence they are trying to obtain, do not issue the stamp(s). STEP 4: If client has necessary certification code(s) and age requirements, proceed to Step 5. STEP 5: a) If client presents a valid base licence (Licence Card 1 + WHS attached) for current licence year, proceed to Step 6. b) If client does not have a base licence, complete a Wildlife Habitat Stamp (WHS) while it is still on courier sheet. Once completed (with WRC Client ID# and stamp issue date), affix it to front page of Licence Card 1. STEP 6: Complete the requested hunting stamp(s), that client is eligible for, following the rules below. Issue stamps in numerical order. Complete one courier sheet in full before moving to next. Record required information while the stamp is still on courier sheet Peel stamps off courier sheet (do not cut). Affix completed stamp(s) to assigned location of Licence Card STEP 7: Error/Damaged Stamp? Follow these steps to cancel: a) Draw a line through the stamp and; b) Write “void” on stamp and: c) Staple canceled stamp to the courier sheet from which it was taken. STEP 8: Process client’s payment, for appropriate number of stamps issued. Current year licence fees are listed in Appendix D. Note: Cheque payments must be made payable to you, the vendor and are your responsibility. STEP 9: Provide client with a NS Hunting & Furharvesting Summary of Regulations booklet. If booklets are not yet available, client can view online at; http://novascotia.ca/natr/hunt/regulations.asp or visit local DNR office for a copy of last year’s booklet as reference until current year booklets are available in print. HuntingVendorInstructions2017 Page7 ISSUING WILDLIFE HABITAT STAMPS and HUNTING/TRAPPING STAMPS TO NON-RESIDENTS STEP 1: Determine if client is eligible for the stamp(s) they are requesting by using the training and age requirements below: Training/Certification Requirements Purchase of a Wildlife Habitat Stamp + Proof of one of the following: a) A former NS Firearm or Bowhunting Certificate OR; b) A non-resident WRC with certification code HT, HQ, CQ, CT, or B (see Table 1) OR; c) Proof of passing a recognized training course (of similar weapon type to requested NS licence) in another province, state or country OR; d) A hunting licence (of similar weapon type to requested NS licence), issued within the last five years, from another province, state or country. Record the following on WHS: Client name (or Non-Resident WRC client ID#, if applicable) and; Client address STEP 5: Complete the requested hunting stamp(s), that client is eligible for, following the rules below. Issue stamps in numerical order. Complete one courier sheet in full before moving to next. Record required information while the stamp is still on courier sheet. LOST STAMPS Lost by Vendor: • Vendor is responsible for reimbursing SNS full stamp fee (per Wildlife Act, Sections 22-25) • Full stamp fee = cost of stamp + HST – commission (see Appendix F) Lost by Client: • Direct client to their local DNR Office to request a replacement stamp • Only DNR offices can issue replacement stamps SUBMITTING SALES REPORTS (Including “No Sales”) Funds received from the sale of licences, together with all unsold licences, are Crown Funds and must be accounted for by the vendor. Monthly Deadline: Account Sales forms must be remitted to Service Nova Scotia at least once each calendar month, even if you didn’t have any sales. If there were sales, you are also required to remit payment at least once per calendar month. No further inventory will be issued unless these monthly remittances are made. Remittances must be made via Canada Post mail It is recommended to send via Priority Post (Canada Post) if sending money/unsold inventory. Postage: Vendors can claim the actual cost of postage for remitting sales reports. A receipt is required for any postage cost over $5.00 There is no provision for postage when returning unsold licences with no remittance. You may only submit one receipt per package mailed to SNS regardless of how many remittances are contained in that one package, the postage can only be claimed once. Private courier receipts will not be accepted/reimbursed Postage receipts must be submitted at the time of the return. They will not be credited later. Postage may be forfeited if all funds, Account Sales form and unsold licences are not returned by December 31st, 2017. Cheques/Money Orders: Vendors can claim the cost of money order(s) and $1.00 for cheques. HuntingVendorInstructions2017 Page9 How to Report Monthly Sales (including No Sales) 1. Complete the appropriate “Account Sales” form (see Appendix E or online; http://novascotia.ca/sns/paal/dnr/paal602.asp). • Record “No Sales” if there are no stamps issued for that stamp type • Vendor commissions are listed in Appendix F. • Record the actual cost of postage. See “Postage” section above for more information. • Record actual cost of money orders. Allow $1.00 for cheques. • HST is already accounted for on your Account Sales Form. Do not send HST collected from customers to the Canada Revenue Agency. HST is applied to all hunting and fishing licences except the Wildlife Habitat Stamp. 2. Include payment. Payment can be made by: a) Credit card (Visa, Mastercard, American Express)- ensure credit card # and expiry date are included or; b) Cheque (made payable to “Minister of Finance”) or; c) Money order (made payable to “Minister of Finance”). 3. Mail all the following to Service Nova Scotia: a) Completed Account Sales Form(s) and; b) Payment for all stamps sold and; c) The covers of all sold stamps d) All unsold stamps and; d) Courier sheets for stamps that were sold - completed courier sheets only (unless this is your last remittance of the calendar year or you are canceling your vendorship) Receipts: What you will receive from SNS: Unsold or voided licences that have been reported will be issued a Credit Note for the value of the returned inventory. Submitted Account Sales Forms will be processed each month by SNS and a receipt mailed to you. Pay close attention to the “Balance (This Payment)” section at bottom of receipt (see example below) to see if you made any miscalculations on your form. Understanding the “Balance (This Payment)” section: a) If “Balance (This Payment)” shows a negative value (eg. $-14.35) - You overpaid that month so you have a credit available. - You need to make the necessary adjustment for that value on your next month’s Account Sales Form. b) If “Balance (This Payment)” shows a positive value (eg. $17.22) - You underpaid that month so you owe additional money. - You need to submit the remainder of money owed on your next month’s Account Sales Form. c) If “Balance (This Payment)” shows a null value ($0.00) - The payment made for licences recorded was correct. - No further action required. HuntingVendorInstructions2017 Page10 Year End/Final Deadline: December 31, 2017 is the final due date for submission of: • Payment for all hunting stamps sold and; • Courier sheets for all sold licences (including any partial sheets) and; • Completed Account Sales Forms and; • All unsold inventory Failure to meet this year end/final deadline could result in the following: • Your vendor account being put on hold; • Losing your right to retain commissions on licence sales and/or postage reimbursement; • The cancellation of your vendorship; • Submission of your account to a collection agency; and/or, • Enforcement action, under the authority of the Wildlife Act DNR Offices Only- If you wish to retain Wildlife Habitat Stamps or Small Game Stamps beyond the final submission deadline, email SNS; [email protected]. IF approved, SNS will advise you of revised deadline. Retail vendors- please destroy any unused Summary of Hunting & Furharvesting Regulations booklets at the end of each calendar year. Submission directions are included on the form. HOW TO CANCEL YOUR VENDORSHIP If you no longer wish to be a vendor of hunting/fishing licences, submit the following to SNS. A letter (with signature) indicating your intent to cancel vendorship. Becomes a client’s legal hunting licence. Blank Licence Cards are not be distributed to clients. Licence Card 1 + Wildlife Habitat Stamp attached= base licence Licence Card 2- valid only with a Wildlife Habitat Stamp attached to Licence Card 1. Licence Card 3- available only at DNR offices and valid only for DNR approved Human-Wildlife Conflict situations Non-resident – means any person who is not a resident of Nova Scotia. Resident – at any time a person permanently or ordinarily a resident in Nova Scotia for two (2) months immediately preceding that time and includes: • An officer of the diplomatic or consular service of a foreign country stationed within the province; • A member of the Royal Canadian Mounted Police or the Canadian Armed Forces stationed or born in the province; • A person born in the province and the owner of real property in the province Senior - an individual who is 65 years or older by date licence is purchased. Wildlife Resources Card (WRC) – A wallet-sized identification card issued to eligible clients who wish to purchase any recreational or commercial hunting/trapping licence and/or apply for limited-entry hunt draws. There are Resident and Non-Resident Wildlife Resources Cards in circulation. NonResident WRC’s will be clearly marked with the words “NonResident.” HuntingVendorInstructions2017 Page14 APPENDIX C: WILDLIFE RESOURCES CARD Wildlife Resources Cards (WRC) are valid until at least December 31, 2018 even if the WRC shows an earlier expiry date. More information is available online at: http://novascotia.ca/natr/hunt Residents Residents must show their WRC, with appropriate certification code(s), to vendors before they are issued a Wildlife Habitat Stamp or any resident hunting licence (recreational or commercial). The only exception is for clients who present a copy of a temporary WRC which is valid for 31 days from date of issue printed on the temporary WRC. Certification codes are printed on the front of each WRC. Non-Residents Purchasing Non-Resident Stamps Must provide proof of one of the following before purchasing a Wildlife Habitat Stamp or any nonresident hunting licence: • A former NS Firearms or Bowhunting Certificate OR; • A non-resident WRC with certification code HT, HQ, CQ, CT, or B (depending on stamp they want to purchase) OR; • Proof of passing a recognized training course (of similar weapon type to requested NS licence) in another province, state or country OR; • A hunting licence (of similar weapon type to request NS licence) issued to them, by another province, state, or country within the preceding five years.
