 As the central government weakened and lawlessness
increased, people sought protection from a daimyo and
their army. Soon a shogun took over and the emperor
was reduced to a figurehead.

2. Why did the power shift from the central government to the nobles/daimyos?
The central government ran out of money and could not
maintain law and order, so daimyos gained authority because
of their private armies of samurai warriors. (267, 3, 1-4)

daimyo=lord; samurai & smaller land owner=vassal (267, 3, 4)

A vassal pledges loyalty/military service to a landowning
lord in exchange for a piece of the lords land and the

8.3 Main Idea Questions
 1. Why did the emperor lose power in the 1100s?
 The emperor lost power as the government began to run out of
money, and wealthy nobles formed their own armies to fight
for land and power.
 2. What caused the rise of a military government in Japan?
 As the central government weakened and lawlessness
increased, people sought protection from a daimyo and their
army. Soon a shogun took over and the emperor was reduced
to a figurehead.
 3. What was the structure of Japanese feudal society?
 The emperor was at the top. He was followed by the shogun
and other daimyo. Below them were samurai warriors,
peasants and artisans, and merchants.
