REQUEST FOR PROPOSAL
Playground Equipment
Orange Village is seeking proposals for the design, and delivery of equipment and safe
surface, with an alternate cost of installation to be proposed, for the playground located in
the Orange Village Community Park. Sealed proposals must be clearly marked “Orange
Village Playground Project." Completed proposals must be delivered by 12:00 p.m.,
Monday, February 29, 2016 to:

Orange Village Service Department will remove the existing playground structures,
complete any site improvements needed and prepare the base for installation. The Service
Department may install the new equipment. A bid alternate for the cost of installation by
the vendor should be provided.
Submittals delivered after the deadline will not be considered. Orange Village reserves
the right to reject any or all proposals and will have the ability to negotiate the final scope

ORANGE VILLAGE
REQUEST FOR PROPOSALS PROCESS
The process is as follows:
1. Companies will be required to submit their proposals by February 29th, 2016.
2. Orange Village will select a group of companies to invite for an
interview/presentation with a committee representing the Village.
3. Selected companies will be required to make oral, written and graphic
presentations to the committee.
A. Basic parameters for playground structures are spelled out in this
document
B. Presenters are encouraged to be creative when submitting their design
and proposals
4. The Mayor and committee, after a careful review of the proposals, will submit a
recommendation to Orange Village Council for the award of the project.
5. Upon the approval of Council, an award for the purchase of playground
equipment and safe surface will be made to the successful company.
GENERAL CONDITIONS
Based on the information provided, you are encouraged to provide your conceptual plan
and layout using your product line.
The Village anticipates the construction of this project to commence in September of
2016.
We anticipate a budget for this project of approximately $200,000, NOT including the
repair and/or replacement of the substructure upon which the new playground will be
sited. This budget will exclude any improvements or changes to nearby existing
bathrooms/outhouse facilities or surrounding picnic areas, except where a design
recommendation changes the footprint in a material way that might result in changes or
relocation of those facilities.
Orange Village will replace its existing playground structures located in its community
park. Children who use the area are typically 2-12 years of age. The area to be used for
the new equipment shall be the existing footprint, approximately 6000 square feet (60’ x
100’).

All the existing structures and current surface shall be removed by Village. The Village
will perform any additional site work that is necessitated by the new equipment and
surface. The Village will install the new structures and/or the safe surface, based on the
final selection of material, but a bid alternate for the installation of the safe surface and/or
the equipment shall be included in the proposal.
Installation assistance to Village staff by the successful company will be in the form of a
thorough review and training of staff as to the specific requirements and tools needed for
the proper installation of the safe surface and playground equipment. This training will be
performed during a time mutually agreed upon by the Service Director and representative
of the company that is awarded the project
GENERAL REQUIREMENTS
General information
 Use existing footprint for new playground
 Playground should meet all ADA accessible requirements to the minimum degree
required by law
 All vendors should include all ADA compliant safe surfaces and cost estimates
for each product. Products that will be considered are rubberized surfaces (poured
in-place or tiles), artificial turf or engineered mulch.
 Presenters are strongly encouraged to be creative in developing their proposals
 Equipment should be designed and selected with versatility, multiple levels of
variety and challenges, and range in difficulty to appeal to the 2-5 year old age
group as well as offer challenges to the 5-12 year old age group.
 Emphasis on playground equipment is for physical play as opposed to play-acting
or imaginative activities. Items like monkey bars, swings, climbing apparatus and
slides are preferred.
 Our preference is to avoid single use types of equipment. Versatile options that
provide different challenges to the different age groups are preferred.
 No slides shall be constructed of products that become hot to the touch in
sunlight, such as stainless steel.
 No natural wood products to be used (because of splintering, bees and insects,
rotting and maintenance)
 Playground should include adequate seating/viewing areas for parents and/or
caregivers from the perimeter or immediately outside the playground footprint,
with good sightlines for monitoring children.
 Shading enhancements to actual playground equipment should be considered
 Fencing or other security structures are not expected to be needed or desired
 Durability in surface and equipment are highly valued
 Low maintenance surfaces and equipment should be proposed. Products should
require minimal maintenance, easily cleaned, safe surface should be easily blown
off of debris

 A preference for natural colors and themes that provide a “natural” look
consistent with the overall Orange Village park environment. Color charts for
material need to be provided
 Purchased packages will include all freight charges, parts and hardware necessary
to perform a complete installation. The budget does not include concrete needed
for installation
 Presenters are encouraged to provide several options at the presentation for the
committees consideration
 Any known grant opportunities shall be made available by presenter
Warranty
 Warranty information to be provided in the proposal for all equipment and safe
surfaces
 We are looking for a limited warranty of 15 years on all steel and plastic
components against structural failure caused by defective materials or defective
workmanship.
Insurance
All proposed equipment and surfaces must have Product Liability Insurance, evidence of
which shall be provided in the proposal
If an installation option is chosen, the contractor must furnish proof of insurance,
including Workers Compensation and comprehensive general liability insurance
SELECTION OF PROPOSAL
1. The Village staff will work as a committee to look at the proposals and will be
part of the presentation
2. The final decision and recommendation for proposal award will be based on
a. Conceptual plans submitted
b. Creativity and imagination of design and presenter
c. Cost of the proposal plan and other criteria listed in the Request for
Proposals
3. A recommendation of award will be presented to the Mayor and Village
council.

4. Final approval of the proposal will be considered by the Village council, at its
sole discretion, the proposal will be accepted and the contract will be awarded
and executed.
