MILSONS POINT RAILWAY STATION CONCOURSE AND ENNIS ROAD UPGRADE WORKS

INTRODUCTION
The purpose of this letter is to formally consult North Sydney Council under clause 13 of the State
Environmental Planning Policy (Infrastructure) 2007 (Infrastructure SEPP) in relation to a proposal
by the Roads and Traffic Authority of New South Wales (RTA) to carry out upgrades to the
Milsons Point Railway Station Concourse and Ennis Road under Part 5 of the Environmental
Planning and Assessment Act 1979.

BACKGROUND
The proposed works, by the RTA, to upgrade the Milson Point Railway Station Concourse and
Ennis Road are part of an overall concept strategy developed by the RTA to upgrade the Milson
Point Railway Station Concourse and Ennis Road precinct. The RTA is undertaking the proposal in
close consultation RailCorp in relation to those aspects of the proposal that impact upon the station
concourse and associated structures.
In addition to this letter, briefing sessions have been held on 2 August 2010 and 11 April 2011
at North Sydney Council Chambers, where members of the project team met with Councillors
to present the project and outline the approvals process. Meetings with North Sydney Council
planning staff and engineers have taken place at North Sydney Council Chambers on 29 July and 9
March 2010 and 19 April 2011.
In addition to consultation with Council, significant community consultation has occurred from the
project inception, including:
the distribution of flyers;
the establishment of an enquiry telephone line and email address;
project workshops with the community;
an information stall at the Kirribilli General Market;
the display of project posters in key locations;
the establishment of an information page on the RTA website; and
liaison with the Heritage Branch of the Department of Planning and Infrastructure.

The scope of works proposed is illustrated in the architectural drawings prepared by Hassell
Architects, as shown in Table 1.

The proposal is permissible without consent under Clause 79 (Rail Infrastructure Facilities) and
Clause 94 (Road Infrastructure Facilities) of the Infrastructure SEPP, and accordingly we are
currently preparing a Review of Environmental Factors (REF) to assess the environmental impacts,
in accordance with the provisions of the Environmental Planning and Assessment Act 1979 and
the Environmental Planning and Assessment Regulation 2000.
The proposed upgrade works may involve the installation of a temporary structure on, or the
enclosing of a public place (Ennis Road) and may also involve works that are not minor or
inconsequential to the surface of a footpath or road that is under Council's management.
Therefore, under Clause 13 of State Environmental Planning Policy (Infrastructure) 2007 (ISEPP)
the RTA is required to consult with Council regarding the proposed works the proposed works.
The proposed upgrade works to the station concourse comprise:
the demolition of existing RailCorp facilities including ticket office, station offices and other
partitioned spaces;
construction of a new ticket office, Station Master's office and new staff amenities;
relocation of ticket barriers and entry gates;
installation of new toilets for railway commuters, to be located within the ticketed area;
internal demolition within the existing RailCorp offices within the south side of the concourse;
re-grading of the existing ramp to the station up from Ennis Road to a design that is compliant
with the Building Code of Australia and the Premises Standards of the Disability Discrimination
Act 1992; including
-
the removal of the current floor tiles throughout the concourse and replacement with a
sealed honed/polished slip resistance concrete finish; and
-
the relocation and re-framing of the glazed wall in order to provide improved access width to
the lift and the new public facilities to be provided beyond the ticket barriers.
reinstatement of the awning over the Ennis Road concourse entrance;
upgrade of the lighting within the concourse; and
amendments to the layout of services.
The proposed upgrade works to Ennis Road comprise:
footpath works (widening footpaths, kerb and guttering, street lighting, etc);
road pavement works along Ennis Road and the re-sealing of the carriageway;
reconfiguration of street parking provision;
the provision of street furniture and street lighting along Ennis Road;
the creation of a public plaza at the northern end of Ennis Road; and
landscape works along Ennis Road, including new street trees along the eastern side of Ennis
Road.

In accordance with the Infrastructure SEPP, we request Council’s comments be provided within 21
calendar days of the date of this letter. As required by the Infrastructure SEPP, any response from
Council within that period will need to be taken into consideration by the RTA in its consideration
of the proposal.
