Description of Duties: This is a professional position managing public health programs related to alcohol, tobacco, and
other drugs (ATOD) and gambling prevention. The employee provides guidance, direction,
knowledge and support to county-level grantees called Single County Authorities (SCAs) and
their contracted providers in the planning, developing, and implementing of prevention programs
related to ATOD and gambling utilizing a Strategic Prevention Framework model. This includes
understanding the science of prevention and program development to include collecting,
organizing, analyzing and reporting data. Work involves program monitoring of SCAs for
compliance with grant requirements. The employee is also responsible for plan development
and providing recommendations for policies/standards change to enhance the delivery of
prevention services through the SCAs. Work is performed with considerable independence with
a general review upon completion.
The incumbent
-Independently manages the delivery of ATOD and problem gambling prevention services by
assessing the SCA's prevention needs based on epidemiological data and prevention capacity;
developing of a strategic plan; implementing effective community prevention programs, policies,
and practices; and evaluating program outcomes.
- Provides guidance and oversees the delivery of ATOD and problem gambling prevention
activities and services of the SCAs to ensure compliance with state and federal requirements.
- Assists in the writing of policy bulletins, information bulletins, prevention requirements in the
SCA's grant agreement, and evaluation criteria; Assists in the development/review of grants and
related scoring criteria; identifies deliverables for grantees; and monitors compliance with federal
and state requirements.
- Assists with the review of proposed legislation related to ATOD prevention/problem gambling.
- Ensures data integrity by monitoring the accuracy and timeliness of data entered into the
prevention data system.
- Provides technical assistance to SCAs and contracted prevention providers on policies,
program standards, reporting, and data requirements related to ATOD and problem gambling
prevention services.
- Participates in statewide or county-level workgroups, meetings, or committees, as assigned;
Collects, analyzes, and interprets data received from SCAs and contracted prevention providers,
as collected through the prevention data system and other reports as applicable to prepare and
submit reports ensuring compliance with State and Federal reporting requirements.
- Assists in the preparation of draft documents to be included in DDAP's Annual Report, State
Plan, and Substance Abuse Prevention and Treatment (SAPT) Block Grant.
- Evaluates new or existing ATOD and problem gambling prevention programs for classification
as Evidence-Based, Evidenced Informed, or state approved strategy.
- Conducts research on new prevention issues and strategies.
- Regular analyses data to determine ATOD and gambling trends and their impact at the state
and local level; Responds to data requests of SCAs; Provides initial review of SCA media
funding requests; Responds to written, email, and telephone inquiries related to prevention
programs and strategies; prepares correspondence related to substance abuse prevention
issues.

service or human development programs including one year of program planning, developing, and monitoring
experience of the same; and a bachelor's degree; OR Any equivalent combination of experience and training.
