Discussion and possible action to authorize staff to amend the construction contract with Apadana
Engineering Inc. for Union Square ADA Enhancement (3058V) by increasing the contract amount
from $599,777.77 to an amount not to exceed $706,370.77, an increase of $106,593 which is greater
than 10% over the original approved contract amount.

Background/Project Description
Union Square is a plaza of 2.6 acres bordered by Geary, Powell, Post and Stockton Streets in the
City of San Francisco Supervisory District Three, refer to Attachment 1 Location Map. The
Recreation and Park Department secured funding for ADA barrier removal work at Union
Square Plaza as a result of an ADA lawsuit settlement agreement (“Settlement Work”) and
disability access enhancements requested by Mayor’s Office on Disability in order to respond to
subsequent public complaints (“Enhancement Work”). The Settlement Work was completed in
2013. The scope of work for the Enhancement Work was combined with the replacement of
stairs lighting at Union Square Plaza which was a current RPD deferred maintenance project.
The Enhancement Work, depicted in Attachment 2, includes the following scope of work:
New granite edge protection at stage terrace
Additional handrail at steps adjacent to stage terrace
New removable stainless steel wheel guides at stage edges
New curbs on pathway along Geary Street
Provision of in-fill concrete stepping stones and handrails at west entry paths along Geary St.
New cane detection elements below handrails adjacent to path of travel
New improved stair lighting and conform faceplate covers
Additional handrails at stage back steps paths
New guide rails at Geary St. Garage pedestrian entry paths
Project Status
The Union Square ADA Enhancement Contract was awarded by the Recreation and Park
Commission to Apadana Engineering, Inc. on February 19. 2015. Following DPW contract
certification, Notice to Proceed was issued on August 5. 2015. Per Schedule of Events and
Holiday Moratorium starting in early November 2015, contract submittals for ordering of
materials and requests for information were done before end of 2015. Construction on site
started in early February 2016 per contract schedule. Additional flexibility to complete work
was required which resulted in contract time extension and cost impact. The project reached
substantial completion on September 30, 2016 and final completion is anticipated in December
2016.
Summary of Contract Changes
The project is fully funded, this is not a request for additional funds. Two changer orders have
been processed with a combined value of $58,544, 9.76% of the approved contract amount. Two
change orders pending Commission approval total $48,048.75, 8.01% of the approved contract
The estimate total value of change orders is $$106,593 which is 17.77% of the original contract
value.
A summary of the types of change orders and ther relative values are outlined below:
Site and Unforeseen Conditions ($36,351.01, 6.06%)
Existing grades and below grade utilities site conditions at in-fill concrete stepping stones at west
entry paths at Geary St, adjacent to tour buses area. Overtime approved for timely completion.
Owner requests and Compensable Time Extension ($22,193.24, 3.70%)
Existing handrails repairs at various areas in the plaza and reinstallation of concrete pads,
compensable time extension per schedule of events not allowing construction work on site.
Unforeseen conditions and owner requested enhancement ($28,149.43, 4.69%)
Additional concrete work for concrete stairs and handrail conditions at west entry along Geary St.
Added scope per owner’s request ($19,899.32, 3.32%)
Replacement of granite tile with engraved Mayors’ of San Francisco wording damaged by DPW
during Union Square Public Right of Way Accessiblity Upgrades in 2013. Change order funded
by DPW funds.

Staff Recommendation
Staff recommends that the Commission does authorize staff to amend the construction contract with
Apadana Engineering Inc. for Union Square ADA Enhancement (3058V) by increasing the contract
amount from $599,777.77 to an amount not to exceed $706,370.77, an increase of $106,593 which is
greater than 10% over the original approved contract amount.
