PROCEDURAL NOTICE: Floodplain Development Elevation Certificates

Floodplain Elevation Certificates – Update
To: Building Contractors, and Design Professionals
The Federal Emergency Management Agency (FEMA) regulates local communities and their
participation in floodplain administration under the National Flood Insurance Program
(NFIP). Local communities are required to administer floodplain regulations, including
oversight and management of construction and development of sites located within the
Special Flood Hazard Areas (SFHA) as defined by FEMA Flood Insurance Rate Maps.
Elevation Certificates are FEMA’s documenting source to verify that construction of a
structure has been built to sufficient elevation standards which meet local and federal
ordinance requirements.
The City of Meridian has updated its floodplain administration procedures, regulated by
Meridian Municipal Code (MMC) §10-6, to match FEMA’s requirements of providing elevation
certificates at critical times of the construction process. Elevation certificates are now
required to be completed by a licensed professional engineer or land surveyor at both the
following times in the construction phase:
a.
The interim elevation certificate is required to be completed and provided to the
City inspection staff prior to approval of the foundation inspection.
b.
The final elevation certificate is required to be completed and provided to the City
inspection staff after all elements of construction, which may be effected by
flooding (including electrical, mechanical, etc.), are completed and prior to a
Certificate of Occupancy (CofO) being granted.

FEMA form 81-31 is the elevation certificate form and required to be fully complete including
the following:
1. Items that do not apply on the form should be completed with “n/a”.
2. Line items in Section C. (Items C1 and C2a, b, d, e, f, g will always be complete
for projects in the City of Meridian, other items may be applicable depending on
the specific project.)
3. Per MMC §10-6-5, all crawlspace ground is to be at a minimum elevation of the
Base Flood Elevation plus one foot (BFE + 1’). See form 81-31 item C2a.
4. Per MMC §10-6-5, the first (lowest) finished floor is to be at a minimum elevation
of the Base Flood Elevation plus two feet (BFE + 2’). See form 81-31 item C2b.
