Patron’s Message
In addition to helping emergency services
workers manage stress and develop a strong
sense of belonging, these Games also support
the implementation of one’s own healthy and
sustainable lifestyle practices.
Nevertheless, if it was not for the outstanding
work of agency representatives, sports
coordinators and volunteers to promote and
conduct the sporting events, the immediate
benefits and ongoing outcomes may not be as
satisfying and effective.
Consequently these Games offer a chance
for emergency services workers to put some
balance back into their lives, by connecting
with like- minded people in a ‘change of
environment’ conducive to enhancing positive
attitudes.
The Victoria Police and Emergency Services
Games is an annual 10 day sporting event that
emphasises camaraderie, fitness, health, and
wellbeing of all emergency services workers.
Since 1981 the Games Federation has
endeavoured to promote these benefits,
and today it is widely recognised just how
important they really are.
For instance I recently assisted with the launch
of the ‘Wellbeing app’ which encourages
members to strengthen their physical,
emotional and social wellbeing. This has
been a modern and logical follow up to the
Victoria Police Zero Harm strategy which was
introduced to encourage every employee to
be responsible for their own health, safety and
wellbeing.
These Games also cater for people of all skills
and abilities, and I would encourage those
of you who have been a little reluctant in
the past to participate, to now take the step
and become involved. I believe that you will
be pleasantly surprised by the support and
encouragement you will receive regardless of
your own perceived level of sporting ability.
I look forward to visiting and supporting you
at some of the sporting events, and urge you,
particularly first time entrants to take the step,
register, enter and even join a team in the 2017
Games.

President’s Message
and Wellbeing’ teams to fund and promote
the Games within their organization. Further
to this they are providing recognition for
achievement via infographics at the completion
of the Games.
Congratulations to Corrections Victoria in
winning the 2016 Games ‘Inter-Services
Trophy’. This was a truly well deserved win
based on a new system that better reflected
the participation rates of staff within the
Agencies, and ensured that all Agencies
compete on an equal basis.
Thankyou to all the staff and volunteers
involved in the successful conduct of the 2016
Victoria Police and Emergency Services Games
- 2,750 competitors were involved in these
Games which was an increase on last year.
A most entertaining launch of these Games
included the Lord Mayor Robert Doyle; the
former Minister for Emergency Services Jane
Garrett, and the Richmond Football Captain
Trent Cotchin. The launch also featured a
handball competition between the ‘Heads of
Department’ which proved to be an exciting
addition to the launch.
In regards to financial contribution and
sponsors, the agencies, APS Benefits and
now BankVic have once again provided
great support to enable sporting events to
use modern promotional strategies such as
‘feather’ banners, and to be held at the highest
quality venues.
I am aware that Agency Representatives are
embracing the promotion of the Games more
than ever. Some agencies are engaging ‘Health
Also congratulations to the Victoria Police
‘Family Violence Command’ for winning the
Chief Commissioner’s Trophy. Although this
is only a small Command, the participants
performed extremely well.
The work of Sport Coordinators is no doubt
invaluable. It is widely recognized that they
do an incredible job conducting their sporting
events. Each year they are asked to ‘step
up’ to conquer something new whether
it is developing a ‘security strategy’ to be
incorporated into their ‘Action Plans’, or getting
to know new website technology to assist
sports participants enter the Games.
Each year our medal ribbon design is receiving
rave reviews, and this year’s ribbon design is no
exception – an added bonus for doing well at
the Games I would suggest.
Let’s get out there now and promote the 2017
Games, encourage our colleagues and friends
to participate and again demonstrate how
rewarding our Games can be!

Administration/Registration and entry
to the 2017 Victoria Police and Emergency
Services Games is on-line ONLY. Please
contact your Sports Co-ordinator if you
experience difficulty.
The administration fee of $10 is payable
once only and is now compulsory upon
registration. Payment of this fee covers:
All competitors should be sufficiently fit
and ready for competition to maximise
enjoyment and to minimise personal injury.
If unsure, or competing in strenuous
competition, please consult your physician
before commencing competition.
Enquiries regarding your individual sporting
event are to be directed to the respective
Sports Co-ordinator in the first instance.
For any other information about the Games,
contact the Physical Training Unit, Victoria
Police Academy. Phone: 9566.9477.
Personal and Public Liability Protection:
Victoria Police employees competing in the
Victoria Police and Emergency Services
Games are afforded personal accident and
public liability protection under the banner
of the Victoria Police Amateur Sports &
Welfare Society if they participate whilst
‘Off Duty’, and if they are registered as
competitors (i.e. if they have completed the
necessary online Entry and Administration/
Registration, and paid the respective
fees). Please note that this protection
does not cover the GAP between the
Doctor’s fees and the amount of Medicare
reimbursement. However the difference
between the monies received from a private
health insurer i.e. for physiotherapy, (where
MEDICARE do not refund on a particular
medical procedure) and your ‘out of pocket’
expense is now paid under this protection.
The Victoria Police Games Federation
strongly encourages participants to have
their own private health insurance. If you
would like more information concerning the
scope and amount of personal and public
liability cover provided to members please
contact Vic Hawking of the Physical Training
Unit at the Police Academy on 9566 9477.
Injuries that occur as a result of participating
in the 2017 Games must be reported to the
Sports Co-ordinator as soon as possible and
recorded using a specific ‘Injury/Incidence
Report’ form.
Appeals and Protests shall be made, in

If the presentation of medals is affected by
the possible results of a protest/dispute,
the awards shall be withheld pending the
Protest/Dispute committee decision.
Alcohol and Drugs: The use of banned
performance enhancing substances and
methods by competitors (as listed by
the Australian Sports Drugs Agency) is
prohibited for the Victoria Police and
Emergency Services Games. Furthermore,
Sports Co-ordinators may prohibit any
person from competing in any event or
competition if in their opinion that person is
displaying the effects of alcohol.
Blood and Infectious Disease Policy: All
cuts and abrasions must be reported to
the Sport Co-ordinator immediately. Sport
Co-ordinators have discretion as to whether
any contaminated clothing or equipment
will need to be replaced prior to the
competitor being allowed to continue in the
competition. Any person with an infectious
disease must advise the Sport Co-ordinator
prior to the start of any competition.
The Sport Co-ordinator shall advise the
competitor whether or not they are able
to take their place in the competition. The

Officials and Co-ordinators will be
identified by distinctive clothing/badges,
and they should be treated with the utmost
courtesy at all times.
Event Cancellation: Any sport or event
may be cancelled by mutual agreement
between the respective Sport Co-ordinator
and the Games Federation. It is the
responsibility of the Sports Co-ordinator
to contact all competitors when an event
is cancelled. Agency Representatives are
also available to assist in this instance. In
these circumstances a full refund of the
registration and sports fee will be made
available to the individuals concerned.
Refund Policy: After the official Games
commencement date, a competitor who
withdraws from any competition will not
be eligible for a refund unless they have
endeavoured to notify the relevant Sports
Co-ordinator or the Games Office at least
two days prior to their event. A refund of
sports fees only shall be made available
when the entrant withdraws due to illness or
injury; family tradedy; unexpected ‘on duty’
requirement or emergency situations; or any
other circumstances to be considered by the
Games Federation.
Maximum Number of Participants:
Some sports may set a maximum number
of participants due to competition and /
or venue restrictions. If a competitor has
entered an event after the maximum has
been reached, but before the advertised
close of entries, they will be entitled to a full
refund of both their registration fee (if this
event is the only event they have entered)
and the sport fee. However, if the entry was
received late and after the advertised close
of entries, the entrant shall only be eligible
to receive a refund of the sport fee.
Event Entries on the day: Entry into events
on the day of competition, at the event
venue, will not be permitted. Competitors
must have entered and paid online prior to
the commencement of the event.
Minimum Number of Participants: Every
sport has a minimum number required for

the competition to proceed. If a minimum
number is not reached then the sport will be
cancelled. In this case the entrants will have
their fees re-credited to their credit card
account.
N.B To be eligible for a refund of any
nature, an application for a refund must be
submitted in writing to the Games Office
no later than one week after the completion
of the event. This also provides the entrant
an opportunity to explain their particular
circumstances when seeking a refund.
Changes to Events Policy: The Victoria
Police Games Federation reserves the right
to alter or make changes to the times, dates,
locations, and event programming wherever
and whenever necessary. Notification of
any changes will be supplied to an effected
competitor and placed on the website.
Spectators will not be permitted onto
the Athletics track or Field Games area.
Restrictions may also apply at other venues
depending upon spectator numbers.
Assistance is requested from all parents to
supervise their children in the vicinity of all
sporting areas.
Photographer: An official Games
photographer will attend various sporting
events. Photographs will be available for
viewing on the Games website and for
online purchase.
Security: All Sports Co-ordinators are
responsible for securing their venues and
equipment against damage. Competitors
are responsible for their own property.
Also, and in consideration to the escalating
threat of terrorism in Australia, a ‘Security
Strategy’ was introduced at the 2015
Games for Sports Co-ordinators raising
awareness about the need for increased
vigilance when conduct sporting events
in today’s environment. For further

Medal Presentations will be made at
the conclusion of the final of each event.
Placegetters who do not attend medal
presentation ceremonies MUST arrange
delivery of their medals through the Sport
Co-ordinator. The presentation for the
Chief Commissioner’s Trophy and the InterServices Trophy will be made at the launch
of the Games.
Perpetual Trophies must be returned
immediately after presentation, for display
at the Academy, and to prevent damage.
The Chief Commissioner’s Trophy
From 2017 onwards this trophy will be
calculated in the same way that the InterServices trophy (refer to the Inter-Services
calculation method below) is calculated due
to acceptance of this method by the Games
Committee. The new participation ranking
factor creates fairer results, however
regions or departments gaining participation
and bonus points remains a key component
of the method of calculation. Every Victoria
Police employee who participates in the
Games still earns points for his/her region or
department and bonus points for placings.
Entrants to the Games MUST nominate the
region or department to which their points
are to be awarded. Retired Police Members
are not eligible to compete for The Chief
Commissioner’s Trophy.

Points. Participation Points for the Chief
Commissioner’s Trophy will be awarded to
all competitors for each event, and bonus
points will be awarded to placegetters as
follows: 1st (5 points), 2nd (3 points) and
3rd (1 point). Scratchings will automatically
penalise the region or department the
equivalent participation points. Withdrawals
due to illness and injury will not attract a
penalty.
Weighting Factors (Participation Points).
Because of the great differences in the
number of personnel attached to each Police
region or department, a weighting factor
will be employed to ensure that all regions
and departments can compete on an equal
basis. The weighting will be calculated on
the basis of the region or department with
the largest number of staff being allocated
one weighting point, and all other smaller
regions and departments being allocated
points according to their staff numbers
determined at 1 March 2017.
Risk Management: The Games Federation
has a commitment to use risk management
practices to support and enhance all the
sporting events in the Games. A ‘Facility
Safety & Game Day Readiness Checklist’ is
completed by each Sports Co-ordinator to
ensure that sports event venues are ‘fit for
purpose’, and action plans are designed to
reduce the likelihood and consequence of
injury. Further to this Sports Co-ordinators
are now expected to include a ‘Security
Strategy’ as part of their action plans –
refer to the abovementioned clause about
security.

Victoria Police Games Federation Inc.
Inter-Services Trophy
As there can be a large difference in the
number of personnel attached to each
Agency, the new weighting factor ensures
that all Agencies compete on an equal basis.
This new weighting factor better reflects
the participation rates of staff within the
Agencies, making the process fairer overall.
The new process incorporates a participation
percentage, bonus points for competitors who
enter more than one event, and medal points
for placings. The trophy will be awarded to the
Agency gaining the highest number of points
(combination of total participation and medal
points). Every member of a competing agency
taking part in the Games will earn participation
points for his or her agency and medal points
for placings. Retired emergency services
personnel and volunteers are now eligible to
compete for the Inter-Services trophy if they
meet the respective criteria. Please refer to
clause 3.5 of the ‘Conditions of Entry’.
Calculating Bonus Points and Total
Participation Percentage. The bonus points
for each agency are based on the average
number of entries per competitor per agency.
For example: Agency A has 100 staff
members, 50 competitors and 75 entries.
The percentage of employees competing is
50%, and the average number of entries per
competitor 1.50. The average number of
entries per competitor is applied as a weighting
to the participation percentage to give a total
participation percentage of 75%. The total
participation percentage is then ranked from
highest to lowest, and agencies assigned a rank
score.
Medal Points. Medal points will be awarded
to place getters as follows: 1st (5 points), 2nd
(3 points) and 3rd (1 point. Each agency’s total
number of medal points is added up and also
ranked from highest to lowest and agencies
assigned a rank score.
Overall ranking. The rank scores from the
total participation percentage and the medal
points are then added together, and the agency
with the highest score wins.
Scratching’s will automatically penalize the
Agency the equivalent participation points.
Withdrawals due to illness or injury will not
attract a penalty.
The Stuart Taylor Memorial Award
This award is presented each year for the
“Best Performance of the Games”. This trophy
is awarded for excellence not only in the field
of competition but also for enthusiasm and
willingness to be involved in all aspects of
the Victoria Police and Emergency Services
Games. The Taylor family has recently handed
over the responsibility of selecting the winner
to the Executive of the Victoria Police Amateur
Sports & Welfare Society, who will take all
matters into consideration when making their
decision. The winner will be presented with the
award at the annual launch of the Games.

This award was established just prior to the
2007 Games to recognise the outstanding
efforts and achievements of Sports Coordinators, Agency Representatives, Games
Officials, Massage Therapists and other
volunteers in helping to conduct the annual
Victoria Police & Emergency Services Games.
The volunteers are the lifeblood of the Games
Federation, and without their contribution the
Games would not be the success it is today. The
winner will be presented with the award at the
annual launch of the Games.

2014 - Mr Paul MAGUIRE for his amazing English
Channel swim overcoming injury and breathing
difficulties to become the first serving police
person to achieve such a feat.
2015 - Mr Stephen “Jack” MCBURNEY for his
outstanding contribution to Australian Rules
Footbal (AFL) in Umpiring. Steve umpired 401
games, only the 3rd umpire to officiate in 400
games, and was awarded Life Membership in
both the AFL and AFL Umpires Association.
2016 - Senior Sergeant Russell FLETCHER for his
amazing longevity and success as a swimmer
winning numerous Australian and Victorian
titles from 1971 to 1976; the creation of an
Aussie Masters World Record in the 1500
freestyle in 1994, and being awarded the title
of Aussie Masters Overall Australian Swimming
Champion in 1992, 1994 and 1996.
These awards are presented at a dinner held in September each year. All Clubs and members are encouraged
to attend and also submit names and details for consideration for these awards. For further information

1. Entries close on Friday 10 March 2017. Some sports
may accept late entries however this will be at the
discretion of the respective Sports Co-ordinator.

heading ‘Teams or Players Wanted’ by sending an email

2. The Games will be conducted at various venues
throughout Victoria between 24 March and 2 April
2017 inclusive. A Schedule of Events is listed earlier
in this book.
3.1 The Games are open to all serving and retired
employees of Victoria Police including Protective
Services Officers, also serving and retired members
of the following agencies: Ambulance Victoria,
Australian Criminal Intelligence Commission,
Australian Border Force , Australian Department
of Agriculture and Water Resouces, Australian
Federal Police (including Australian Protective
Service Officers), Australian Volunteer Coast Guard,
Corrections Victoria, Country Fire Authority, Dept
of Economic Development, Jobs, Transport and
Resources, Dept of Environment, Land, Water and
Planning, Dept. of Immigration and Citizenship,
Emergency Services Telecommunications Authority,
Life Saving Victoria, Metropolitan Fire & Emergency
Services Board, Parks Victoria, Royal Flying Doctor
Service, St John Ambulance Victoria, Sheriffs Office
Victoria, Victoria State Emergency Service, Vic
Roads Transport Safety Services and WorkSafe
Victoria. Such emergency service agencies can apply
for eligibility and if successful are able to compete
upon invitation to attend such Games. The Victoria
Police Games Federation reserves the right to refuse
entries from any individual or agency.
3.2 Victorian Protective Services Officers (PSO) will
compete for Transit & Public Safety Command as
their department. Police Custody Officers (PCO) will
compete for the Corporate Strategy & Operational
Improvement Department. Retired members will be
shown as RET after the agency identifier as listed
below.
3.3 Agencies competing at the Games will be identified

3.4 Where a member of the Victoria Police resigns and
wishes to take part in further Victoria Police and
Emergency Services Games, consideration will be
given to a member’s history of involvement in past
Victoria Police, and Victoria Police and Emergency
Services Games, and the years of service.
3.5 Retired members shall include members of an eligible
agency who have retired due to age or who have
had 10 years or more satisfactory service within an
agency prior to resignation. Also includes those who
have retired due to ill health (Clause 5 applies) or
those who have resigned.
3.6 Volunteer SES, CFA, Ambulance and Coast Guard
members are eligible to compete if they have been
registered as an active volunteer for at least 12
months prior to the Games; have completed the
appropriate volunteer training for their organisation,
and are at least 18 years of age. They will need to
provide their current ID membership number upon
registration.
4. All employees of Victoria Police are required to
participate in their own time and at their own expense.
Victoria Police employees will be afforded Personal
Accident & Public Liability protection (please refer to
the General Information page).
5. Any person employed by Victoria Police who
competes in The Games whilst on sick leave WILL
NOT be eligible for the Personal Accident and Public
Liability protection, and competes at their own risk.
Employees on sick leave who wish to compete will
need to provide medical clearance first.

6. Age/Sex/Unisex Divisions apply to some individual
events. The placegetters in each age/sex/unisex
division will be awarded medals. The divisions are:

The age groups above apply to male, female and unisex
competitors in the relevant events and are identified by
the letters M and F respectively throughout the program,
and are to be taken as at 24 March 2017.
7. All entrants are reminded that they are eligible to
enter both their own age group and the open age
group, but must pay the entry fees for BOTH age
groups. They may be required to compete in BOTH age
groups, except in the case of Aquathon, Cross Country,
Cycling and Duathlon events where entries will only
be accepted in age groups, and the Open age group (if
available) will be decided by times.
8. Females will compete against females unless they
specify that they wish to enter a mixed OPEN or unisex
event. Some events may combine various age/sex
divisions e.g. 5000 metres.
9. Where insufficient entries are received in age group
events, the entrant will be offered the opportunity to
participate in a lower age group.
10. Doubles and teams representing Victoria Police
MUST come from within the same region or
department, ideally from the same station or office.
Doubles and teams (other than from Victoria
Police i.e. all other agencies) can compete without
representing a particular region or department due
to the smaller number of participants representing
them in comparison to the numbers representing
Victoria Police. Competitors may only compete in
one team per sport. Team members SHOULD play in
the preliminaries to be eligible for the finals. The end
decision rests with the Sports Co-ordinator.
11. Where a person wishes to compete in a team or
a doubles event, and is unable to locate sufficient
numbers to make up a region or department team,
or doubles event, their entry will be set aside until
after the closing date for entries. A draw will then be
conducted from those individual entries with the view
to making a composite team and that entrant will be
able to compete in the Games.
12. Such composite team will not attract BONUS
POINTS towards the Chief Commissioner’s Trophy,
but will attract PARTICIPATION POINTS, and such
members of the composite team will be notified by
the Sports Co-ordinator.
13. Online Registration, Team Entry and payment need
to be achieved before the closing date of entries.

14. Victoria Police individuals MUST participate for the
region or department they are assigned to at the time
the event entry is made.
15. Members attached to PCETS MUST compete for the
region where they are located at the time of entry.
16. Entry fees may vary from sport to sport and are
put towards the running costs of the event, such as
medals, venue hire and payment of officials etc. Fees
for some sports will be the basic entry fee plus “pay as
you play” costs. Entry fees are listed with the events,
along with those listed as “pay as you play”.
17. The Committee of the Victoria Police Games
Federation Inc. may by resolution, caution counsel or
reprimand a member of the Federation or may expel
or suspend a member from involvement in the affairs
of the Federation, which shall include competing at
the Games. This includes members that:
(a) have refused or neglected to comply with the
Rules of the Federation; or
(b) have been found guilty of discreditable conduct or
conduct prejudicial to the interests of the
Federation, in accordance with Clauses 21 of the
Rules of Management of the Federation.
18. CHEQUES, MONEY ORDERS, CASH AND
PAYMENT VIA BANKVIC ARE NO LONGER
ACCEPTED.
19. Results for all events will be posted to the website:
www.emergencyservicesgames.org.au as soon as
they are provided by the Sports Co-ordinators to the
Games Office.

Venue, Date and Time
AFL 9s is easy to play, not too physically demanding
and provides an environment whereby participation,
enjoyment and safety are a priority.
Ransford Oval, Royal Park – Melway 29 F10. The
competition will be run on Friday 31 March 2017
commencing at 9.30am and concluding approximately
3.30pm.
The game is played on a field that is divided into three
zones. Teams score by kicking the ball into their scoring
zone to forwards who are the only players permitted
to score. Teams consist of three backs, three middles
and three forwards. Once the game is in progress
players can move freely across all three zones. The
game consists of 2x20 minute halves and has unlimited
interchange.
Facilities
Toilets, showers, all available on site.
Special Instructions
The mixed competition has at least one female in each
zone (i.e. forward, centre and back) at all times.
Footballs will be provided for competition. Teams need
to register by 0900 for 0930 start.
The game is played on a reduced size field – a standard
sized AFL field can comfortably fit two fields side by
side.

your interest and reserve your position in the
competition before entering a team and paying the

Female goals are worth 9 points in the mixed

Facilities
The event will be conducted in front of the Sandridge
Life Saving Club at Sandridge Beach, Port Melbourne
(Melway 56 G3) on Wednesday 29 March – registration
open at 8.00 am, race start will be at 9.00 am.
The Sandridge Lifesaving club has change room
facilities which will be available to competitor’s pre and
post event.
Description
The event will consist of a 500m swim followed by a
5km run.
Swim leg: The course is a triangular loop (clockwise)
around the outside of the buoys positioned in the bay.
Competitors will exit the swim at the point marked
‘Swim Exit’ and proceed to transition area.
Run leg: The run course is two laps along the paved
foot/bike path which initially heads east towards St
Kilda. Each lap is 2.5km and is an ‘out back looped
course’.
Presentations will commence 10 Mins after the
last competitor finishes at approximately 10.15 am
(whichever is later).
Parking is available next to the LSC or 100metres away
next to the ‘Life Saving Victoria Headquarters’ building.
Registration: All competitors are to first make their
way to ‘Registration’ inside the Sandridge Lifesaving
Club to check in and collect their race packs. Race
packs will be available from 8.00 a.m. on race day and
will close 10 minutes prior to the start of the event. (If
you are running late please contact the coordinator)
In your race pack you will receive:
• One swim cap
• One timing band to be attached to your left ankle.
(NB. Band is swapped between Team mates in the
transition area).
A light morning tea will be provided post event just
prior to presentations.

The race start is set for 9 a.m. A race briefing will be
held 10 minutes prior to race start on the beach. A light
brunch will be served during the presentations.

The event will run at CrossFit South Wharf.
Competitors will require a basic knowledge of Olympic
lifting and be able to complete a clean and jerk, snatch
and kettle bell swing in a safe manner. Apart from
those requirements all athletes’ will need is a basic
level of fitness and a desire to compete. The day
will consist of three or four workouts and a final (for
the top placed athletes). All workouts will be judged,
movements standards and event flow will be explained
at competitor briefings before each workout. The
first workout will be emailed to competitors the night

the pre workout briefing.

Special Instructions
The cycling events are races and as such, involve varied
levels of inter-agency competition and ability. While
age group medals are awarded to 1st, 2nd and 3rd
place getters, the emphasis on the event is to promote
fitness, friendship and participation. Medals will be
presented on conclusion of each event.
Riders are only permitted to use Time Trial specific
equipment in the time trial race.
Individual Time Trial
The time trial will commence at Little River at 0930hrs.
The distance is approximately 10km, which suits the
time frame of the day and to allow suitable recovery
for riders who will also compete in the road race. The
route travels north along Edgars Road, left into Kirks
Bridge Road, finishing prior to Little River-Ripley Rd.
On conclusion of the time trial, return to Little River via
Little River-Rupley Rd. Riders are asked to be mindful
of traffic that travels on the roads in the area. Rider
courtesy and common sense is requested (no more
than two abreast; single-out for oncoming traffic).
Road Race
The road race will commence at 1200hrs, starting at
Little River. The route travels east along You Yangs Rd,
left onto Farrers Rd, Right onto Branch Road. The race
will be controlled until this point. The race will continue
along Branch Rd with multiple laps of the block made
by left hand turns on Forest Rd, Windermere Rd,
Flinders Lane and Branch Rd. Three laps for senior
male riders and women (approx. 42km) and five laps for
younger male riders (approx. 67km). Finish in Flinders
Lane, prior to Branch Road.

Riders must have a functioning red rear tail light that
must remain turned on during the races.
If only one entry received for an age division, that
division will be deleted and the competitor offered
a position in the next younger age group. Age and
or gender divisions may be merged if entries are
insufficient.

Information for Competitors
The Equestrian Program replicates many of the disciplines
and events that many competitors are familiar with in other
riding organisations. The program has been developed to
attract competitors that have never competed before as
well as to cater for those who are looking for a challenge.
NEW levels introduced for 2017
HRCAV Levels Advanced through to Level 5.
Medal presentations will be conducted at the completion
of each event, once final scores have been posted and
confirmed.
Competitors may only enter and compete on one (1) horse
per event. One rider, one horse. Riders will not be permitted
to ride one horse in an event and use the same horse by
another rider in another event. It is not possible for a
competitor to win more than a single medal in any event
(Individual, Pairs or Teams)
Competitors need to consider the entry category applicable
to the combination (horse & rider) for the disciplines
entered. These may be different levels for various
disciplines. Equaliser points may be applied to scores where
applicable.
All competitors may be requested to provide records of
level assessments or verification of their riding combination
levels for the mount that they will be competing on to
ensure they have entered into the appropriate section.
Competitors will be allocated tasks over the course of
the event to assist the judges, scorers, marshals and
organisers. The “Helpers List” will be posted on website

Team Challenge requires four to a team combining any
levels from the same agency. Challenge will commence
on Thursday 30th March 2017 from 1:30pm to 3:30pm.

This year’s event will be run as a cross country enduro
lasting 3 hours. The race will be at Eumeralla Scout
Camp in Anglesea. The course will be rideable, wet or
dry and is suitable for everyone from the experienced
through to novices. Competitors will have exclusive
use of this track for the Games, and family and friends
are encouraged to attend and watch the event.
Although this event is advertised as a race we welcome
eligible emergency services workers simply wishing
to participate and ride in a safe and controlled
environment.
There will also be the annual Tony Branchflower
Challenge Perpetual Trophy awarded to the winner of
the interagency tandem tag along pursuit, participation
will be via gold coin donation and this event will be held
in the intermission before presentations. Bicycles for
this race will be provided.
Teams Three Hour Relay
The teams three hour relay will be run concurrently to
the cross country race. Individual competitors should
enter the team three hour division and report to race
registration on race day with their team mates. Teams
may consist of two or three riders. There are no age
divisions for the team relay.

Competition will be a standard 10 shot match, shot at
300, 500 and 600 yards.
Loan firearms can be arranged and ammunition
purchased on the day if required. PLEASE REQUEST

NRAA rules will apply with A, B, C, Tyro, F Standard & F
Open & FTR shooting on the new ICFRA targets.
NEW ELECTRONIC TARGETS ARE IN OPERATION
FOR REAL TIME SCORING.
All events are mixed, with no age restriction, and cater
equally for males and females.
Tyro will be a supervised event for 1st and 2nd time
shooters only. After the 2nd year, the shooter will
compete in C Grade if still ungraded. Competitors who
currently hold a grading from a rifle association are
ineligible to compete in Tyro.
Beginners and new comers are most welcome.
F Standard & FTR shooters are restricted to .308 and
.223 calibres, as per NRAA rules.
Medals will be awarded for 1st place in every grade
at all ranges.
F Open shooters are restricted to any calibre and
projectile up to and including 8mm.
Medals for 1st, 2nd and 3rd will be awarded to all
grades for the days aggregate.
Both F Standard and F Open will use a bi-pod or rest,
as per NRAA rules.

Wellsford Range is conveniently located just an
hour and a half drive from Melbourne, in the Central
Victorian town of Bendigo. With a 1000 yard range
capability, this facility was the venue for the 2006
Commonwealth Games Large Bore Rifle Competitions.
It is also the headquarters and showpiece for the
Victorian Rifle Association.
The V.R.A. Shooters Shop will be open for the duration
of this event.
Food and beverages will be available to purchase if
required.
Shower and toilet facilities are available.

There is grandstand for spectators and a number of
food or counter meal options. There is a large carparking facility.

Special Instructions
The competition is a seven-a-side, outdoor event,
played on both artificial and grass half size playing
fields. Rules will be similar to previous event rules
and will be forwarded to team captains as soon as the
league has been finalised. A strictly limited number of
teams will be allowed, so teams should register as soon
as possible. Teams must register a minimum of seven
players to be accepted into the competition.
The 2017 tournament will feature a separate ‘Mixed’
event. Teams participating in the Mixed event must
have a minimum of two female players registered
and must field a minimum of two female players at all
times. If a team cannot field two female players during
a game (due to injury etc), that team must play with a
corresponding lesser number of players (i.e. if a team
only has one female player available for a game, that
team must play that game with 1 female player and a
total of not more than six-a-side).

Special Instructions
Touch football is a very popular sport in the Northern
States and is growing in popularity here in Victoria with
many competitions running throughout the state. The
competition will be a mixed round-robin format, with
the top four place getters playing off in medal games.
Touch footballs will be provided for the competition.
Teams need to register by 0900 for 0930 start. Each
player will need a shirt with an easily identifiable
number on the back.
Venue, Date and Time
6-a-side Mixed. Reserves are recommended due to the
fast pace of the game. There is a maximum of 14 people
per team. There is no minimum number of males or
females on the field at any time, however a female try
will be worth 2 points and a male try is worth 1 point.
Elwood Park, Head Street Reserve, Elwood - Melway
67 C5. The competition will be run on Tuesday 28
March 2017 commencing at 9.30am and concluding at
approximately 3.30pm.
Facilities
Toilets and showers are available on site. A BBQ will
be provided over lunch for competitors. Please BYO
any food and refreshments you require throughout the
competition as there are no nearby shops or canteen
food available.

Competitors will be given a score out of 0-1000 per
event, which will go towards the total score of all eight
events. You do not need to be the best at all events.

In the doubles you only need to do four of the eight
events which will go towards your total team score.
You are able to do the individual and doubles event at
the same time where your score in the individual event
will go towards your doubles score as well.

Track and Field for 2017 will be a one day event at the
Croydon Athletics Track (Town Park).
This event will be conducted at the Croydon Athletics
Track (Town Park), corner Mt Dandenong and Norton
Rd, Croydon (Melway 50 K4) on Saturday 1 April 2017
commencing at 0900 hours and finishing approx. 1600
hours.
Competitors are asked to arrive early and check in at
registration, to confirm events.
Competitors must report to the marshalling area when
called by the Marshall. A competitor who does not
report after his/her name has been called twice may be
scratched from the event.
Competitors who wish to voluntarily scratch
themselves from an event should notify the Marshall
half an hour prior to event.
Information boards will be updated frequently and
announcements will be given over the public address
system, but the onus is on the competitors to be at the
marshalling area when their event is called.
There will be two medal presentations on the day -

Special Instructions
The best performance will be recorded when
competitors enter the open division, and their age
group, e.g. A throw of 4m in open and 4.5m in age group,
the result recorded will be 4.5m for both age groups.

10,000m, Steeplechase, 4 x 200m relay and 4 x 400m
relay and Hurdles will not be included in this year’s

Games will be played on indoor sand court, and it will

Bob Degg ‘Volunteer of the Year’ award
Nomination forms for the Bob Degg ‘Volunteer
of the Year’ award will be available at each of
the Games venues between
24 March and 2 April 2017.
It is acknowledged that the Games volunteers
are the lifeblood of the Games – they organise,
lead, encourage and support each other, and
the participants of a variety of sports, to ensure
that everyone enjoys the experience of the
Games.
The selection criterion has been designed
to cater for all the aspects of a volunteer’s
involvement in the Games. It will also assist
to highlight the outstanding efforts and
achievements of Sports Co-ordinators, Agency
Representatives, Games Officials, Massage
Therapists and all other volunteers. This will
ensure that the award is held in the highest
regard by those eligible to receive it.
It will be sponsored by major sponsor APS
Benefits and presented at the annual launch of
the Games.
This award provides a wonderful opportunity
for the Victoria Police Games Federation
to recognise volunteers who go ‘above
and beyond’ to create a sense of unity and
wellbeing; who embrace the spirit of friendly
competition, and provide support for all
involved in the Games.
