Shri A S Bakshi, a Mechanical Engineer with M B A ,has a total experience of more than 39 years in
Power Sector. Shri Bakshi started his career at Badarpur thermal power station ( New Delhi) in 1974
while the project was still under construction. He cleared Engineering services examination of 1974 and
was assigned Central Power Engineering Service (CPES) . He joined Central Water and Power
Commission in 1975 and was again posted at Badarpur thermal power station . He worked in operations
of the plant for more than 4 years before being posted in Efficiency cell. Shri Bakshi introduced the
concept of efficiency audit in the plant in 1977 when efficiency tests of thermal plants were relatively
unknown. He also participated in many R&D projects of BHEL at this power plant.
In 1979, Shri Bakshi was deputed to Water and Electricity department ( WED) , Government of Abu
Dhabi on foreign assignment by Government of India. Shri Bakshi worked at Umm Al Nar (West) power
plant in their Maintenance Department. The Plant comprises 6 oil fired power generating units and 6
desalination plants . On repatriation from Abu Dhabi in 1984, Shri Bakshi joined his parent department –
Central Electricity Authority where he worked in various capacities in R&M of power plants and energy
audits of thermal plants. In 2002 he was made Director (Admn) of CEA and in 2004, he was promoted as
Chief Engineer and posted in planning wing- As chief engineer, he was responsible for generation
planning for the country as a whole.He was instrumental in bringing out National Electricity Plans in
2007 and in 2011. He was also Member Secretary of the working group on power for 12th plan when he
was Member ( Planning) CEA.He has concurrently held posts of Member( Hydro) and Member (G&OD)
CEA also.
Shri A. S. Bakshi was elevated to the post of Chairperson , Central Electricity Authority (CEA) and Exofficio Secretary to the Government of India in July 2011. He was responsible for generation planning ,
transmission planning and for load forecasting for the country as a whole. He headed the Committee to
grant concurrence to Hydro projects. He was President , CBIP and President , EEC also during this
period. Shri Bakshi chaired or was a member of a number of committees during the period 2011-13 some
of which are listed below:
1. Chairman of the Enquiry Committee constituted by Ministry of Power on Grid Disturbance in Northern
Region on 30th July,2012, and in Northern, Eastern & North-Eastern Region on 31st Jul,2012.
2. Chairman of the Committee constituted by Ministry of Power for examination and recommendation on
the proposed amendments in the Electricity Act,2003.
3 Chairman of the 18th Electric Power Survey (EPS) Committee.
4 Chairman of the Committee constituted by Ministry of Power on Private Investment in the Power
Sector.
5 Chairman of the Committee constituted by Ministry of Power for suggesting/devising permanent safety
measures in respect of Loharinag Pala Hydro-electric Project (600 MW) in Uttarakhand.
6 Chairman of the Working Group on Distributed Generation and Renewables under India Smart Grid
Task Force.
7 Chairman of the Task Force constituted by Ministry of Power for integration of electricity from
Renewable Energy Sources in the Grid during the 12th Plan.
8 Chairman of the Standing Technical Committee of CEA, CWC, MoEF and the State Government on
conversion of Storage Scheme to Run of River (RoR) Scheme.
9 Chairman of the Committee for Extensive use of Gas Insulated Substations (GIS).
10 Chairman of the Committee for investigating the reasons of stranded generation capacity in a scenario
of power shortages.
11 Chairman of the Committee constituted by Ministry of Power for reviewing the functional
specifications for single chip low cost smart meter.
12 Member of the Committee headed by Secretary(Power) for financial restructuring of State Distribution
Companies (Discoms).
13 Member of the Steering Committee on Energy Sector for 12th Five Year Plan (2012-2017) headed by
Member(Energy), Planning Commission.
14 Member of the India – Nepal Joint Ministerial Commission on Water Resources (JMCWR).
15 Member of the Steering Committee headed by Secretary(Power) for Re-structured Accelerated Power
Development and Reforms Programme (R-APDRP).
16 Member of the Working Group on Power to formulate the programme for development of the power
sector during the 12th Plan.
17 Member of the Steering Committee of National Electricity Fund (NEF) .
18 Member of the Inter-Ministerial Group on Issues relating to River Ganga headed by Member(Energy),
Planning Commission.
19 Permanent Invitee in the Task Force on Hydro Power Development headed by Union Minister of
Power.
A number of important reports were finalized during his tenure as Chairperson CEA- these included 17th
Electric Power Survey, Standard specifications for supercritical units, General review 2011 and 2012,
Carbon dioxide base line data, Removal of CTC from power sector, Key inputs for 12th five year plan
etc.
Shri Bakshi joined CERC as a member on 5th August 2014.
