El Dorado County
One of the most scenic experiences in California,
El Dorado County extends from Folsom Lake and
the surrounding foothills, through the pine-covered
Sierra Nevada Range to Lake Tahoe at the
Nevada border.
The area’s beauty is matched by the varied
recreational opportunities including skiing, boating,
river rafting, hiking, fishing and camping. More
than half of the County’s 1,805 square miles consists of National Forest and other recreational areas, including the world famous Rubicon Trail. The
County’s 10,000 foot mountain peaks, 200 lakes
and 682 miles of rivers make the area ideal for outdoor enthusiasts. Those with a more relaxed
sense of recreation may also enjoy the rich gold.
With 180,000 residents, El Dorado County features a diversity of living styles including country
and executive homes, rural estates, view properties, homes with nearby golf courses, and
airparks. Whether on the east or west end of the County, you are only an hour away from either the Sacramento or Reno Airport, making air travel easy and convenient.
Leadership Opportunity
With an approximate budget of $117,000,000
and 290 FTE’s, the newly formed Community
Development Agency (CDA) is the consolidation
of the Departments of Transportation, Development Services, and Environmental Management.
The new
unified leadership structure will
maximize opportunity for program and operation
synergy by streamlining and simplifying
processes.
Customer service is improved
through a “one stop shop” approach, increasing
interaction and coordination between division functions. CDA will focus heavily on Long Range
Planning and implementation of the County General Plan through strong succession planning and
development of cross-functional teams. Internal collaboration will be strengthened through a
centralized yet adaptable administration and finance function. Public engagement across all CDA
functions will be critical to continued success.
The Position The Community Development Agency Director serves at
the pleasure of the El Dorado County Board of
Supervisors. Leading a management team consisting of
two Assistant Directors and three division heads, the
Director has full oversight and coordination responsibility
for community development services including mandated and nonmandated services in the areas of environmental health, building
construction and safety, transportation and road/bridge construction and
operations, engineering and surveying, land development, flood control,
and waste management. The Director oversees financial management
of the Agency including development and implementation of capital and
operational budgets, fiscal strategies, allocation and development of
resources including personnel.
CandidateProfile
The ideal candidate is a visionary, a dynamic leader, and a capable and experienced
manager. The Director “sees” the planning vision as described in the County General Plan
and is implementation-minded, yet understands and appreciates the unique differences
across County communities. The Director must be politically astute and able to balance
competing community priorities while continuing to fulfill the Community Development
Agency mission. As a relatively new organization, an ability to continually synthesize the
component functions of the Agency into a cohesive whole is imperative. An appreciation for
both internal and external communication and other change management concepts is
valuable. The successful candidate will be able to inspire and encourage commitment and
competency in Agency staff, and is a collaborative member of the County Executive
Management team including elected and appointed department and agency heads. Overall
the Director must be resilient, with an understanding and respect for the delegation of
authority from the Board of Supervisors.
A Bachelor’s degree from an accredited college or university with major coursework in land
use planning, architecture, environmental health, engineering, business administration,
public administration, or a related field is required. Must have a minimum of seven years of
related management and supervisory experience including two years at an executive
management level. A Master’s degree and experience in a public agency is highly desirable.
Compensation and Benefits
The annual salary range for this position is $136,323.20 to $165,692.80.
$6,000 optional benefits plan which may be utilized to purchase medical/vision/dental insurance or
supplemental life insurance; establish health care and dependent accounts; or may be cashed out in
some cases.

 CalPERS (Miscellaneous) 2% at 60 (Classic Member), or 2% at 62 (New Member), with Average
of Three-Year Final Compensation
