a t t e s t e d by t h e City S e c r e t a r y , under t h e impress of t h e corporate
s e a l , and s h a l l be payable t o t h e City o f Mesquite or i t s assigns,
which c e r t i f i c a t e s h a l l d e c l a r e t h e s a i d amounts and t h e time and
