As part of the HR and payroll team provide assistance to all members of the team to ensure a comprehensive, high quality HR administration and
support service is provided to Lincolnshire County Council. To be customer focused and understand LCC requirements in order to support delivery of an
efficient and effective service.
Role Essentials
To support the HR/Payroll team to process HR transactions and answer customer queries on a daily basis to in accordance with statutory requirements
and agreed service levels.
Specific duties and responsibilities include:

Act as a first point of contact by answering telephone queries, emails and other correspondence from schools in an efficient and professional
manner; ensuring that in the first instance correct guidance is given or referred to the correct member of the team. Responsibility should be taken to
ensure all queries are followed up appropriately.

Maintain accurate records and prepare written communications to the customer and other agencies to obtain information and in response to
enquiries

Assist the team to process HR transactions in accordance with legislation and policy including issuing employment contracts, contract variations to
meet monthly deadlines and in line with agreed service level timescales

Assist HR process activities, ensuring accuracy and delivery to agreed timescales

Act as a first point of contact on employment terms and conditions, providing advice and using knowledge and initiative to effectively interpret HR
policies. Able to understand when to refer to a HR Case Advisor

Prepare and maintain personnel records in accordance with best practice and legislation

Assist with the recruitment process

Assist the team to carrying out Disclosure and Barring Service checking and reporting for new and current school employees

To work as a supportive team member in identifying and changing service delivery to ensure continuously improved customer service

To act as an effective team member by providing support and assistance to other team members

To provide cover and support to colleagues in team as required, catering for fluctuating workloads and absences, including contributing to over
cover in accordance with the needs of the service

Ensure that data protection is applied to all employee records and exercise absolute integrity in respect of confidential matters and ensure that any
specified procedures for ensuring the security and confidentially of information is always maintained

Respond to all customer enquiries and complaints in a professional and effective manner, and resolve or redirect as appropriate


To provide an accurate, effective, economic transactional processing service administering payroll and pension data ensuring prompt and accurate
payments to employees.
Deliver a high quality, customer focused service to meet the requirements of Lincoln County Council, ensuring the delivery of a responsive service by
reacting to and meeting a range of fluctuating pressures and daily demands.
Role Essentials

To be familiar with all aspects of the Council’s Payroll system and procedures
Undertake general housekeeping on the Payroll system as directed by the Senior Payroll Officer to ensure that system integrity and security is
maintained
Process Payroll data including variable deductions and payments, new starters and leavers, mileage and overtime claims to meet monthly deadlines
and issue monthly payslips
Process Pension data according to statutory requirements to meet monthly/yearly deadlines
Complete necessary documentation arising from payroll and pension information requests, including insurance claims and from external agencies
Compile and analyse ad hoc reports for managers as required
Produce monthly payrolls and BACS as allocated. Sign off monthly payrolls and BACS in the absence of the Senior Payroll Officer as required
Ensure that accurate staff records are maintained and the payroll system is updated to reflect changes in personal data that affect pay calculations,
for example, sickness and maternity leave and annual increments
Ensure that the data held is sufficient and in a format that meets the legislative requirements for reporting and annual returns for HMRC, National
Insurance and the LGPS
Produce and issue relevant tax forms, for example, P45, P60 forms to employees in accordance with HMRC requirements
Provide general advice and guidance on payroll regulations and systems, in liaison with line managers and the wider team

responsibility for the successful operation and continued development of the procurement support systems and support process, working in close liaison

Structure and Reporting Relationship:

Key Accountabilities:
• Supplierforce; To manage the supplier on-boarding process and deal with all client and supplier enquiries e-mailed to the Commercial & Procurement
Unit e-mail box and to liaise with the respective Category Manager for all new suppliers being added to their categories.
• Purchasing/Fuel Card Management; Responsible for the management of the Purchasing and Fuel Card process, ensuring adherence to PCC Policies,
liaising with the card provider(s) for ensuring accurate reporting, management of the PCard & FCard database and ensuring Pcard compliance, ensuring
all users are trained and set up on the First Data system.
• Freedom Of Act Information Requests (FOI), upon receipt of a FOI request, ensure it is logged on the register and given to the relevant Category
Manager, to manage the response in a timely manner and record on the FOIA register.
• Serco Management System (SMS), Manage the compliance to all SMS requirements including Clear desk audits, document registration, management
of conflicts of interest for new starters, manage hospitality register. Etc.
• Contract Database, Record and maintain accurate records on the Contract Database and to advise the Category Managers of any contracts due to
expire within an 18month timeline.
• Data Analysis/Market Research, To support the Corporate Services Team in sourcing projects by providing data on suppliers or categories of spend as
requested. To support sourcing initiatives by providing on request various market research for a specific sourcing project.
• Administrative Duties, To liaise with the Procurement Manager, Corporate Services and be responsible for arranging the Procurement Team Meetings
and Corporate Services Team meetings and recording any minutes/actions from those meetings. Including any other administrative tasks as requested
by the Chief Procurement Officer and Procurement Manager, Corporate Services from time to time.
• Electronic Storage, With support from the Procurement Manager, Corporate Services to review current electronic file storage system and develop a
new one.
