It has also been directed
that the doctors who are called
as witnesses shall invariably
be examined in pre-lunch session so that they are in position to return to their
clinics/hospitals as quickly as
possible. "Similarly undertrial prisoners should not be
made to wait for their cases to
be called for the whole day
and their cases should be
preferably taken up before
lunch and the practice of permitting them to eat the food
brought by their relatives during the court hearings, should
be avoided as it may at times
lead to hazardous consequences", the circular said.
Stating that all the officers
should give priority to the disposal of the cases where
accused have been in custody
for two years or more, the circular said, "the First Appellate
Court should ensure that trial
court record summoned is
remitted back to the concerned
court immediately after its purpose of summoning is over".
The Judicial Officers have
also been directed to make sure
that certified copies and registered documents are issued well
in time and a proper record is
maintained. "The reasons for
not supplying the copies or documents within four days shall be
furnished to the High Court fortnightly", the circular said.
The officers have also been
asked to furnish the monthly
statement(s) of the witnesses
summoned and actually examined along with the reasons for
not examining the witnesses in
attendance. "The First Appellate
courts shall prepare monthly
statements showing in how
many cases the orders of the
Trial Court have been affirmed
or reversed", the circular said,
adding "this is required because
the First Appellate Court is considered as a final court of facts".
The Judicial Officers have
also been directed to ensure
proper maintenance of Account
Books and ensure their verification from concerned treasuries.
"Fine collected during the
course of the day should invariably be remitted in the treasury
on the same day and the
Presiding Officers should spare
time to conduct the physical
verification of the accounts/cash
on the last day of the month",
the circular said.
The Chief Justice has also
directed that the list of the
employees, who have resigned
or left the service during the last
two years including the list of
the employees, who have died
during the period due to natural
death or on account of suicide,
is submitted to the High Court
by all the Presiding Officers.
All the Presiding Officers
have been directed to submit a
compliance report in respect
of these guidelines to the

Administrative

that an “honest and ruthless
introspection” is carried out to

Chaturvedi said while whatever Deora stated might not be
fully correct but “large portion
of what he said is correct”.
The remarks are considered
significant in the wake of a
growing perception in the party
that a number of people with no
electoral experience and novices
in politics were given key roles
in shaping up the decisions of
the leadership on issues like
campaigning and alliances.
AICC Secretary Priya Dutt,
who met Congress President
Sonia Gandhi today, also talked
of a “disconnect” of the party
leaders with the people.
“We need to bridge that gap.
We need to bring that right upto
the leadership. There is a lot of
criticism. We have to look at
where we have gone wrong in
the past ten years,” she said.
Both Deora and Dutt lost the
elections in Mumbai and are
considered to be part of Rahul’s
team. It may be mentioned that
Deora’s assertions in the past on
some issues were also followed
up by action taken by Rahul.

should take “collective responsibility” for the rout in which

least one month time is needed
from the start of launching gates
by the Mechanical wing of the
department. He said the commissioning of this prestigious lake
project is unlikely even by
March 2015.
Referring to the other left out
works the official said even after
the completion, the pondage will
not be created in the river as still
nearly 15 dirty city nallahs with
filth are directly flowing into the
river from old city side including
Panjtirthi, Jullaka Mohalla, Pir
Mitha, Gujjar Nagar etc and
these large drains will create filth
and dirt prone lake giving foul
smell, until these nallahs are
diverted as planned under the

23.10 crore project for diversion
of these 15 nallahs has been submitted to the Government by
UEED but funds have not been
made available for the same and
work could not be started. By all
means, this project is again going
to be delayed by at least one year
more, he maintained.

Taj Mohi-ud-Din had claimed
that all civil works on this lake
project will be completed in four
months ahead of schedule of July
2013 but with non-release of
funds, the work is going on snails
pace. Some work on gated structures on Nikki Tawi side is still
incomplete. Flood Control
authorities launched a little work
on raising embankments towards
Ware House and hardly 20 %
work has been done. Majority of
this work is also going on snails
pace.
While all the eleven gatedstructures along Waddi Tawi
(Bhagwati Nagar side) of the
river have been completed, out of
the total 20 such gated structures
on Nikki Tawi (Beli Charana
side), 18 are now ready while
work on the remaining two structures is going on.

Flood Control (J&K) is monitoring the entire work on the project, the construction of automechanically operated gatedbarrage having length of 370 mts
and height of 4 mts with sluice
gates across river Tawi, 900
meters down stream of the main

1540 mts, up to Gujjar Nagar
bridge while the pondage of
nearly 0.0011 Million Acre Feet
(MAF) water will be created. In
case of flood, all the gates will
be opened and it will take three
and half days to again create
pondage up to 4 mts height, he
added.
He further disclosed that this
Rs 70 crore project is coming up
with Rs 25 crore Central assistance, Rs 25 crore is awarded by
the 13th Finance Commission
while rest, Rs 20 crore has been
arranged from the
State
Planning Department. The work
was started on July 22, 2010 on
the project and till date, funds to
the tune of nearly Rs 51 crore
have been spent on it. Out of the
Rs 25 cr 13th FC share, hardly
Rs 6.25 crore has been received
so far while rest of the amount is
pending. When that share of
over Rs 19 crore is received from
Centre, the progress will further
improve.
Chief Engineer UEED
Hanief Lone disclosed that his
Executive Engineer Rajinder
Sharma was directly connected
with sewerage side of this project. He said earlier Rs 23.10 cr
project had been formulated but
it has now been revised with estimated cost of Rs 34. 85 crore.
This project has been submitted
to the Centre. As and when the
funds are released, the work of
diverting 17 Jammu city nallahs
would be started. He said that
these nallahs would not be
allowed to flow into the lake.
They will go down the lake and
meet river some where near Gole
Gujral. He disclosed that at least
one year time is required for the
completion of this task.
Apart from this, Rs 32 crore are
being spent on raising strong
embankments along the both sides
the pondage (lake) and the work
has been undertake by the Flood
Control Department. Hardly 300
mt embankment on Ware House
side has been raised while entire
work is still pending. At least one
year is expected to be taken to finish the job provided free flow of
funds is ensured by the department.

Mr Taj, however, admitted that
making these medical colleges
functional in all respect and creation of required infrastructure
within shortest possible time was a
challenging task. “I will leave no
stone unturned to ensure objection
behind sanctioning these Medical
Colleges is achieved as early as
possible”, he claimed.

Govt to recruit more than 28000

cent) have, in their affidavits
filed for the 2014 Lok Sabha
elections, shown an increase
over 2009 in the number of
cases against themselves.
Also, nine of the re-elected
MPs have declared zero criminal cases against them in 2014
although they had declared
such cases against themselves
in 2009.
Dr Ramshankar Katheria,
the BJP MP from Agra, has
seen the highest rise in criminal
cases against a re-elected MP
with 21 such cases mentioned
in his 2014 affidavit as against
zero cases in 2009, the report

His name was recommended
by a three-member selection
panel headed by outgoing Prime
Minister Dr Manmohan Singh.
"My priority would be to
reduce pendency of appeals and
complaints, and to strengthen
RTI apparatus. One of the priorities of the Commission would
be to ensure adherence of
Section 4 of RTI Act (which
mandates public authorities to
disclose information related to
their working in public domain)
by various Government departments," Mathur told here.
There are about 14,000
appeals and complaints pending
with the CIC, he said.
He will have a tenure till
August 23, when he attains 65
years of age. According to rules,

Mathur, a retired IPS officer
of Uttar Pradesh cadre, was
Director of Intelligence Bureau
for two-year term from
December 31, 2008 and was
instrumental in revamping the
intelligence set up and raising
the quality of intelligence gathering and sharing.
He also galvanised the IB
machinery and provided leadership to the organisation to face
challenges,
according
to
Mathur's official biodata.
He is recipient of the Indian
Police Medal for Meritorious
Service and the President's
Police Medal for Distinguished
Service.
Mathur had in March 2012
joined
as
Information
Commissioner in the CIC. His
predecessor Sushma Singh had
joined as CIC on December 13,
last year. Deepak Sandhu,
Satyananda Mishra, A N Tiwari
and Wajahat Habibullah have
also served as CICs.
There are seven Information
