Pooled Resources is pleased to submit our “Proposal” for I.D. Services for the proposed Villa
San Simon I.D.
General Description of Pooled Resources:
Pooled Resources specializes in providing services for the development and processing of
improvement districts, community facility districts, and enhanced services districts for the
construction of public infrastructure using various methods of financing. In providing these
services, a working knowledge of state statutes governing procedures for formation of such
districts is required. Included in this knowledge is an understanding of the principals used in
determining how to spread the costs of the project to the benefiting property owners, the council
actions required to process the district through local jurisdiction, and legal requirements
necessary to conform to state statutes.

Pooled Resources is the premier provider of services relating to improvement districts. Pooled
Resources brings with them much more than a simple understanding of improvement districts.
Pooled Resources broad understanding of how improvement districts work and how
stakeholders and owners can benefit from improvement district financing has earned them a
reputation for being honest and fair in all dealings with stakeholders, Bond Counsels, Financial
Advisors and governmental agencies alike.
Pooled Resources has well developed relationships with several Bond Counsels and
understands the improvement district process from the legal perspective as well as the layman’s
perspective which allows him to communicate on various levels with different team members
and stakeholders.
Our team has the experience necessary to provide assistance in the coordination of required
legal documents for the formation of improvement districts, to develop proposed assessment
methodologies, and to calculate assessments for all benefiting property owners.
Improvement District Services
In order for the property owners and the City of Nogales to determine the feasibility of
proceeding with the proposed Villa San Simon I.D., POOLED RESOURCES has been
requested to provide a costs proposal to prepare a preliminary assessment report and
recommendation of how the preliminary project design costs together with construction costs
and incidentals need to be spread to the benefitting property owners.
Pooled Resources proposes to provide the necessary services required to develop this
preliminary evaluation together with an assessment methodology report.. All services will be
provided in a joint effort with John Bishop, Principal, Southwest Project Resources, LLC. All trips
to Nogales would be attended by both John Bishop and J. R. Pooler The two meeting with
Michael Cafiso would be held at Michael’s office in Phoenix, Arizona.
The following details the proposed services:
Preliminary Meeting

Conduct a review of all existing materials available from The preliminary
plans that have been prepared and attend a meeting at the City of Nogales to
conduct a field review and to respond to any questions about the project and
to set a preliminary schedule. Meet with Bond Counsel (Michael Cafiso) to
review procedures and limitations.

Prepare Assessment Methodology Report

This will involve the following items of work:
 Update records to reflect current parcel information and ownerships
with full cash values for each parcel.
 Obtain information to validated property values used in determining
assessment to cash value ratio which is used to determine if bonds
can be sold. This will be done by looking at the real estate
information of comparative properties in the area. If it is necessary to
do a representative appraisal it would have to be contracted by the
City of Nogales.
 Work with Engineer to update the preliminary Engineer’s Estimate of
probable costs including construction costs.
 Conduct a constructability review of the 30 % plans that have been
prepared to validate the engineer’s estimate of probable costs for
construction.
 Coordinate with both Bond and Financial consultants to determine the
incidentals for the project.
 Prepare an Assessment Methodology Report spreading the costs of
the proposed improvements to the benefiting property owners.
 Meet with Bond Counsel to review methodology.


Meet with City of Nogales to present findings and to determine if the
proposed I.D. should proceed.

POOLED RESOURCES proposes to complete these services on an hourly basis plus travel
expenses. The fee will be due upon completion of the report. If the improvement district were to
proceed a new proposal from Pooled Resources for the I.D. services would be required for the
legal documents required for the Resolution of Intention, the processing of the I.D. and the
Financing of the project..
