REQUIREMENT SPECIFICATIONS FOR DESIGN & BUILD REINSTALLATION OF TURF SYSTEM AT SERANGOON STADIUM FIELD OF 1. BACKGROUND a) Serangoon Stadium football field with dimensions of 111.20m x 74.50m has an area of 8284 sqm surrounded by an eight (8) lane running track located at 33 Yio Chu Kang Road (545677). The existing turf is cow grass and the existing irrigation method utilises mobile sprinkler attached to tap points. b) FAS’s intention is to replace the cow grass turf with a four (4) year old synthetic grass from Jalan Besar Stadium (JBS) for the pitch area. The JBS synthetic grass, which is in cut rolls of approx. 3.85m x 17m to 22m long, is stored at the Serangoon Stadium currently. Recycled rubber granules packed in bags are also stored in the Stadium. c) The reinstallation of the Jalan Besar synthetic grass at Serangoon Stadium requires the follow: i. Preliminary – Insurance, temporary access, protection of running track, Pest Control, Cable Detection, Factory Act and making good site upon completion. ii. Removal of existing grass, top soil and cut earth to required level and gradient including compaction. iii. Lay required thickness aggregate base including compaction. iv. Install sub-soil drainage as specified or any other alternative method. v. Install JBS cut rolls of synthetic grass complete with all seam tape and glue and top dressing using recycled rubber granules. vi. Disposal of excess synthetic grass at designated approved dumping ground or transfer for storage. d) Works shall start from 8am to latest 8pm. Contractors are to exercise caution to ensure that the track and affected surrounding areas are not damaged. The safety of all users and staffs in the vicinity is paramount and the contractors are to ensure that the necessary precaution is taken avoid any mishap. e) The pitch area where works will take place is required to be barricaded from public view. f) The JBS synthetic carpet is 8850 sqm. Serangoon Stadium football field has an area of 8284 sqm. The remainder 566 sqm could be put to storage or regarded as waste material for disposal. g) There is no as-built drawings on the existing underground services and infrastructure, so Contractor to take due diligence, in terms of purchasing drawings from the relevant authorities to conducting site investigations, prior to carrying out earthworks. 2. GENERAL a) It is the responsibility of the Contractor to check the document, the site and all equipment and materials to gather any information and data required towards the fulfilment of this Contract. The Contractor shall not make any claim against the Employer and shall indemnify and keep the Employer fully indemnified against any failure to check or gather information as aforesaid. b) Upon completion of any Works, the Contractor shall ensure that the site is clean and remove expeditiously from the site debris and rubbish generated by the Works and properly dispose it before handing over to the Employer. 3. SCOPE OF WORKS 3.1 Authorities’ submission (a) Authorities’ submission is NOT under scope of Contractor. The Infrastructure Contractor is responsible for engaging the required Qualified Person to submit to URA, BCA, PUB, FSSB, LTA, NPARKS and any other relevant agencies, and obtaining approval. The scope of submission includes the following works residing on the Turfing Contractor’s work boundary: (i) (ii) (iii) (iv) Disposal of existing natural grass; Existing electrical cables connection to their subsurface turf system; Existing water pipe connections to the irrigation system; and New / existing drainage design developed by the Turf Contractor. (b) The Contractor shall work tenaciously with the Infrastructure Contractor / QP in obtaining all approvals – including but not limited to: provision of personnel, provision of required information/surveys/drawings/etc., and attendance during discussion with authorities. Both contractors to exercise due diligence and work in a timely manner to ensure no delays on this part. Delays to work progress arising from either party due to the above mentioned or poor coordination between the two contractors will not be entertained. 3.2 Demolition a) Responsible for termination of water, sewage and electricity supply either temporary for reconnection thereafter or permanently for new connections as required in the Contractor’s design and approved by the Authorities. b) Disposal of all materials recovered from the demolition works will be under the Contractor’s cost and to Contractor’s own dumping ground. Disposal of extra or unwanted earth/soil not required on site will be under the Contractor’s cost and to Contractor’s own dumping ground. Any extra earth/soil required for the Works will also be under Contractor’s scope and costs. c) Contractor’s scope for demolition and disposal also includes existing grass in the compound, including the perennial grass, weeds, plants, etc. within the pitch area. Refer to site boundary. d) Contractor to supply all the tools and machinery required for the Works. All electricity or water required for the Works to be supplied by Contractor. If Contractor wishes to tap on existing electrical or water supply, Contractor to install his own meter, readings to be witnessed every month by Superintending Officer’s representative. 3.3 Design 3.3.1 Tender submission (a) The Contractor shall prepare the following documents that will form the Contractor’s Proposal: (i) Concept design of all elements of the Works. The concept design shall comprise drawings and technical specifications. Drawings should be to scale, ranging from 1:100 to 1:500 or any scale deemed necessary for the Contractor to clearly convey the design. (ii) Commentary on the Employer's Requirements Specifications (this document), including status of the information available and relevant design issues for the Works, detailing how the critical requirements will be achieved. (iii) Discussion on how the Contractor proposes to develop the design at key stages, including a commentary on any necessary mapping and/or survey work and the proposed design methodology for key elements of the Works. (iv) Discussion of how the Contractor proposes to incorporate environmental and social considerations, including the prevention of negative impacts, and inclusion of mitigation measures and health and safety concerns into the design, including proposed methods for coordinating design work with concurrent environmental management plan. (v) Name, qualifications, and particulars of the Design Company and designers in charge of the design of the Works. (vi) Proposed names of suppliers and details for all essential equipment items, including but not limited to such items sub-soil drain and sand. Specifications shall be accompanied by manufacturers' brochures and details of the main items and equipment, especially those listed above, and indication of availability when needed in the general project timeframe, respectively. (b) Contractor’s proposal shall also include the following: (i) An overall layout plan, comprising the field of play, the run-off, position of the high netting (provision by others), the proposed location of the Central Control (if relevant) for the subsurface system and any other external infrastructure/landscape; (ii) Cross-section(s) of the subsurface drainage system; (iii) Overview of the structure housing the central control (if relevant) with brief details on materials used; and (iv) Brochures, catalogues and technical specifications. 3.3.2 Final design submission after award of Tender All design must be approved by FAS prior to installation. Design Drawings, at least two (2) sets in A1 size and in soft copy (AUTOCAD & PDF), shall be submitted and allow for at least one to two (1-2) weeks’ review time. All proposed materials shall be submitted for approval, including specifications, mock-ups, sample boards, brochures and other supporting documents. All subsurface system shall have a design life of minimum 10-years. 3.3.3 Design of the pitch Pitch shall deem to include the playing field and the run-off area along the perimeter of the playing field. Pitch Requirements Turf grass type Play field dimensions Run-off on the sides Run-off behind goal posts JBS synthetic carpet 68m x 105m Up to the existing edge drain Up to the D-area kerb 3.3.3.1 Earthworks / Grading of site All earthworks shall be design to be fit for the final medium on top which is JBS synthetic carpet grass. The rubber in-fills are required to be evenly spread across the entire pitch area using the appropriate equipment. 3.4 Build & Construct 3.4.1 Site Clearance a. Existing cow grass complete with all roots & organic material shall be stripped off and disposed of site at approved design dumping site. b. Such disposal shall be in accordance with local authority requirements. 3.4.2 Earthworks All earthworks shall be organized and executed in accordance with PUB’s guidelines on Erosion and Silt Control Measures. The earth surface shall be excavated and/or backfilled to the required levels and slope. Any fill material shall be from and approved source. All excavated earth shall be disposed of out of site. The sub-grade shall have a cross fall of less than 1.0% towards the sides of the field. The sub-grade shall be compacted, such that the top 200mm thick layer can achieve a density of 95% of the maximum dry density as determined by the Standard ASSHTO test. 3.4.3 Sub-soil Drain/Drainage New sub-soil drains shall be installed comprising of perforated pipes and stones surround wrapped with geotextile filter cloth. Water from sub-soil drains shall be discharged to R.C sumps or drains where appropriate. Details layout and locations of such must be clearly indicated in drawings submitted showing clearly the full extent of the works. Sub-soil drains shall be spaced not more than 5 metres apart. 3.4.4 Base a. Permeable and stable base shall be laid to uniform thickness without segregation of size, parallel to the sub-grade surface. After spreading, the base shall be compacted by minimum 10 tones roller until the aggregates are thoroughly set and the creeping of the aggregates ahead of the roller is no longer visible. The surface shall have a cross fall of less than 1.0% and shall have a surface variation not exceeding 6mm in 3 meter straight edges in any direction. Any unevenness shall be rectified by approved method before commencing the synthetic grass installation. Permeability of the base shall be tested using simple test and shall be at least 500mm per hour. b. Drawing shall be submitted clearly showing the details and thickness of the various components. 3.4.5 Alternative Design of Sub-Drainage and Base Contractor can submit alternative design of the sub-drainage and base. The system proposed must be already installed in projects locally and proven to be successful. 3.4.6 Synthetic Grass System 3.4.6.1 The Contractor shall install the JBS synthetic grass now stored in rolls at the Serangoon Stadium. Each roll has been marked to indicate its location in the field. Recycled rubber granules stored in bags at the Stadium will be used for the infill. Contractor shall provide all labour, tools & equipment to handle and transfer these rolls to the field. 3.4.6.2 Installation of Synthetic Grass a. Installation of the synthetic turf system shall be carried out by the Specialist Contractor. Synthetic grass shall be unrolled & evenly spread out to ensure close fit. Contractor shall make adjustment or modification to ensure lines are matching and straight before joining of seams. b. The synthetic grass shall be laid and jointed with 300mm wide geotextile backing using special 2-component adhesive. c. All lines and markings shall be in accordance with the international rules of FIFA. d. The synthetic turf shall be filled with recycled rubber granules evenly in dry weather conditions. Contractor shall provide all labour, tools, and equipment to handle and transfer the rubber granules (in bags) to the field. e. Excess synthetic grass shall be disposed of by the Contractor at approved dump site or put to storage at location as directed by the S.O. 3.4.7 Goals Posts/Portable Flags/Water Points a. The Contractor shall install the two (2) nos. of existing soccer goals from JBS at the designated location including supply and installations of new ground sockets where necessary. b. The Contractor shall also supply and install four (4) nos. of spring corner flags for soccer field including installation of new ground sockets. 3.4.8 Construction Period/Schedule a. The construction period shall be 3 months, from the date of site possession and until the successful handing over of the field. b. The construction period shall include indentation of all materials, installation of the synthetic grass system and all making good or reinstatement works. 3.4.9 Material and Workmanship All materials and workmanship shall be in accordance with the latest Singapore Standards or British Standards where the Singapore Standards are not available. Except that where the requirements of the said Standards are in conflict with this specification, the latter shall take precedence. 3.4.10 Protection to Existing Works a. The Contractor shall take necessary precautions not to disturb existing works and services and to provide adequate protection as required. The Contractor shall execute the works with caution and shall make good all damages occasioned thereto during the execution of the works caused by the attributable in any way by his workmen and shall indemnify the Employer against damage or claims arising therefrom. b. The Contractor shall protect the synthetic track from damage arising from the execution of the works and construction of temporary access. 3.4.11 Making Good & Cleaning On Completion a. The contractor shall keep the working area and its surrounding site in a clean condition. Any sand, dust or debris dropped on the roads, carparks, etc shall be cleared from the site daily. The access roads shall be kept clean at all times. b. The contractor shall, on completion of the works, reinstate and make good works disturbed, remove all surplus materials from site and leave everything in a neat and tidy condition. c. A joint inspection shall be made on site upon removal of the temporary-access to assess damage, if any. Any damage found or cause by the contractor during the course of the works to the school premises (including running track) will be borne solely by the Contractor as decided by the S.O. 3.4.12 Handing-Over / Taking-Over of Completed Field a. The works is deemed to be completed when the: i) synthetic cut rolls are complete with all seam tapes, glue and top dressing; and ii) there shall not be any water-logging. The design shall cater for sufficient grading to allow water to flow into collective points. iii) the slope shall be < 1.0% iv) evenness shall be < 10mm under 3m straight edge and < 2mm under 300mm straight edge. v) permeability of the synthetic grass to be > 150mm / hour. b. All the above criteria have to be met before the field can be considered satisfactorily completed. 3.5 Maintenance Regime (optional) a) The Contractor may submit their proposed maintenance regime for approval which will not be included in the total re-turfing of the Serangoon Stadium pitch area. b) The maintenance proposal to be in two (2) parts - the first 12 months and the optional additional 24 months. The proposal shall take into consideration the following: Once a week brushing and grooming of the rubber granules including touching up of corners and penalty spots, removing of weeds (if any) and replenishing the rubber infill once a year where necessary. c) The proposal preferably to include two (2) options: a. Employer provides the tractor and brush for maintenance. Contractor to provide cost of labour, maintenance of tractor (including the periodic maintenance of the tractor and diesel cost); and b. Employer does not provide the tractor and brush. Contractor to provide cost for the tractor, labour and maintenance of the tractor. c. Rate shall be quoted on a per month basis. 4. 5. SUBMITTAL a. All job references of relevant installation undertaken by the contractor particularly jobs involving synthetic grass for sports facilities such as soccer, rugby, hockey and tennis. The job reference shall include location, type of sports, type of synthetic grass system installed, field area and date of installation. b. The Works Schedule during the submission of Tender. Such schedule shall show all activities (such as procurement of materials, mobilization, access road, earthwork, sub-soil drains, kerbs, drains, permeable base etc. and their interlinking of these activities). The scheduled start and completion shall be clearly indicated. c. Shop Drawings showing layout design concepts and details with all dimensions, levels, gradient and description during the submission of Tender as described under the specification. COORDINATION WITH OTHER CONTRACTORS a) If there is more than 1 contractor involved in the works, you are to allow access for them to work without any hindrance to either party’s work. Therefore, close coordination to ensure smooth completion of works on either contractor is important. Any delays due to the lack of coordination will not be entertained by the Employer. b) As mentioned in Section 3.1, you shall provide relevant resources to ensure no delays on obtaining the approval from authorities. 6. WARRANTY a) Contractor shall provide a period of twenty – four (24) months’ warranty against defects in workmanship. Contractor shall provide the necessary works to rectify such defects during the warranty period. b) Provide at least a twenty – four (24) months’ warranty for the drainage system. c) Contractor shall bear all costs of repairs and reinstatement of the synthetic field system arising from defects in workmanship.
