The Blenheim Blast Swim Team is pleased to invite you to join us in a Short Course
Meet to be held at the Gable Rees Rotary Pool, 66 Regent Street, Blenheim, Ontario.
This is a one day, 2 session meet for competitive swimmers.

All entries must be in Hy-Tek format and submitted via https://www.swimming.ca Deck
entries will be accepted where space is available and at the discretion of Meet
Management.
Entry Fees are $20 per swimmer.
Maximum of 4 individual events and 2 relays per athlete.
** All Open events may be Mixed in gender and may be limited by
Meet Management. **

Awards can be picked up in the scoring office before coaches leave.

CONCESSIONS:
We will be offering canteen service. No food or beverages other than water bottles
are allowed on the deck as per Municipality/Facility policy - Thank you for your
co-operation.
Ly-Sports will be on site with merchandise.
RULES:
·
Sanctioned by Swim Ontario for Competitive Swimmers. All swimmers must be
registered with a Western Ontario Swimming Association Club in good standing.
·
SNC Rules will govern the meet. The FINA “START” rule will be in effect.
Swimmers must be registered and carded as competitive swimmers with an
Amateur Association as recognized by FINA. Nine digit registration numbers
must be on entries.

Swimmers ages are determined as of January 10, 2016.
·
All events are timed finals.
·
Safety Marshals will be in charge of the pool during warm-ups.
·
Coaches are responsible for the supervision of their swimmers during warm up.
Coaches are responsible for their swimmers’ conduct and knowledge of the
Safety Procedure Rules. Coaches are responsible to inform their swimmers of
the Safety Rules as contained in this package, to ensure the athletes’ adherence of
these rules and to discipline the athletes’ behaviour if necessary.

Meet Officials will provide a safe environment and an organized competition.
Meet Officials are not responsible for the supervision of the athletes during the
competition and, especially, during session breaks.

SEAL League rules are in effect and will be enforced.

Coaches will check in with Meet Management upon arrival; Meet management
will cross reference the list of coaches in attendance at this competition with the
Swim Ontario Compliancy lists. If a coach is not on this list, meet management is
obligated to enforce the SNC policy and not permit that coach to be on deck.
Meet management will forward Swim Ontario a list of coaches who they have
found to be in non-compliance.

SPLIT TIMES: The procedure for obtaining an 'Official Split' now requires that
coaches make the request to the session referee or meet management on the
“Official Split Request” form prior to the race. The split for the lead-off leg in relays will still be regarded as an official split and therefore no request by coaches
is needed for relays. However, in the new 'mixed gender' relays, lead-off times/
splits are not considered “official splits' as per international practice.
Scratch Rule: Coaches must notify the Recorder/Scorer of any scratches 45 minutes
prior to session start. “There will be no penalty for scratching during the competition”
Awards:
Ribbons will be awarded for 1st to 6th place in each event, by age group and gender.
Heat ribbons will be awarded for 11 and under morning session only. Age groups are as
follows:
7 & Under
8-9 years
10-11 years
12-13 years
14 & Over
Open
TIMING:
Meet Management will be using The Dolphin Wireless Timing System. We will use 2-3
Dolphin watches per lane plus 1 manual watch or as volunteers permit.
Marshalling:
It is the responsibility of the swimmer and coaches to ensure that their swimmer
presents themselves to the marshalling area when their event is announced.
Programs:
Programs will be available for purchase.

Volunteers are welcome and needed for all officials positions. Please have your volunteers check in with the Meet Managers upon arrival. If evaluations/sign offs are required, please indicate so when you send in your officials to the officials co-ordinator in
advance. We will do our best to help with any evaluations/sign-offs that are needed.
Only swimmers, certified coaches, officials and authorized person are allowed on deck. (or designated area if spectators are on one side)

MIXED-GENDER:
The SO statement on mixed-gender swimming is set out in the Club Manual,
as follows:
Notwithstanding Rule SW 10.1 adopted by the Technical Swimming
Committee of Swimming/Natation Canada, Swim Ontario will consider
requests for sanction for meets that provide for mixed gender swimming in the following circumstances:
The host seeks an exemption from the requirement to swim events in gender
separated events, on the following basis:
This is an age group meet for which swimmers who have achieved a
qualifying time equal to a ‘B’ time or faster are de-qualified.
This is a meet hosted by a Region to offer developmental opportunities
for swimmers with that Region.
Due to facility or time limitations, swimming separated by gender
would not permit all swims to be completed while offering reasonable
opportunities to swim for all participants, and in particular on an equitable basis for swimmers of each gender
Mixed gender swims may also be permitted when, due to a missed swim, it is
necessary for a referee to seed a swimmer in a heat of the same or shorter
distance, for competitors of the opposite gender, on an exception basis.
In spite of this rule, any swimmer who achieves a record time at any level
(regional, provincial, national etc, whether age group or open) will not be
recognized for that record unless the coach has advised the referee prior to
the start of the session that there is a possibility of the record being broken,
and the referee insures that the swimmer competes with competitors In the
event that mixed gender swims are permitted pursuant to this policy, the
results must still be posted separately by the gender of swimmers of the
same gender for his/her heat.
SNC Swimwear Rules
ALL swimmers participating in a SNC designated meet or provincially sanctioned
meets shall be required to comply with swimwear rule GR 5 as follows:
GR 5 – Swimwear
GR 5.1 The swimwear (swimsuit, cap and goggles) of all competitors shall be in
good moral taste and suitable for the individual sports disciplines and not to carry
any symbol which may be considered offensive.
GR 5.2 All swimsuits shall be non transparent.
CGR 5.2.1.1 A swimmer may wear only one swimsuit in competition, and shall observe all FINA
regulations related to swimwear as stated in the FINA Bylaws and Rules
GR 5.3 The referee of a competition has the authority to exclude any competitor
whose swimsuit or body symbols do not comply with this Rule.
GR 5.4 Before any swimwear of new design, construction or material is used in competition, the manufacturer of such swimwear must submit the swimwear to FINA and
obtain approval of FINA.
FINA BL 8.3 From January 1, 2010 swimwear for men shall not exceed above the
navel nor below the knee, and for women, shall not cover the neck, extend past
the shoulder, nor shall extend below knee. All swimsuits shall be made from textile materials.
SNC has made the following interpretations for GR 5:
All swimwear used in competition in Canada must appear on the FINA approved list
with the
following exceptions:
• Where a swimwear manufacturer has not submitted swimwear to FINA for
approval due to the swimwear no longer being in production, SNC reserves
the right to allow such swimwear where it can be confirmed that the
swimwear conforms to the shape, design and material conditions outline in
FINA BL 8.3 (above).
• Under GR 5.3 wherein it is stated “the competitor must wear a swimsuit in
one or two pieces…” SNC interprets this to mean a swimmer is limited to
wearing a single suit only and where the suit is “two pieces” that the
pieces do not overlap each other and are distinct units (i.e. bikini style).
• All Canadian Record applications will be reviewed to ensure compliance
with GR 5. A Declaration of Swimwear must be submitted with the application to ensure compliance.
• All foreign swimmers competing in Canada will be required to comply with
GR 5
• Any swimmer not complying with GR 5 shall be disqualified.
SWIMMING CANADA
COMPETITION WARM-UP SAFETY PROCEDURES

Meet Management for all sanctioned Canadian swimming competition must ensure the following safety
procedures are applied. It is incumbent on coaches, swimmers, and officials to comply with these procedures during all scheduled warm-up periods. Coaches are requested to encourage swimmers to cooperate with Safety Marshals.
GENERAL WARM-UP:

Swimmers must enter the water FEET FIRST in a cautious manner, entering from a start or turn
end only and from a standing or sitting position.
Running on the pool deck and running entries into the pool tank are prohibited.
Meet Management may designate the use of sprint or pace lanes during the scheduled warm-up
time. Any such lane usage must be communicated either in pre-competition handout, announcement or deck signage.
Diving starts shall be permitted only in designated sprint lanes.
Only one-way swimming from the start end of sprint lanes is permitted.
Notices or barriers must be placed on starting blocks to indicate no diving during warm-up.
EQUIPMENT:

Kick Boards, Pull-Buoys, Ankle Bands, and Snorkels are permitted for use in the scheduled
warm-up time.
Meet Management may permit use of tubing or cord assisted sprinting in designated lanes and
during specific times of the warm-up only. Coaches are responsible for equipment reliability
and use.
Hand paddles, drag chutes, and flippers / fins are not permitted during any warm-up at any
time.
VIOLATIONS:
•

Swimmers witnessed by a Safety Marshal diving or entering the water in a dangerous fashion
will be removed without warning from their first event following the warm-up period in which
the violation occurred.
In the case of a second offence during the same competition the swimmer will be removed
from the competition in its entirety. A provincial disciplinary action or report may be filed.
SAFETY MARSHALS:
The Safety Marshal is a trained position designated by Meet Management. Safety Marshals shall:
• Be visible by safety vest
• Be situated at each end of the competition tank and when applicable, similarly situated in designated warm-up tanks when pre-competition warm-ups are scheduled.
• Actively monitor all scheduled warm-up periods.
• Ensure participants comply with warm-up safety procedures and report violations to the Referee.
PARA-SWIMMER NOTIFICATION:
Coaches are requested to notify Safety Marshals of any Para-swimmers participating in warm-ups where
necessary and at the coach’s discretion.
The following statement must appear in all Swimming Canada sanctioned meet information and posted
notices:

Marshalling of 1st two events begin at 12:45 pm
Start: After Warm ups.
Each team will be pre-assigned a lane for warm-ups
