What is My Community e-Purse?
• My Community e-Purse (or MCeP) an e-marketplace for people
in receipt of Adult Social Care services
• Developed by Harrow Council, the Voluntary Sector, and
Service Users and Carers
• MCeP (IP) is owned by Harrow Council and its residents
• Went live Jan 2014

unique?
● 1,000 active Personal Budget online accounts
● £1.7m through accounts last year and forecast to increase to £10m by
2017
● Uses PayPal electronic Purse to deliver Personal Budgets
● Grown market from 30 to over 700 providers in last three years
● Delivered £4m savings over a short period of time; projected to save an
additional £4m by 2020/21
● Received accolades and international praise
● Working with NHS England Personalisation and Participation Programme
to look at potential for Personal Health / Integrated Care Personal Budgets
